Tem como objetivo principal estudar quais as efetivas condições para que estes órgãos sejam realmente espaços de gestão democrática e de definição de políticas educativas. Elegeu como lócus os conselhos de três cidades do interior paulista – Andradina, Presidente Prudente e Presidente Bernardes, analisando o perfil, a composição, as atribuições, as funções e a atuação destes órgãos nestes municípios. Para tanto, a investigação assumiu uma abordagem metodológica de caráter qualitativo, de natureza descritiva, que envolveu análise documental e entrevistas semi-estruturadas. Procurouse compreender de que forma os conselhos analisados se constituíram, em que contexto político-social foram criados e se houve a mobilização da sociedade civil na implantação e implementação destes órgãos. A análise documental e os dados das entrevistas permitiram verificar que os Conselhos Municipais de Educação constituemse como importantes mecanismos que contribuem para o fortalecimento da democracia, e que podem se tornar um ambiente de articulação política, de organização e de reflexão da sociedade civil acerca dos problemas educacionais dos municípios, estabelecendo, nestes contextos, um novo padrão de relações entre os governos locais e a população. Pode-se concluir que os Conselhos Municipais de Educação, na sua função de intermediário entre Estado e Sociedade, são concebidos como espaços para viabilizar o exercício do poder político pela sociedade e que estão garantindo o aprendizado democrático e a ressignificação das estruturas de poder estabelecidas. / This masters dissertation, linked to the search lineup: Public Policy, School Organization and Teacher Training, intends to reflect about role of the Municipal Councils of Education in the Democratic Policy. This work aims to study which effective conditions for these this bodies are really areas of educational policy of definition. It was selected for locus to the councils from three cities in São Paulo state . they are Andradina, Presidente Prudente and Presidente Bernardes, analyzing the profile, composition, attribuition, functions performance of these municipalities. For this, the research to assume a methodological vison of qualitative character , descriptive in nature, which involved documentary analysing and structuredies-mid. It seeked if to understand how the councils if organized, in which socio-political context were created and if there was a mobilization of civil society in deployment and implementation of these organs. The analysis documental and the data from interviews allowed to verify that the Municipal Councils of Education constitute selve as important mechanisms that contribute for strengthening of democracy and that can if become an ambient of political articulation, organization and reflection of the civil society about educational problems of the municipalities, establishing, in these contexts, a new pattern of relations between local governments and the people. It can be concluded that the Municipal Councils of Education, in its role as intermediary between the State and Society, are designed as a space to facilitate the exercise of political power by society and that are ensuring democratic learning new meaning of the structures of power established.
