Citizen participation and water services delivery in Khayelitsha, Cape Town

<p>This study analyses the relationship between the manner of citizens&rsquo / engagement with the state and the level of service delivery they experience in their everyday lives, as residents of Khayelitsha. The phenomena of so-called &lsquo / service delivery&rsquo / protests across South Africa have now become a fixture of South African politics. Khayelitsha is one of the sites with frequent protests in Cape Town and is inhabited by poor people, 70 percent of whom live in informal settlements. While the lack of municipal services is undoubtedly a major problem for many poor people in South Africa, thus&nbsp / far, few studies have been dedicated to investigate empirically this alleged link between service delivery and protest activity. The study utilizes mostly quantitative analysis techniques such as&nbsp / regression analysis and path analysis to discover the form and strength of linkages between the service delivery and participation forms. While residents of informal settlements and therefore&nbsp / poorer services were more prone to engage in protests and thus reinforcing the service delivery hypothesis, this relationship was relatively weak in regression analysis. What is more important than the service delivery variables such as water services was the level of cognitive awareness exemplified by the level of political engagement and awareness on the one hand and level of community engagement in terms of attendance of community meetings and membership of different organizations. In summary the study found relatively weak evidence to support the service&nbsp / delivery hypothesis and stronger evidence for the importance of cognitive awareness and resource mobilization theories in Khayelitsha as the key determinant of protest activity.</p>

Official community planning in the Shuswap: public participation in the preparation of official community plans within the Columbia Shuswap Regional District, British Columbia

This thesis looks at public participation in the formulation of three official community plans within the Columbia Shuswap Regional District. As background, a historical review of the literature makes the case that historical events led to the democratization of planning and supports communicative action theory as a pragmatic framework for modern planners. An examination of local government legislation and practice exposes the great deal of discretion afforded to each local government. Local resident advisory group members’ experiences, gained through face‐to‐face semi‐structured interviews, are analyzed using qualitative data coding. The analysis reveals four major themes across the three processes: sense of agency and level of input, process, power and group identity and cohesion. The interview analysis is then fed back through the literature, lending varied support to the communicative turn in planning and providing a more broad interpretation of the data that informs future planning practice.

Community involvement in the development of small hydro in Uttaranchal, India

The purpose of this research was to determine the potential capacity for improved participation through community-based approaches to small hydroelectric development in the Indian Himalayas. The objectives of the research were: (1) to establish the current roles of the civic, public and private sectors in small hydro development; (2) to examine the potential for learning through participation during the development of small hydro projects; (3) to determine the potential for using community-based environmental assessment in future projects; (4) to investigate the benefits of community-driven small hydro development, and (5) to determine the implications of the findings for environmental policy and decision-making. Data were gathered using Participatory Rural Appraisal methods including semi-structured interviews, transect walks, and landscape analysis. There were five case study projects (Niti, Bampa, Jumma, Malari and Bamini/Badrinath), each in the Indo-Tibetan border region of the Indian Himalayas. The plants are all run of river, and range in capacity from 25 kW to 1.2 MW. Four of the villages had no electricity prior to the development of the small-hydro plants, while one had a prior connection to the state electrical grid (Bamini/Badrinath). The villages are inhabited by Bhotia tribespeople, and are occupied only during the summer growing season. The residents travel to lower altitude villages for the winter months. The most successful project examined, in the village of Malari, was one where community development and energy needs were considered simultaneously, and where the local community was highly involved in planning, construction and operation. The less successful projects were those where community involvement and development, sound planning, and detailed geographic information about the site were lacking in their development and operation; such as was observed in the village of Jumma, where the plant never began operations because it was damaged by an avalanche prior to its inauguration. PLEASE NOTE: As of January 2007 the State of Uttaranchal was renamed Uttarakhand. The change is not reflected in this thesis.

