Esta tese partiu do princípio de que as políticas culturais devem levar em conta as demandas e necessidades culturais da sociedade contemporânea e que, para isso, é fundamental contar com informações e indicadores culturais que possam contribuir para diagnosticar situações, desenhar políticas e planejar ações. Para a elaboração de indicadores culturais, é preciso partir de um determinado conceito de cultura e de uma delimitação precisa do universo a ser analisado. A partir do estudo do Prêmio Cultura Viva e de seus eixos avaliativos, a tese teve por objetivo apresentar uma proposta de marco conceitual e de indicadores culturais voltados para políticas culturais de proximidade políticas que buscam recuperar a proximidade com os problemas cotidianos dos cidadãos, com vistas à participação ativa na vida cultural da cidade. O marco conceitual proposto contemplou três dimensões dos processos culturais locais a participação cultural, o diálogo cultural e a sustentabilidade , avaliadas a partir de iniciativas culturais que envolvem a participação das comunidades. / This thesis has arisen out of the principle that cultural policies must take into account the cultural demands and needs of the contemporary society, and that, for this, it is fundamental to have cultural information and indicators that can contribute toward diagnosing situations, outlining policies and planning actions. To elaborate cultural indicators, one must begin from a determined concept of culture and from an accurate outlining of the world to be analyzed. Starting from the study of the Live Culture Award and its evaluative axes, the thesis had the purpose of presenting a proposal of a conceptual mark and cultural indicators directed toward cultural policies of proximity policies that seek to recover the proximity to the daily problems of citizens, aiming at active participation in the citys cultural life. The conceptual mark proposed contemplated three dimensions of the local cultural processes cultural participation, cultural dialogue and sustenance, evaluated as of cultural initiatives that involve participation of the communities.

Ce travail de recherche explore les raisons et les enjeux de l’essor des arts communautaires à Belfast de 1979 à 2006. Il a pour objectif de mettre en relief une interdépendance entre les stratégies déployées pour résoudre le conflit nord-irlandais et le développement des arts communautaires. Nous avons, dans un premier temps, analysé le contexte dans lequel les arts communautaires ont émergé à Belfast. Nous avons, ensuite, étudié en parallèle le développement des stratégies mises en œuvre tant sur le plan national qu’européen et l’essor des arts communautaires. Principalement présents dans les quartiers catholiques, les arts communautaires ont d’abord été l’expression d’une résistance aussi bien artistique que politique. Au cours des années 90, le regard que les milieux décisionnels portent sur les arts communautaires évolue, notamment sous l’impulsion de l’Europe dont les Programmes pour la Paix et la Réconciliation encouragent la participation des habitants à des projets variés. Identifiés comme moteur de changement, les arts communautaires apparaissent en mesure de répondre aux attentes gouvernementales et européennes en termes de construction de la paix, de cohésion sociale, de relations communautaires et de développement économique. Dans un contexte de sortie de conflit, la municipalité de Belfast, désireuse de transformer l’image de la ville et de s’ouvrir sur l’extérieur, place les arts et la culture au cœur d’une stratégie de reconversion urbaine. / This dissertation looks into the factors that have caused the Belfast community arts sector to grow over a period of time that was marked by major political changes. Indeed, in the 80s community arts, which developed primarily in Catholic working-class areas against a backdrop of communal violence and community activism, were marginalised, undervalued and underfunded. In the 90s, this situation gradually changed as the British government and Europe came to realise the contribution community arts could make to peace building, social cohesion, community relations and economic development by enhancing community confidence. The impact this shift in approach has had, has been particularly impressive in the field of arts and culture where cultural trends promoting greater participation and wider access to the arts have gained momentum. In practice, the gradual move from arts policy to cultural policy has meant that community arts have been placed! at the heart of Belfast’s regeneration process and increasingly used as a tool to further public policies.

