[pt] A região da Baixada Fluminense, como espaço da dinâmica metropolitana do estado do Rio de Janeiro, desenvolveu-se a partir da expansão da integração com o núcleo carioca, convertendo-se de um cinturão agrícola a um perfil de periferia urbana da RMRJ. Para além de um estudo que prive somente pela análise das
disparidades socioespaciais de desenvolvimento na escala intrametropolitana fluminense, esta dissertação procura entender as dimensões dessa região da periferia do estado do Rio de Janeiro a partir de dimensões ligadas ao desenvolvimento do espaço baixadense (origem da moradia e qualidade dos
serviços, perfil socioocupacional e cultura política e cidadania na RMRJ). Sobre esta última dimensão, relacionada à prática cidadã, procura-se explorá-la no intuito do entendimento da configuração do poder na Baixada Fluminense. Nos contextos espacial e temporal que se estabelecem, desde o modelo colonial de
posse da terra e do trabalho escravo, a ascensão de líderes políticos e famílias que
reproduzem a lógica assimétrica de acesso ao poder, ao reforço dos aparatos de coerção da ditadura militar, culminando na conjutura do arranjo federativo atual. Sendo assim, o objeto de estudo desta dissertação é a natureza do poder na Baixada Fluminense e suas transformações frente à consolidação do federalismo
no recorte municipal de Nilópolis/RJ. Acerca da análise na escala municipal, identifica-se no recorte nilopolitano, o desenvolvimento da lógica de poder ancorada no seio da instituição família representada pelos ramos familiares dos Abraão David e Sessim David, de origem libanesa. No contexto do regime militar,
o poder familiar consolida-se no espaço político de Nilópolis. Será no período de reabertura política e instituição do modelo federalista no Brasil que identificaremos transformações na lógica do poder da família, a partir das
políticas de melhorias no acesso à cidadania como o sistema educacional. Esta pesquisa é vinculada ao CAEd (Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora). Vislumbramos, assim, novas tendências no comportamento representativo municipal. / [en] The Baixada Fluminense s region, how space of metropolitan dinamic in Rio de Janeiro state, developed from the integration with the core carioca, becoming an agricultural belt recôncavo Guanabara for the profile of the urban periphery RMRJ. Apart from a study that only deprives the analysis of socio-spatial disparities in development in the state intrametropolitan scale, this dissertation seeks to understand the dimensions of the periphery of the state of Rio de Janeiro region from dimensions related to development of baixadense space (1. Origin housing and quality of services, 2.socio-occupational profile and 3.citizenship and
political culture in RJRM). About a third dimension related to civil practice, we try to exploit it in order to understand the configuration of power in the Baixada Fluminense. In spatial and temporal contexts that are established timeframes, from the colonial model of tenure and slave labor, the rise of political leaders and
families that reproduce the asymmetric logical access to power, strengthening the enforcement apparatus of the military dictatorship and on the current conjutura Brazilian federal arrangement. Thus, the object of study of this thesis is the nature of power in the Baixada Fluminense and transformations facing the consolidation of federalism in municipal clipping Nilópolis/RJ. In the context of the military regime, the family power is consolidated in the political space Nilópolis. Does the policy period and reopening of the federalist model institution in Brazil to identify changes in the logic of the power of the family, from public policies to improve access to citizenship as the educational system.
