The main aim of this study is to obtain the Master of Technologiae degree. Secondly, this study gives more clarity on the conditions of detention in maximum security prisons in South Africa and selected countries, namely the United States of America and Australia. Inmates detained in maximum security prisons are those who were sentenced to serve long terms in prison, including those who show violent behavior at lower security prisons. The development and treatment programs offered for inmates detained at maximum security prisons are taken into consideration, while certain negative aspects unique to maximum security prisons are examined as well. This study is important for the South African correctional system, due to the increase in the number of inmates detained in these facilities. / Penology / M.Tech. (Correctional Services Management)

Policy divergence and devolution : the impact of actors and institutions

The creation of the National Assembly for Wales and the Scottish Parliament in 1999 was accompanied with an aspiration that these new institutions would allow Scotland and Wales to develop their own policies, better suited to local needs than those designed in Westminster or Whitehall. This thesis explores policy-making in the first terms of the devolved institutions in Scotland and Wales, focusing on where the policies developed by these institutions diverged from those pursued at Westminster. Policy divergence is examined by studying the development of the financing long-term care for the elderly policies. The aim of this thesis is to identify why policy divergence occurred in the long-term care case, considering the impact of actors (or agents) and the institutional setting in which they operate, as suggested by Scharpf's model of actor-centred institutionalism. As actor-centred institutionalism suggested, both actors and institutions played a major role in shaping policy responses. In the Scottish case a range of actors cooperated and lobbied together for the introduction of free personal care, spurred on by the First Minister, who created an opportunity for those in favour of free personal care to pressurise his government to introduce the policy. In contrast, in Wales, actors were divided and never built up the same momentum to ensure the introduction of a more generous long-term care package. The institutional setting in which these actors operated was a major factor in shaping their policy preferences and the strategies they adopted to achieve them. This thesis considers the impact on policy-making of the devolved institution's electoral system, financial and legislative powers, design of the institutions, and the place of these institutions in a UK setting. The different institutional structures in Scotland and Wales provided different incentives and resources for actors, encouraged different styles of policy-making from Westminster and affected the way in which issues were framed. Examining the roles of actors and institutions in the formation of distinctive policies highlighted that in the real world these two elements are mutually dependent and cannot be separated. As a result it is impossible, and pointless, to determine whether actors or institutions were most influential on the development of distinctive policies. Instead this thesis explores how the difference between the configurations of actors and institutions in Scotland and Wales contributed to the creation of policies which were distinctive both from each other and the UK Government.

Drawing as a generative medium in art making.

The research of a practice led PhD in Fine Arts consists of interrelated artwork and writing (Macleod and Holdridge 2005:197). In the dual practical and theoretical research for this PhD I examined drawing as a generative medium in art making. This thesis constitutes the theoretical aspect of such research, which is rooted primarily in artistic practice and not in theory. As the other, practical aspect of this PhD I have produced and exhibited original art works, namely works in paint and drawing media. The thesis presented here is an integrative text supporting this practical aspect. It examines the role and process of drawing as a contemporary medium of artistic expression, and pays special attention to its generative nature. The focus on drawing stems from the fact that drawing plays a seminal role in all aspects of my art-making. The thesis examines the body of art works produced during this research as well as the artistic process and methodology used to produce it. It also contextualises the research within the contemporary Fine Art field where drawing has become an ascendant, primary and legitimate medium of artistic expression. In the history of mainly Western art since Classical Antiquity, drawing served an essential and predominantly, though not exclusively, preparatory function. In the last fifty years the status of drawing has shifted, so that it has become a legitimate primary medium of expression for many contemporary artists. The historical function of preparation is consequently no longer the primary guiding rationale for drawing. The status of drawing as secondary and incomplete is now also obsolete. As a consequence of this recent radical function and status shift, current drawing discourse and practice is continually open to question and exploration. Moreover, there is little consensus about the nature of drawing among key players in the Fine Art field. This, as well as the ambiguous nature of drawing which allows it to be a constituent of other media as well as an independent medium, complicates any attempt to define drawing strictly. Having given an outline of the parameters of my specific research topic and my rationale for choosing it, the text proffers a working definition of drawing. Notwithstanding the challenging nature of this task a working definition is necessary to discuss the focus of the research—drawing. The thesis next examines my idiosyncratic use of drawing. Lastly, I address the central question of the thesis, namely, what accounts for the generative nature of drawing? The title of the research, Drawing as a Generative Medium in Art Making, may seem to suggest that the generative potential of drawing is peculiar to the medium as a discrete entity. This research concluded that while drawing is indeed eminently suited to such a function, this exploratory and innovative capacity is the likely outcome of a complex of factors. These factors span artistic approach, drawing process and medium. These inextricably connected factors are difficult to treat discretely. Each of them plays an essential role in this non-formulaic, nuanced and dynamic thinking and art making process. Youth and crisis : discourse networks and political mobilisation

