The study made a comparative examination of the role of Community Policing in conflict management in the North West Province, with special reference to Mafikeng and Potchefstroom as case studies. The study found that, the competing values such as diversity in income, education, religion , experience, residential location, social class, race, gender, culture, influx of illegal immigrants, competition for limited resources due to power struggles, and poverty among different sections of the communities. These actors complicated the task of developing a shared vision of democratic community policing. They also made communication for managing conflict between the police and the community members difficult. The study recommends: first, the need to develop mechanisms to promote awareness among community members on the importance of community policing in conflict management including crime prevention. This is an integral part of promoting peace building for community sustainable development, second, the promotion of effective partnership between community and the police which should include mutual trust and information sharing between community members and the police. / M.A. (PSIS) North-West University, Mafikeng Campus, 2004

Popular policing? Sector policing and the reinvention of police accountability

The aim of this thesis is to explain the change in the debate about police accountability in Britain that took place in the 1980s. In seeking such an explanation in the reinvention of police accountability over this period, a four dimensional analysis of accountability is presented. This is used to examine, in turn, the history of police governance in London, the debates about police accountability that took place in the 1980s, and the implications of the growing influence of community policing that culminated in the introduction by the Metropolitan Police of a new style of ‘sector policing’. A series of questions about whether and how police accountability was reinvented in the 1980s are posed, and the implications of the reconceptualisation that took place are assessed in their historical and theoretical contexts. Use is also made of empirical data drawn from a study of the implementation of sector policing on an inner city police area in North London. It is argued that far-reaching changes took place in the conceptualisation of police accountability during the 1980s on all four of the dimensions identified, and that this reinvention of the relationship between police and people made policing in London neither more democratic nor more consensual.

An analysis of innovation programmes in Wales along a 'hard-soft' policy continuum : a case study approach

The thesis context is a Welsh innovation policy continuum. The research is primarily located in three innovation programmes representative of innovation policy in Wales. The representative programmes are: the Technium network; Innovation Network Partnership; and Communities First project. The Technium network is considered to be at the hard/tangible end of the policy continuum whilst Communities First is at the softer, more intangible pole of the continuum. The aim of this thesis is to ascertain the influence social capital may have upon levels of innovation across the innovation policy continuum. To achieve the aim, the existence and extent of forms of innovation, forms of social capital, and cooperation and collaboration are considered through a positivist and interpretivist analysis. The resultant data has been further exposed to a correlation analysis, undertaken to ascertain whether or not the presence and form of social capital has an association with forms of innovation. The three programmes each have a pan-Wales presence. The programmes all originate from Welsh Assembly Government innovation policy initiatives between 2001 and 2003. For each programme a case study has been produced. The case studies have been constructed using data from survey, interviews and participant observation. The survey was completed via an on-line questionnaire by representative individuals and groups from each innovation policy continuum programme. Further data was collected by interviews held with individuals representative of roles typically undertaken at each programme. Participant observation undertaken at each programme also informed the creation of the case studies. Literature in this field of study is typically limited to a comparatively narrow investigation of traditionally measured innovation. For social capital and cooperation and collaboration, research usually has a macro scale cynosure. This study has an innovation programme locale in Wales which may be considered unique in terms of innovation and social capital research. ii The findings reveal the existence of forms of innovation, social capital, and cooperation and collaboration at each case study. However, there are differences in terms of the extent of such phenomenon along the innovation policy continuum. For instance, there appears to be an increased likelihood of traditionally measured innovation at the Technium network. Social innovation is more likely to be present at the Communities First project. Similarly, forms of social capital are more likely to be found at Communities First partnerships than at other programmes along the continuum. The correlation analysis applied to the case study survey data discloses a number of, mainly positive statistically significant associations between explanatory social capital, and cooperation and collaboration variables and dependent innovation variables. Propositions resultant of the findings, are likely to be of use to policymakers. For instance, forms of social capital appear to be positively related to traditionally measured, hidden and social innovation. Policymakers considering the design of programmes to boost levels of innovation may be advised to include means of increasing levels of social capital, cooperation and collaboration in their policy and programme proposals and evaluation criteria.

Local solutions from local people : community participation in crime prevention in Khayelitsha

Magister Artium (Development Studies) - MA(DVS) / The involvement of local communities in crime prevention programmes emerged as an alternative strategy for fighting and preventing crime after the failure of the criminal justice system to control and deter criminal activities effectively. Governments across the globe regard local communities as key actors in fighting and preventing crime. Community participation in crime prevention has become a key strategy to improve safety and security. The main aim of this study is to explore the extent to which residents of Khayelitsha contribute to the maintenance of security and order in their area; and to investigate the extent to which residents are empowered to solve crime problems on their own. The framework of this study is grounded on theories of crime namely: occupational choice, social learning, and social disorganisation; and concepts such as crime, crime prevention, and community participation. The literature review of this study focuses crime situation in South Africa with emphasis on crime trends, costs of crime, determinants of crime, and attempts made by the South African government to fight and prevent crime at national and local government levels. The study used key informant in-depth interviews with representatives of anti-crime community-based organisations in Site B and as well as ordinary residents of Site B. Data of this study is largely qualitative although it is supplemented with quantitative data relating to crime statistics which was collected as secondary data. In this study, both narratives and crime statistics reveal that robbery and theft-related crimes, drug abuse, and assaults are among the most predominant crimes. All informants perceived poverty and the use of drugs and alcohol as root causes of crime in Site B. The residents contribute in preventing and fighting crime in Site B by engaging in the following activities: patrolling streets as volunteers in Community Policing Forums (CPF); and providing crimerelated information to anti-crime organisations such as South African Police Service (SAPS), South African National Civic Organisation (SANCO), and Khayelitsha Development Forum (KDF). The residents also get involved in crime prevention informally by exercising informal social sanctions. However, challenges such as ineffectiveness of the law enforcement and lack of financial support hinder the residents’ participation in crime prevention.

