A Study of Web 2.0 Innovations for Government Services OnlineWang, Ji-Jia 23 July 2008 (has links)
Since 1993 The US government took the lead to propose the ¡§National Information Infrastructure, (NII)¡¨ plan, many countries started to establish the electronic government to provide the populace with innovation services.. The services of electronic government have to evolve from ¡§Do Government Better¡¨ into ¡§Do Better Government¡¨. Now the network has evolved into a new generation that emphasizes on users co-constructing the cyber contents - Web 2.0. Could Web 2.0 be applied to the web services of the electronic government? How should the electronic government provide the innovation services by using Web 2.0? What are the Web 2.0 services provided by the local government in Taiwan? The above questions are the key points of this research.
This research was based on the web service type of government and the mature application of Web 2.0 to establish 4 categories (Blog, Instant Messaging, Podcast and RSS) and 17 indicators to construct questionnaire, and review local government web services in Taiwan. This research used the census method to observe 25 local government website by the researcher during 2008/4/7~2008/4/9. Also the all 25 local government website administrators in Taiwan completed the questionnaire separately during 2008/4/21~2008/5/13.
According to the research results, that Web 2.0 services on Taiwan local government were: (1) the primary service provided by local government is automatic information service, (2) the online multimedia playing service is getting mature gradually, (3) the web call is the main online intercommunication service, (4) the concepts of blog service has not established yet, (5)there are many problems to surmount for advancing Web 2.0 Services, such as the definitions of Web 2.0 Services, the doubts of information security etc.. Overall, Web 2.0 for local government online services is still at beginning stage in Taiwan. Besides this research provides the following suggestions about Web 2.0 innovations for government services online: (1) to establish the better understanding of Web 2.0 Services, (2) to develop guidelines of Web 2.0 services and evaluation criteria, (3) to provide financial motivation and technical support.

This research assesses the challenges involved in the implementation of an e-Government website in Guinea-Bissau. Special attention is given to Government ministries and their role in implementing the e-Government website. The goal has been to establish the extent to which the Government of Guinea-Bissau has responded to the challenges involved in establishing e-Government and the progress that has been made with regard to the priority initiatives pertaining to e-Government in the country. The study has made use of the survey research strategy. The study’s population consisted of twenty-three Government ministries. The study examines the challenges and prospects connected with the implementation of e-Government in GB and it also investigates the reasons for the failure of the country’s first IT implementation attempt. This study argues that e-Government in Guinea-Bissau (GB) has the potential to change the Government administration’s processes and also facilitate the delivery of Government information to the public. Realising this potential may be assisted if the ICT recommendations are taken into account by the relevant stakeholders. Pastaruoju metu e.valdžia tampa vis dažnesnis diskusijų objektas tiek buitiniu, tiek ir aukščiausiu teoriniu lygiu visame pasaulyje. Beveik visos pasaulio valstybės vysto e.valdžios iniciatyvas, eEuropos 2005 Veiksmų Plane e.valdžia išskiriama kaip viena pagrindinių prioritetinių krypčių. Ir nors pats e.valdžios fenomenas palyginti nesenas, tačiau jo skvarba tampa kiekvienos šalies socialine būtinybe. Dabartinės valdžios teisinio reguliavimo pagrindai iš esmės kinta dėl naujų valstybės ir visuomenės sąlygų bei poreikių. Nesunku pastebėti, kad šiandien radikaliai keičiasi valstybinio valdymo funkcijos, būdai bei jų įgyvendinimo priemonės. Visuotinai pripažinta, kad e.valdžios įgyvendinimo sėkmė priklauso nuo teisinio reguliavimo aplinkos. Valstybės turi nustatyti e.valdžios teisinio reglamentavimo rėmus, geriausiai atitinkančius jų visuomeninius poreikius, kadangi tik tinkama teisinė aplinka gali paskatinti e.valdžios procesų vystymasi. Kyla daugybė teisinių problemų, kurių sureguliavimui tiek mokslininkai, tiek įstatymų leidėjai ieško geriausių sprendimo būdų. / Recent developments of e-governance initiatives and processes are highly dependant on a proper legal environment of e-governance. The author of the thesis provides an overview of different legal framework initiatives for e-governance and identifies the advantages and disadvantages of them.
The second part of the thesis is devoted to different regulatory theoretical approaches of e-governance expanding gradually around the world. First one concentrates on the developing separate laws and regulations covering individual questions pertaining to e-governance. Holistic framework identifies and addresses all relevant issues impacting e-Governance development under a single principal law or regulation. This part also includes an analysis of the alternative and maybe co-existence regulatory ways for e-governance – principle based model and self-regulation. Which model will work better will depend on the purpose of the regulation and on the specific circumstances.
The third part gives real life examples introducing with the Austrian E-government Act and the USA 2002 E-government Act. Although the acts develop different e-governance legal regulatory concepts, several common features are identified – main e-governance principals, public-private partnership, establishing the responsible institutions, penal provisions.

Implementation of E-Government services : Analysis of factors in case of UkraineNesterenko, Mykola January 2014 (has links)
Electronic services have become a vital part in the implementation of electronic government. Government electronic services are significant tools for effective cooperation in any country between government, authorities, citizens, organisations, and so on. In order to implement these services it is necessary to know possible barriers and obstacles – factors, which can influence on the implementation process. Study in this field of research showed that a well-structured list of the factors that can influence on this implementation process is absent now. The purpose of this research is to identify and collect, analyse and structure different factors that can influence the implementation process of electronic government services. The collected list of factors have studied in the case of Ukraine. This research was conducted within the scope of Master’s level program in Linnaeus University, Sweden. In this research was used the mix method approach. The qualitative study was conducting through literature review and six interviews with people related to electronic government services. At the same time, as quantitative study was a survey with 131 answers from citizens. For analysing and structuring were using the Onion Ring Model of electronic government systems (Heeks, 2006) and the STEPLED analysis. The philosophical worldview of the research paper is social constructivism. During the research, I have studied more than 200 factors from different works of authors, which worked in this field. All collected factors were analysed and adapted in accordance to the Onion Ring Model. In addition, this model was modified by adding interlayers (additional rings) and extended in the Environment ring (with the usage of the STEPLED analysis). From the collected list were highlighted factors that influence on the implementation process in the case of Ukraine.

E-government services are rapidly becoming a permanent part of the governing process the world over. These services involve the use of the latest information and communication technologies to facilitate and enhance access to government information and services. E-government represents an entirely new mode of service delivery that promises some of the most important advances in the area of government accessibility since the advent of the modern welfare state. These resources have a number of unexplored social service applications that are examined in this study. E-government principles and practices are reviewed at the local and international levels, with particular attention paid to the Government of Canada's e-government initiative, known as Government On-Line (GOL). Seven specific e-government applications that can benefit social workers and clients are identified and discussed. The results of eight interviews with directors of local agencies regarding the future of e-government in social services are reported and examined. Specific recommendations and directions for future research are provided.
