Syftet med denna uppsats är att studera och diskutera Försvarsmaktens möjligheter att utnyttja civil mobilteleteknik (COTS) och kommersiell kommunikationsinfrastruktur då eget radioaccessnät saknas eller ej finns tillgängligt. Tidshorisonten sträcker sig intill 2015.Med anledning av den pågående utvecklingen av mobil telekommunikation, studeras och diskuteras möjligheterna att använda civil teknik då eget radioaccessnät ej finns tillgängligt. Inledningsvis görs en inventering och beskrivning av teknikutvecklingen. Därefter studeras kontrollmöjligheter och målsättning för framtida utbildning samt materielanskaffningsprinciper. I analysen vägs de studerade områdenas slutsatser mot en utvärderingsmodell, som omfattar specifika krav och scenarion i syfte att finna ut möjligheter och begränsningar vid ett utnyttjande i Försvarsmakten. Slutligen görs en ansats att föreslå områden för fortsatta studier. Uppsatsens resultat visar på att det finns såväl fördelar som nackdelar med ett dylikt utnyttjande. Utvecklingen av infrastrukturen kommer i mycket att avgöra till vilken grad ett utnyttjande är möjligt. Tillgänglighet, säkerhet och robusthet är nyckelfunktioner i militära kommunikationssystem. Ett användande av COTS och kommersiell infrastruktur kommer inte att erbjuda önskad nivå på dessa nyckelfunktioner, varken idag eller i en nära framtid såsom enskilt sambandssystem. Dock är tekniken tillräckligt intressant för att bli föremål för fortsatta studier, och ett utnyttjande som komplement till andra system. Identifierade områden för fortsatta studier är, lagar och regler för kontraktsslutande mellan försvaret och civila operatörer och nya metoder för punkt till punkt kryptering. Fältförsök vid någon av försvarets stridsskolor skulle dessutom ge möjligheten att studera användarvänlighet och robusthet i den militära miljön. / The purpose of this thesis is to study and discuss the possibilities for the Swedish National Defense Forces to use civilian mobile telecommunication systems (COTS) and commercial infrastructure when an own Radio Access Network isn’t available. The time horizon stretches to approximately year 2015.According to the ongoing development in mobile telecommunications the essay study and discuss the possibilities to use civilian technique in spite of an eventual procurement of an own tactical radio access network. First an inventory and description of the development of the technique is done. Then control and aiming for training and equipment procurement is studied. In the analysis, the above is used together with an evaluation model, containing specific demands and scenarios, for the armed forces to find out the pros and cons of such a use. Finally an attempt is made to propose areas for further studies. The conclusions of the essay are that there are both pros and cons of such a use, the development of the infrastructure, that is very much going to determine to what extent it is possible. Availability, security and robustness are key functionality's for military communication systems. The use of COTS and commercial infrastructure will not reach the desired level of these functionality's, today or in near future as a stand-alone system. But it’s interesting enough for further studies. Identified areas for further studies are, laws and official rules for contracts between the defense administration and civilian telecommunication companies, new end-to-end encryption methods and field tests with COTS at one of the Armed Forces tactical combat schools. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps.