Community policing and young people : a critical insight into young people's perceptions in Leicester

The repercussions associated with young people's exclusion from policing can be detrimental. The police will lack a basic understanding of young people s problems, needs and expectations. In these situations, young people will be less inclined to report crimes and their own victimisation to the police, provide intelligence, and participate in the criminal justice system. This study is intended to provide a critical appraisal of young people s perceptions of Police and Community Support Officers (PCSOs) and community policing in Leicester, in an effort to delineate the implications of their exclusion from local policing and crime related issues. Community policing is a well-known policing philosophy, particularly for repairing police public relations through engagement and problem solving. The findings demonstrate that despite the fundamental benefits associated with community policing, conventional methods of engagement and problem solving have failed to reach out to young people who are, nevertheless, particularly enthusiastic about collaborating with the police. However, whilst the vast majority of young people are positive about getting involved in policing, there are important variations within young people in their perceptions and attitudes towards the police. Young ethnic minorities in general, blacks in particular, were passive and reluctant to collaborate with the police due to their experiences of stop and search and other repercussion associated with the law enforcement style of policing. A lot of these problems can be subsided by diverting police resources to community policing, but there are going to be strong financial, organisational and cultural challenges.

Community-police partnerships: coproducing crime prevention services : a Vancouver case study

Since the early 1990s, the Vancouver Police Department has embarked upon coproductive service arrangements with various geographic communities throughout the city of Vancouver. Through the vehicle of storefront crime prevention offices (CPOs), local communities and the police are working in partnership to problem-solve around local crime and safety issues. Three models of crime prevention offices have emerged: ethnic-specific, police-run, and community-run. This thesis focuses on a case study of the community-run model—community crime prevention offices (CCPOs). Through participant observation, key informant interviews, analysis of policy documents and a review of the respective literatures on community policing and community crime prevention theory and practice, the present case study was examined. Key informants revealed basic partner expectations. The community expect the police to be accessible to the offices through their physical presence and by ongoing two-way communications regarding community crime-related concerns. The police, in return, expect the CCPOs to provide a conduit through which community needs and priorities can be communicated to them. Each partner brings to the office function different responsibilities. The community is responsible for maintaining adequate levels of community support for office programs and services. The police provide a set level of human and material resources to all crime prevention offices. Much has been written on the rationale behind the "community-police partnership" era. However, less has been written about the effective implementation of such partnerships. While the main thrust behind the formation of CPOs has been occurring since 1994, there are still no clear guidelines set regarding partner roles and responsibilities. The future viability of CCPOs is predicated on the mutual accountability of both the community and the police. Future steps could be taken to ensure the responsibility of both partners in this process: 1) a partnership agreement should be implemented between the community and the police to clarify expectations and role contributions; 2) accountability measures should be in place to reflect partner expectations and roles; 3) the police, as public servants, should address the resource inequities which exist among CCPOs; 4) the community should ensure CCPO programming is responsive to broad-based community need; and 5) ongoing efforts should be made to enhance partner communication. CCPOs have proven to be a vehicle of great promise. CCPOs are an interesting coproductive blend of community self-help and police re-organization along community policing lines. By first addressing their commitment to each other as partners, and attending to some of the weaknesses in this present partnership configuration, a more effective partnership will result. ABSTRACTPolice departments across Uganda are faced with significant challenges to reducecrime, improve quality of life, and, use meagre resources. Many have struggled tofind the right balance between keeping communities safe, while at the same timehaving transparent and effective policing methods and approach. This thesisexamines effectiveness or/ and ineffectiveness of community policing. This isderived from people’s perceptions of the policing strategies used within theircommunities.The research focuses on the nature of community policing and its, perceptionamong the Ugandans and how these policing strategies are important to policelegitimacy (acceptability) and how it helps them in gaining the trust of the localpopulation. The thesis discusses reasons to why community policing has not beenaccepted by the Uganda population. Continually therefore, it is examined whethercommunity policing has brought about reduction in crime rate.The thesis revealed that there is much laxity in bridging the gap between thecommunity members and the police. Most people feel police is not involving theentire community into their activities, people think police is to protect certaingroups of people in society especially the rich. Most people (47%) negativelyperceive community policing, though 56% reported that it is an importantprogram. Reduction in crime due to community policing was observed. Thethesis concludes by advocating for strategies that are important for a successfulcommunity policing program implementation.Finally, the thesis recommended involvement of the media and need for police toadapt to use of new technology to avoid confrontation by masses that may besuspicious, for example, body-worn cameras (BWCs).
