The use of physical surveillance in forensic investigationKnoesen, Andre Leon 11 1900 (has links)
The problem that was identified is that physical surveillance is not generally used by general detectives in the South African Police Service as a technique during their investigations. According to the researcher’s experience, this can be due to lack of understanding or experience or may stem from ignorance. A lack of training on the use of physical surveillance as a method to obtain information for the investigation process was also identified as a problem. This study therefore investigated the role and use of physical surveillance within the forensic investigation process. The focus of the research was on basic static (stationary), foot and vehicle surveillance as these types of surveillance are usually conducted in conjunction with each other. An empirical research design was used to conduct the research. A qualitative research approach enabled the researcher to obtain first-hand information from interviews with general detectives. Information was also obtained from a thorough literature study and from the researcher’s own experience on the topic.
To conduct effective investigation, it is important for investigators to be familiar with the concept of physical surveillance, its elements, its influence and its values. A physical surveillance operation is a forensic tool used to gather evidence, to recover stolen property, and to identify and arrest the perpetrator. The use of physical surveillance during investigations serves the purpose of gathering evidence and information that can be used as intelligence. Successful forensic investigation requires skill and places extraordinary demands on detectives to utilise all available methods and techniques. The recognition of the use of physical surveillance as a method of evidence gathering is of outmost importance. The research has revealed that general detectives do not acknowledge the importance of physical surveillance as a method to obtain information for the investigation process. It is of vital importance that all detectives be properly trained with the necessary knowledge and skills to make use of this valuable investigative tool. / Police Practice / M. Tech. Bakgrund: Människor drabbade av naturrelaterade katastrofer fortsätter att stiga i antal tillsammans med de kostnader som följer i katastrofernas spår. Skadorna fördelas ojämnt mellan länder och samhällsgrupper och utgör både ett humanitärt problem och en fråga om ojämlikhet. Att reducera risker är därmed en förutsättning för att uppnå hållbar utveckling. Sendai-ramverket för katastrofriskreducering 2015-2030 talar om vikten av att riskhantering baseras på en förståelse av risker. Risk- och sårbarhetsanalys (RSA) är ett verktyg för att skapa förståelse av risker och åtgärder att vidta för att reducera dessa. Stöd till att utveckla processer för analys av risker och sårbarheter har identifierats som komparativa fördelar för svenskt bistånd inom de internationella kapacitetsutvecklingsinsatser som Myndigheten för samhällsskydd och beredskap (MSB) bedriver. Trots förekomsten av erfarenheter, lagstöd och vägledningar saknas i större omfattning studier av hur arbetet genomförs och utnyttjas. Forskning om olycksinsatsplanering pekar ut själva processen som viktigare än de planer som produceras. Detta sammantaget visar på ett behov att identifiera viktiga erfarenheter från den svenska RSA-processen, erfarenheter som kan informera MSBs kapacitetsutvecklingsinsatser inom RSA. Syfte: Syftet med studien är att identifiera vad deltagare uppfattar som goda erfarenheter av det RSA-arbete som bedrivs av svenska kommuner med fokus på själva processen Metod: Studien som är av kvalitativ karaktär genomförs med en abduktiv ansats där deltagare intervjuas, inspelningar transkriberas och innehållet analyseras med kvalitativ innehållsanalys. Som teoretiska utgångspunkter att jämföra studiens empiri används Risk Governance, Social Learning och en tillämpning av Design Science. Resultatet: Studiens resultat presenteras i form av tema, kategorier och underkategorier. På latent nivå härleds temat; lära tillsammans till nytta för ett säkrare samhälle, vilket fångar fundamentala tankegångar om att analysarbetet handlar om att lära sig mer, att det behöver göras tillsammans och att resultatet behöver komma till nytta, allt i en strävan mot ett säkrare samhälle. Det manifesta innehållet presenteras i kategorierna; funktionellt lagarbete, lärande och förändring samt främjande strategier och arrangemang. Kategorierna består i sin tur upp av tio underkategorier. Slutsatser: Bland viktiga slutsatser från arbetet med RSA är betydelsen av att forma team av deltagare med varierade roller, kompetens och perspektiv. Vidare att skapa forum och miljöer som främjar tillit och ömsesidigt utbyte. Här är samordnarens roll av avgörande betydelse. Ytterligare en slutsats är att ta vara på drivkrafter om nytta och användbarhet för ett flexibelt genomförande. Behovet av förankring, ägarskap och att bygga på vad som redan finns är andra betydelsefulla slutsatser. Vid stöd till nationell utveckling av RSA behöver lagstiftnings stimulerande men också hämmande effekter beaktas. Hur myndigheters stöd utformas behöver baseras på hur behoven ser ut hos de som ska genomföra RSA.

Aujourd'hui, les applications automobiles sont devenues de plus en plus complexes avec des ressources limitées et plus de contraintes de temps et de safety. La vérification temporelle est effectuée très tard aujourd'hui au cours du processus de développement automobile (après l'implémentation et au cours de la phase d'intégration). Pour apporter des solutions aux problèmes du développement logiciel automobile, plusieurs approches de développement dirigé par les modèles ont été définit. Ces approches donnent des langages, des concepts et des méthodologies pour la description de l'architecture des systèmes automobiles. Cependant, ces approches ne donnent aucun guide méthodologique pour intégrer l'analyse temporelle (notamment l'analyse d'ordonnancement) tout au long du processus de développement. Ce travail de thèse propose de développer une méthodologie décrivant un processus d'analyse temporelle dirigé par les modèles. Cette méthodologie décrit les différentes phases du processus de développement dirigé par les modèles et comment l'analyse temporelle est effectuée durant chaque phase. / Automotive systems are characterized today by increasing complexity, limited resources and more and more timing and safety requirements. Timing verification is performed too late during the development process. It is addressed by means of measurements and tests rather than through formal and systematic analysis. To meet the challenges of automotive software development, many model-based approaches have been developed. These approaches give modeling languages, concepts and methodologies allowing the description of automotive architecture. However, these approaches give no guidance for the integration of timing analysis (mainly scheduling analysis) during the phases of the model-based development process. This PhD work aims at defining a methodology that describes a model-based timing analysis process. This methodology describes the different phases of the model-based development process and how timing analysis is performed during each phase. This work has been performed in the context of a technical collaboration between Continental Automotive and the CEA laboratory.

The study investigated the application of the crime threat analysis process at station level within the Nelson Mandela Metro City area with the objective of determining inhibiting factors (constraints) and best practices.
Qualitative research methodology was applied and interviews were conducted with crime analysts and specialised investigators/intelligence analysts. The research design can be best described as descriptive and explorative in nature.
The crime threat analysis process embroils the application of various crime analysis techniques and the outcomes thereof intends to have a dual purpose of generating operational crime management information in assisting crime prevention initiatives and crime detection efforts, mainly focussing on the criminal activities of group offenders (organised crime related), repeat offenders and serial offenders.