The concept public participation as the bedrock of participatory democracy has the advantages of empowering civil society in decision-making skills and in legitimizing execution of programmes and projects. The vehicle driving public participation is the system of Ward Committees. legislations such as White Paper on Local Government and the Constitution obligate municipalities to involve communities in facilitating development. Participation is an essential part of local democracy and is a statutory prerequisite for the local community to be drawn into decision-making through processes such as the integrated development planning. The task of Mafube Local Municipality is not only to provide services that encourage sustainable living standards but, to also guarantee that the Mafube community is involved in council strategies and activities that affect the lives of local community. The study was undertaken to determine the effectiveness of ward committees in becoming partners in the developmental role of Mafube Local Municipality. For the purpose of the study, hypothesis was formulated that ward committees are necessary mechanisms for facilitating service delivery and yet social and administrative challenges confront their efficient functioning at Mafube Local Municipality which needs to be resolved. To test the hypothesis, empirical research method of open ended questionnaires and interviews was used to test attitudes and perceptions of councillors, ward committees and the community of Mafube Local Municipality on the effectiveness of ward committees. Amongst other findings, it was found that: * Ward committees as community structures are well known by the community of Mafube. * Ward committees need an on-going training with regard to their roles and responsibilities so that they are empowered to execute their duties as is required of them. * The literacy level among certain ward committee members poses a challenge in enabling them to understand municipal programmes or projects. * Public participation is viewed as consultation because there is minimal participation of the community during the planning and decision making of the municipal programmes or projects. * Majority of community members do not attend ward or public meetings. * Elections of ward committees are sometimes not fair and transparent, depending on political affiliation. Food and Urban Gardening in Planning : An Exploration in Helsinki and Stockholm

The thesis presents an exploration into the relationship between food and planning in Helsinki and Stockholm. It looks at the top-down side of planning and the bottom-up side of urban gardening to investigate how food and urban gardening are taken into consideration in the official planning; how two urban gardening initiatives, Dodo's Kääntöpöytä and Trädgård på spåret, are involved in shaping their city; and what the relationship between the two sides is. The study is qualitative and uses case study approach, netnography, interviews, questionnaires, planning documents, and observation to answer the research questions. The literature review includes food systems and planning, urban agriculture, and planning theory on public participation, urban forms and sustainability. Urban food planning cannot be said to exist in either city yet, but Helsinki has a relatively recent strategy that aims to improve the food system and accommodate more urban gardening, and urban gardening is increasingly allowed in both cities. The gardening organisations, Dodo and Trädgård på spåret, are involved in planning in different ways, but both wish to promote urban gardening as a sustainable strategy. The relationship between the two sides is generally positive, and both initiatives are in line with their city's goal of becoming more sustainable.

A Framework for Investigating Volunteered Geographic Information Relevance in Planning

Advances in information and communication technology and the ready availability of Global Positioning Systems (GPS) have made it possible for citizens to create information on the internet expressing their personal perceptions in the form of pictures, videos and text narratives associated with geographic locations. The term Volunteered Geographic information (VGI) was coined to describe the processes whereby non-professionals or “citizen scientists” participate directly in spatial data creation, editing and shared use. VGI offers promise as an innovative way for members of the public to participate directly in the use, production and sharing of spatial information that is relevant to issues of personal or community concern and as a means of addressing some of the issues associated with traditional public participation methods. Planners can find meaning in the heterogeneous, time-sensitive, geo-social geographic information created by citizen volunteers in a bottom-up participation process where planners give up some control over what data is collected and from whom. However, uncertainties associated with volunteered geographic information include relevance, credibility, representativeness and quality of the geographic information. This thesis investigates the opportunities and barriers to the use of volunteered geographic information as public participation in planning. A framework and methodology for collaborative quality control of VGI through multi-criteria subjective relevance ratings of the VGI by its producers and users is put forward in this thesis. The relevance rating framework for quality control of VGI is based on the use of relevance in information retrieval in information science to improve the relevance of search engine results. This concept is transferred to the quality control of VGI contributions to determine the best VGI contributions to be used in planning as public participation. A VGI web application prototype, including the subjective relevance rating system, was created and a methodology and demonstration of its use for public participation was presented.

This thesis points out the transformation in the visions of architectural institutions about architecture-public dialogue, the interrelations of architect-client to architecture-the public, in a historical perspective. It states that architecture center as a phenomenon has been emerged with the transformation of the consideration of the functions of architectural institutions from merely guaranteeing competence and integrity to stimulating awareness, accessibility, participation and collaboration of both professionals and the public, in order to achieve increasing the quality of built environment and the quality of life. This thesis aims to make an evaluation of the role of architecture centers in that stimulating importance of the formation of architecture-public dialogue as a two way interaction between architecture and the public in a cultural dialectical sense, and achieving this formation. This thesis come to the point in that an architectural institute that has undertaken these new functions is named as architecture center, in some countries such as England, Scotland and the Netherlands. Some of architecture centers in these counties are analyzed by means of an analytical survey. In addition, the functions of the Chamber of Architects of Turkey are analyzed in light of the transformation in the visions of architectural institutions in the world. Besides, Arkitera Architecture Center is analyzed as an example of an architecture center from Turkey. This thesis concludes in that architectural institutions will have undertaken a key role in the formation of architecture-public dialogue as a two way interaction by means of analyzing the studies of architecture centers as a model.
