Previous issue date: 2017-06-21 / Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) / Esta pesquisa problematiza sobre a necessidade de políticas públicas para regular a relação promovida pelas forças produtivas do capital sobre comunidades atingidas por barragens no Brasil. Neste contexto, o setor elétrico está entre os que mais têm promovido e intensificado a desterritorialização de milhares de pessoas, que, na falta de um marco legal para as questões sociais, relega aos empreendedores o poder de decisão sobre a condição de atingido. No centro desta discussão está a reterritorialização das populações ribeirinhas que pretendem permanecer no meio rural, fator de conflito entre atingidos e as empresas representantes do setor elétrico. Neste sentido, foi realizado um estudo comparativo entre duas modalidades de reassentamento para comunidades rurais atingidas por barragens, a fim de avaliar suas mitigações socioterritoriais e apontar qual delas apresenta melhores condições para garantir a qualidade de vida e a reprodução social das famílias reassentadas: a Carta de Crédito (CC), favorita do setor elétrico; e o Reassentamento Rural Coletivo (RRC), reivindicado pelas comunidades ribeirinhas organizadas através do Movimento dos Atingidos por Barragens (MAB). A argumentação foi composta a partir de levantamento bibliográfico, documental, entrevista com informantes chaves e através de Pesquisa de Campo em famílias atingidas e reassentadas pela Usina Hidrelétrica (UHE) Machadinho. As evidências da pesquisa demostraram que a modalidade do RRC apresentou aspectos mais positivos em relação a CC quanto a concepção de reterritorialização utilizada para a pesquisa, bem como a necessidade de que a institucionalização de um marco legal assegure formas amplas e objetivas de participação popular nos processos de remanejamento. / This research studies the necessity of public policies to regulate the relation promoted by the productive forces of the capital over communities affected by dams in Brazil. The electric sector is one of the sectors which has most promoted and intensified the eviction of thousands of people. The lack of a legal framework for social issues, relegates to companies the decision power over the conditions of those affected by the construction of dams. One of the main question in this discussion is the desterritorilization of riverine populations, which wishes to continue living at the rural territory, issue of conflict between representatives of the electric sector and people affected by dams. Within this context, this research studied and compared two modalities of resettlement for rural communities affected by dams, with the objective to evaluate social-territory mitigations and point to which of these modalities offers better conditions to guarantee better life-quality and social reproduction for the families: Letter of credence, which is the most preferred modality by the electric sector; and Collective Rural Resettlement, which is demanded by the riverine communities organized within the Movement of People Affected by Dams (MAB). The research has been made through bibliographical investigation, study of documents, interview with key persons and field research with families affected by the hydro-power dam Machadinho. The evidences of this research have come to the conclusion that the compensation modality of Collective Rural Resettlement presents more positive aspects compared to the compensation through credence letter when it regards to the concept of re-territorilization used within this research, it also points out to the need of institutionalization of a legal framework that secures to a broad and objective forms of popular participation within the process of relocation of the families. / CNPq/MDA/-INCRA nº 26/2012