This thesis explores the meaning of "youth" and the political mobilisation of young people in key moments of crisis in Europe. Between 2005 and 2011, youth became critical for the consolidation of the authoritarian regime structures in Russia. I show that this process included the restructuring of the discourse about youth, the physical mobilisation of young people, and the isolation of oppositional youth. How valid are these findings for regime crises more generally? I answer this question through an analysis of the breakdown of the authoritarian Soviet Union during perestroika, the breakdown of unconsolidated democracy during the last years of the Weimar Republic, and the crisis of the democratic regime in France around 1968. The cross-regional and cross-temporal comparison of these episodes demonstrates that regimes lacking popular democratic support compensate for their insufficient legitimacy by trying to mobilise youth symbolically and politically. By developing a new method of textual analysis which combines qualitative content analysis and network analysis, the thesis offers a novel social science perspective on the meaning of youth in the four cases. My study shows how discursive structures about youth condition the possibility of political mobilisation of young people. The thesis makes three contributions to comparative politics. First, on an empirical level, my study offers new insights into social movements at moments of regime crisis in different political settings. Second, on a conceptual level, I refine our understanding of the symbolic significance of the terms "youth" and "generation" in moments when society is reorienting itself. I also examine the significance of "crisis" and argue that the term expresses openness and the possibility to remake the past and future. Third, on a methodological level, my thesis builds on the growing interest in textual analysis by developing a novel multi-level approach in three linguistic contexts, which offers insights into the structure of public discourse and the actors involved.

Habitual transience : orientation and disorientation within non-places

This mini-thesis is a supporting document to the exhibition titled via: a phenomenological site-specific series of intermedia interventions and installations at the 1820 Settlers National Monument in Grahamstown. This mini-thesis examines ways in which one negotiates the movement of the self and interactions with others within the non-place. Non-places are ‘habitually transient’ spaces for passage, communication and consumption, often viewed from highways, vehicles, hotels, petrol stations, airports and supermarkets. Characteristic of these generic and somewhat homogenous spaces is the paradox of material excess and concurrent psychological lack where a feeling of disorientation and disconnection is established due to the excesses of Supermodernity: excess of the individual, time and space. The non-place is a contested space as it does not hold enough significance to be regarded as a place and yet, despite its banality, is necessary – and in many ways a privilege – in everyday living. I explore the concept of non-places in relation to the intricate notions of space and place, and draw on empirical research as a means to interrogate how one perceives the phenomenological qualities of one’s surroundings. I discuss the implications of the multiplication of the non-place in relation to globalisation, time–space compression, site-specific art and absentmindedness, as theoretical themes which underpin the practical component of my research. In addition, I situate my artistic practice in relation to other contemporary artists dealing with the non-place as a theme, and critically engage with the multi-disciplinary and sensory installations and video pieces of Belgian artist Hans Op de Beeck.

Not only the usual addictions such as the daily-ritualized beer or joint, but also the pain of addiction to anti-social habits, pathologies, forbidden love, etc. I try to capture the behavior and life that surrounds addictions too: relationships, rehab, criminal behavior, all sorts of abuse, etc. Some of the stories are heavy-handed, slapping the reader in the face, some are subtler. Some are told with lightness and humor, some with gravity.

'Leaders like children playing with a grenade?' : an analysis of how the Arab Spring was received in South Africa

When the Arab Spring took place, it took the world by surprise and sparked renewed interest in the idea of revolution. With differing opinions on what caused such a revolutionary wave throughout the North African and Middle Eastern region, many began looking at their own countries, and South Africa was no different. A debate was sparked in South Africa, as to whether there would be a revolution or not. What I originally set out to accomplish is to find out which side of the debate would be correct through the philosophical context of revolutionary theory. Initially, we attempted to define and consider the history of revolutionary theory. We found that revolutionary theory has gone through four generation and that even finding a theoretically informed definition is difficult. Following this, we considered some social-psychological theories of revolution as well as theories of moral indignation. We found that these theories were incredibly informative and that they provide some insight into the reasoning for revolutionary fear in the South African debate. Through the use of opinion pieces, we then considered the South African debate, and – using socialpsychological theories and the theories of moral indignation - found that both sides of the argument had valuable points, however, they often lacked some foresight. With tentative agreement, we found that the side arguing that there would a revolution in South Africa had a more valuable argument, despite its limitations. However, far more research is required before one can – with more accuracy – predict a revolutionary occurrence in such a way as was done in South Africa.

Megatrends in Higher Education

Utilizing the theory of John Naisbitt's 1982 Megatrends, this study identifies eight trends for the future of higher education using content analysis of generalized print media reports for three bell-wether states. For the period of 2001-2005, generalized reporting for three newspapers, the Los Angeles Times from Los Angeles, CA, the Miami Herald from Miami, FL, and the Denver Post from Denver, CO, included over four thousand articles and covered 21 primary topics and over 200 secondary topics. Eight trends emerge from the content analysis. Trend 1, from the ivory tower to the public domain, identifies increasingly critical public scrutiny of higher education standards and curricula. Fight or flight, Trend 2, reveals more consistent no-tolerance policies for student behavior. Trend 3, scholar to celebrity, reveals an increasingly public role for university presidents. Academic freedom to academic flexibility, Trend 4, identifies a tightening of academic freedom policies for university staff and faculty. Trend 5, pay now, learn later, focuses on increased popularity of pre-paid and tax free plans for saving college tuition. Fraternity party to fraternity accountability, Trend 6, identifies increased scrutiny of Greek organizations and Greek life within the university environment. Trend 7, tenure to temporary, reflects the growing trend of hiring more part-time faculty rather than hiring faculty for tenure track positions or full-time instructor jobs. Lastly, campus to cyberspace, Trend 8, identifies the continued success of online instruction at the university level.
