ITC/USA 2007 Conference Proceedings / The Forty-Third Annual International Telemetering Conference and Technical Exhibition / October 22-25, 2007 / Riviera Hotel & Convention Center, Las Vegas, Nevada / In pursuit to understanding the flight behavior and characterizing the stability of a flarestabilized projectile, an experiment was conducted to assess the robustness of an inertial sensor suite the size of a dime (17.5mm) by integrating to a telemetry system for recording. The system had to survive launch acceleration exceeding 25,000G’s. This is the beginning of an effort to reduce the size of telemetry systems and diagnostic devices for use in medium caliber munitions and smaller. A description of the telemetry system and subsystem will be presented along with the results.

Motivational Influences on the American Gun Rights Debate

For almost forty years gun ownership and the motivational underpinnings of why guns are valued has received little attention in psychology. The gun rights debate is an unresolved salient item that has been on the national agenda for decades, and national polls provide evidence for a slow and steady voter realignment over this issue. Motivation science tools that explain value creation, regulatory focus and regulatory fit, help to explain the salience and importance of gun rights for millions of Americans. Three field experiments, with replications and extensions, demonstrated motivational fit between the prevention orientation (marked by vigilant concern for threats) and gun ownership. This research remained agnostic regarding the legal and moral components of the gun rights debate. Instead, these experiments demonstrate the malleability of gun value as a function of fundamental motivations. This applied political psychology research made two basic contributions to regulatory fit theory. First, these field experiments found fit effects between motivational inductions and distinct field environments. Also, by incorporating a pure control condition into these regulatory fit experiments, this research pinned down that literal dollar value of motivationally relevant objects is intensified by fit (as opposed to decreased by non-fit).

Fabrication of Optical Thin Film used in Cr4+:YAG Double-clad Crystal Fiber Amplifier

Recently, with the escalating demands for optical communications, the need for bandwidth in optical communication network has increased. The technology fiber fabrication opens the possibility for fiber bandwidth form 1.3 to 1.6£gm. Cr4+:YAG double-clad crystal fiber (DCF) grown by the co-drawing laser-heated pedestal growth method has a strong spontaneous emission spectrum from 1.3 to 1.6£gm. Such fiber is therefore, eminently suitable for optical coherence tomography (OCT), broadband optical amplifier, amplifier spontaneous emission (ASE) light source, and tunable solid-state laser applications. In this thesis, multilayer dielectric thin films were directly deposited by E-gun coating onto the end faces of the Cr4+:YAG DCF. To improve thin-film quality, we can increase transmittance of laser output, and to design for the high power laser. For broadband optical amplifier in dual-pump and double-pass scheme, a 2.8-dB gross gain, a 1.6-dB insertion loss, and a 1.2-dB net gain at 1.4-£gm signal wavelength have been successfully developed with HR coating onto one of the Cr4+:YAG DCF end faces.

Gun Violence And The Path To Reform For American Citizens

Gun control is a topic that has a variety of complex aspects. Creating a solution for gun violence has been a difficult task for the President and Congress in the last few years. The main reasons for this are the many different groups with a vested interest in the topic. There are also so a number of issues that contribute to gun violence in America that it becomes extremely difficult to pin point one exact problem. Trying to reduce the amount of guns that criminals and the mentally ill get ahold of is an important aspect when looking at the issue gun control. Removing flawed systems, inconsistent laws and other loopholes will result in fewer individuals that should not own guns from getting their hands on deadly weapons. These aspects are extremely difficult to solve all at one time, and require time and patients by Congress and the President for results to be seen. The most important part is fixing issues one at a time, and the ones that can cost innocent people’s lives. While there are many opinions towards gun control, one point both sides of this issue can agree on is that the murder of innocent individuals needs to stop immediately. Careful analysis, with accurate research will allow issues to be solved in an appropriate manner. Making it significantly difficult for criminals to access gun is a major step in the right direction for both the federal government and individual states.

