a acentuada transiÃÃo demogrÃfica à um fato que exige a anÃlise da pessoa idosa como sujeito
coletivo e de direitos. A legislaÃÃo brasileira avanÃou significativamente no campo da
proteÃÃo social ao segmento idoso e estabeleceu no cenÃrio nacional prerrogativas legais que
asseguram ao idoso tratamento enquanto ser de responsabilizaÃÃo e beneficiÃrio do Poder
PÃblico, portanto alvo de polÃticas pÃblicas que possibilitem minorar as dificuldades e
melhorar as condiÃÃes de vida desta populaÃÃo. O objetivo deste estudo à avaliar a
implementaÃÃo da PolÃtica Nacional de SaÃde da Pessoa Idosa-PNSPI na gestÃo municipal de
Fortaleza-CE, a partir de 2008, sob os enfoques da descentralizaÃÃo administrativa e da
intersetorialidade. Optou-se pela pesquisa avaliativa de abordagem qualitativa, utilizou-se
como instrumentos de coleta de dados entrevistas nÃo estruturadas e semi-estruturadas, diÃrio
de campo e coleta de dados secundÃrios. O cenÃrio de estudo foi delineado a partir da
Secretaria Municipal de SaÃde e das Secretarias Executivas Regionais de Fortaleza-CE. O
elenco de atores da pesquisa foi constituÃdo pelos tÃcnicos que operacionalizam a PNSPI nos
nÃveis regionais e municipal de Fortaleza-CE. Agregou-se ao estudo entrevistas com tÃcnicos
das esferas federal e do Estado do CearÃ, o que possibilitou uma anÃlise contextual da
implementaÃÃo da PNSPI desde o nÃvel nacional ao local. O estudo obedeceu aos critÃrios
Ãticos estabelecidos pela resoluÃÃo 196 do Conselho Nacional de SaÃde-MinistÃrio da SaÃde.
A anÃlise de dados fundamentou-se na anÃlise de estrutura, processo e resultado, utilizando
tÃcnica de anÃlise crÃtica do discurso, o que possibilitou o estudo da significaÃÃo, por esferas
de poder, da PolÃtica Nacional de SaÃde da Pessoa Idosa no percurso gerencial hierarquizado,
desde o nÃvel nacional, passando pela esfera estadual e municipal, chegando ao nÃvel
executivo regional. Como principais resultados o estudo apontou que a ausÃncia de um
orÃamento pÃblico municipal, especÃfico para a saÃde da pessoa idosa, atrelado à inexistÃncia
de um sistema de informaÃÃo uniforme e sistemÃtico nas instÃncias administrativas
descentralizadas, dificulta o estabelecimento de coerÃncia interna dos serviÃos e aÃÃes para a
populaÃÃo idosa em Fortaleza-CE. A pesquisa identificou como fundamental a aÃÃo dos
profissionais de saÃde, regionais e locais, e de equipes intersetoriais e multidisciplinares, no
processo de operacionalizaÃÃo da PNSPI na gestÃo municipal de Fortaleza-CE, a partir de
2008. O estudo concluiu ser imprescindÃvel a superaÃÃo das limitaÃÃes atuais identificadas
para se alcanÃar a real efetivaÃÃo da PolÃtica Nacional de SaÃde da Pessoa Idosa em Fortaleza-
CE. / Increased life expectancy and population aging are global trends, the sharp demographic
transition is a fact that requires analysis of the elderly as subject and collective rights. The
Brazilian legislation has advanced significantly in the field of social protection to the elderly
segment on the national scene and established legal rights that ensure the elderly be treated as
accountability and beneficiary of the Government, therefore the target of public policies that
allow ease the difficulties and improve the this age group. The aim of this study is to evaluate
the implementation of National Health Policy of the Elderly-PNSPI in municipal management
of Fortaleza, from 2008, under the approaches of administrative decentralization and
intersectoral approach. We opted for evaluative research of qualitative approach was used as
instruments for data collection of unstructured interviews and semi-structured field diary and
secondary data collection. The scenario study was designed from the Municipal Health
Secretariat and the Regional Executive Secretariats of Fortaleza-CE. The cast of actors of this
analysis is the technical PNSPI operationalize the regional and municipal levels of Fortaleza-
CE. He added himself to the study interviews with experts of the federal and the state of
CearÃ, which allowed a contextual analysis of the implementation of PNSPI from the national
to local level. The study followed the ethical standards established by resolution 196 of the
National Health Council, Ministry of Health Data analysis was based on analysis of structure,
process and outcome, using the technique of critical discourse analysis, which allowed the
study of significance, for spheres of power, the National Health Policy of the Elderly in the
course management hierarchy, from national level, through municipal and state level,
reaching the regional executive level. As main results the study showed that the absence of a
municipal budget, specific to the health of the elderly, coupled with lack of a uniform and
systematic information in the administrative decentralized, difficult to establish internal
consistency of services and actions the elderly population in Fortaleza. The research identified
as fundamental the action of health professionals, regional and local authorities, and
intersectoral and multidisciplinary teams in the process of operationalizing the PNSPI in
municipal management of Fortaleza, from 2008. The study concluded that it is essential to
overcoming current limitations identified to achieve the proper enforcement of the National
Health Policy for the Elderly in Fortaleza.