Automatic Firearm Detection by Deep Learning

Surveillance cameras are a great support in crime investigation and proximity alarms and play a vital role in public safety. However current surveillance systems require continuous human supervision for monitoring. The primary goal of the thesis is to prevent firearm-related violence and injuries. Automatic firearm detection enhances security and safety among people. Therefore, introducing a Deep Learning Object Detection model to detect Firearms and alert the corresponding police department is the main motivation. Visual Object Detection is a fundamental recognition problem in computer vision that aims to find objects of certain target classes with precise localization of input image and assign it to the corresponding label. However, there are some challenges arising to the wide variations in shape, size, appearance, and occlusions by the weapon carrier. There are other objections to the selection of best object detection model. So, three deep learning models are selected, explained and shown the differences in detecting the firearms. The dataset in this thesis is the customized selection of different categories of firearm collection like the pistol, revolver, handgun, bullet, rifle along with human detection. The entire dataset is annotated manually in pascalvoc format. Date augmentation technique has been used to enlarge our dataset and facilitate in detecting firearms that re deformed and having occlusion properties.. To detect firearms this thesis developed and practiced unified networks like SSD and two-stage object detectors like faster RCNN. SSD is easy to understand and detect objects however it fails to detect smaller objects. Faster RCNN are efficient and able to detect smaller firearms in the scene. Each class has attained more than 90% of confidence score.

Gun Violence: A Public Health Crisis The Role Physicians can Play in Keeping Communities Safe

Gun violence is a public health crisis in the United States. Research shows that violence functions similarly to a communicable disease. An exposure such as someone witnessing violence or being a victim of violence is a major risk factor to the exposed person becoming a perpetrator of violence themselves. Victims of gun violence are seen in emergency rooms at alarming rates and despite gun related deaths increasing over the past few decades, there is not a significant quantity of research on violence intervention. As physicians are key players in individual and community health, they have an ethical imperative to intervene. Both doctors and patients believe that physicians can play a role in addressing gun safety and risk of firearm injury. Gun violence interventions by physicians can be either preventative, working to avoid an initial firearm related injury, or interventional, working to avert additional firearm related injuries. Outpatient clinical attempts to prevent firearm injury can be modeled after pre-established methods like bicycle helmet safety screening. Inpatient or post injury methods include more comprehensive approaches that focus on breaking the cycle of violence and preventing reinjury. Gun violence is a public health crisis that requires physician action. / Urban Bioethics

Design and Characterization of a Coaxial Plasma Railgun for Jet Collision Experiments

Plasma railguns are electromagnetic accelerators used to produce controlled high velocity plasma jets. This thesis discusses the design and characterization of a small coaxial plasma railgun intended to accelerate argon-helium plasma jets. The railgun will be used for the study of plasma shocks in jet collisions. The railgun is mounted on a KF-40 vacuum port and operated using a 90 kA, 11 kV LC pulse forming network. Existing knowledge of coaxial railgun plasma instabilities and material interactions at vacuum and plasma interfaces are applied to the design. The design of individual gun components is detailed. Jet velocity and density are characterized by analyzing diagnostic data collected from a Rogowski coil, interferometer, and photodiode. Peak line-integrated electron number densities of approximately 8 × 10<sup>15</sup> cm<sup>-2</sup> and jet velocities of tens of km/s are inferred from the data recorded from ten experimental pulses. / Master of Science / Plasma is a gaseous state of matter which is electrically conductive and interacts with electric and magnetic fields. Plasmas are used in many everyday objects such as fluorescent lights, but some of the physics of plasmas are still not entirely understood. One set of plasma interactions that have not been fully explored are those which occur during high-velocity collisions between plasmas. Experiments aimed to further the understanding of these interactions require the generation of plasmas with specified properties at very high velocities. A device known as a plasma railgun can be used to produce plasmas which meet these experimental demands. In a plasma railgun, a short pulse of current is passed through a plasma located between two parallel electrodes, or "rails". This current generates a magnetic field which propels the plasma forward. The plasma is accelerated until it leaves the muzzle of the railgun. In coaxial plasma railguns, the electrodes are concentric. This paper discusses the design and testing of a small, relatively low power coaxial plasma railgun. Specific elements of the design are examined and the inherent physical and material difficulties of a coaxial design are explored. The experiment which was performed to confirm the properties of the plasma jets produced by the coaxial plasma railgun is explained. The results of this experiment confirm that the design succeeds in producing plasmas which meet targets for plasma properties.