Depuis quelques décennies les musées se sont multipliés ; chaque secteur de la culture, chaque communauté, chaque ville veut le sien, pour le prestige ou pour développer l’activité économique. Aussi la conception du musée a-t-elle évolué dans sa forme, ses objectifs, son organisation, sa gestion. C’est ainsi que sont apparus des enjeux financiers, desquels ont résulté des concepts comme l’entreprise culturelle et ses relations avec le marché, la sauvegarde des collections et leur valorisation par des expositions ouvertes aux différents publics. Alors que le musée devient un élément moteur des politiques culturelles, aussi bien au plan national que local, l’Afrique en général et le Gabon en particulier souffrent d’un retard dans ce domaine, malgré le potentiel qui est le leur. Or un musée sans collection n’existe pas : il doit être un lieu d’exposition ou d’interprétation. Et un musée sans public serait une réserve ou un centre d’étude de collections. C’est à travers la consommation des images de l’histoire dans le temps et l’espace que se forge l’expérience subjective des individus sur la politique culturelle. Cette subjectivité individuelle nous incite à concevoir autrement le musée. Aujourd’hui, cependant, cette révision apparaît compliquée pour un Africain en général et un Gabonais en particulier. En effet, au lieu de s’insérer dans une identité locale plus ou moins homogène et circonscrite au sein de l’identité nationale, il entretient des liens ethniques plus larges en raison des rapports personnels, économiques, professionnels ou financiers qui transcendent quelquefois les frontières géographiques et culturelles de la nation. Ainsi, au Gabon, la gestion du patrimoine culturel doit tenir compte non seulement des retombées de sa valorisation mais aussi des acteurs locaux. Le but est de faire profiter les populations locales des retombées de la valorisation de leur patrimoine. Car, une valorisation non encadrée entraîne un tourisme de masse avec son inconvénient, à savoir l’érosion du patrimoine et des valeurs culturelles, causée par une dégradation soit naturelle, soit humaine. C’est pourquoi il est nécessaire d’instaurer une nouvelle approche qui exige de considérer la gestion du patrimoine culturel comme un facteur de développement local et national. / In recent decades, museums have multiplied in most African societies; each cultural sector, each community, each city wants its own, for prestige or to develop economic and tourism activity. As a result, the design of the museum has evolved in its form, objectives, organization and management. This has given rise to financial challenges, from which concepts such as the cultural enterprise and its relationship with the market, the preservation of collections and their enhancement through exhibitions open to different audiences have emerged. As the museum becomes a driving force in cultural policies, both at the national and local levels, Gabon is lagging behind in this area, despite its potential. However, a museum without a collection does not exist: it must be a place of exhibition or interpretation. And a museum without a public would be a reserve or a center for the study of collections. It is through the consumption of images of history in time and space that individuals' subjective experiences of cultural policy are shaped. This individual subjectivity leads us to conceive the museum differently. Today, however, this revision seems problematic, especially for a Gabonese man. Indeed, instead of being part of a more or less homogeneous local identity that is circumscribed within the national identity, it maintains broader ethnic ties because of personal, economic, professional or financial relationships that sometimes transcend the nation's geographical and cultural borders. Thus, in Gabon, the management of cultural heritage must take into account not only the benefits of its enhancement but also local actors. The aim is to enable local populations to benefit from the benefits of the enhancement of their heritage. For, unframed development leads to mass tourism with its disadvantage, namely the erosion of heritage and cultural values, caused by either natural or human degradation. This is why it is necessary to introduce a new approach that requires considering cultural heritage management as a factor in local and national development.

Mande popular music and cultural policies in West Africa

During the independence era in West Africa (1958–1980) many nations embarked on ambitious programmes aimed at rejuvenating their traditional art forms. These programmes were realised through new cultural policies, with music the prime target of the governments’ campaigns. I contend that in the search for an appropriate voice West African governments focussed on one group of musicians, the Mande griots. It was through their musical compositions that the State communicated ideology and doctrine to the public. I assert that to focus on a specific ethnic group and promote them as cultural ambassadors was a policy that conflicted with the core principles of West Africa’s governments, who upheld a doctrine that promoted nationalism over ethnocentrism. It was a neo-colonialist strategy designed to consolidate the rule of the governing party, a contention which I support through an analysis of the role of griots in West African society and an appraisal of the careers of musicians, musical recordings, and musical styles. This thesis represents a historical account of Mande griots in West Africa with respect to their influence on local and national politics. Part of the aim of this thesis is to create a comprehensive and accurate catalogue of West African musical recordings and groups, the results of which are located in the appendices.

<p>Syftet med uppsatsen var att studera vilka idéer som ligger till grund för 2009 års Kulturutredning och om den genomsyras av de idéer som inför de administrativa förändringar som kopplas till New Public Management. Detta undersöktes genom en kvalitativ innehållsanalys av Kulturutredningens betänkande. New Public Management (NPM) är en uppsättning idéer om hur man organiserar och styr offentlig verksamhet och har påverkat verksamheter inom bland annat vård, omsorg och skola de senaste decennierna. Dessa idéer innebär ökat fokus på uppföljning och utvärdering samt att kvalitet kopplas till kostnadseffektivitet. Man sätter upp mål, operationaliserar dem till mätbara prestationer som kopplas till finansiering. Vi har tagit ett institutionellt perspektiv på dessa idéer. Reformförslaget som presenteras kan relateras till de idéer som finns inom NPM. Aktörerna är inte medvetna om den institutionella kontexten, utan tror att de handlar rationellt. Vi menar att de har utgått från ett positivistiskt modernistiskt perspektiv.</p><p> </p> / <p>The purpose of this paper is to examine the ideas behind the rethinking of Sweden’s cultural policy (Kulturutredningen) and if the ideas are related to the abstract management system "New Public Management". In the quest to do this we performed a qualitative content analysis. In the last decades, New Public Management (NPM) has been a popular style in the organization of the Swedish public service. NPM indicates a shift towards an increase of evaluations and control of the public sphere by operational, measureable goals that sets the terms for the financial allowance. In this paper we are trying to understand ideas through an institutional perspective. In our conclusion we describe the reform the rethinking suggests as under influence of NPM-ideas. The rethinking doesn’t recognize its institutional context and the influence of the NPM-ideas. Instead we are asserting that they are suggesting a rational reform. We claim that they have a perception of the world as right and wrong choices, and that one rationally can choose the right.</p>

När motiven skiljer sig åt : En studie av det offentliga kulturstödet och dess påverkan på det fria kulturlivet i Stockholm

<p>Denna uppsats syftar till att beskriva och analysera styrningen av det offentliga kulturstödet samt hur detta påverkar organiseringen och verksamheten hos fria kulturorganisationer. En teoretisk utgångspunkt tas i de förändringar av den offentliga verksamhetens styrning och kontroll, som pågått sedan 1980-talet och som av forskarvärlden samlas under begreppet New Public Management. Studien är avgränsad till Stockholms stads kulturstöd; verksamhetsstödet, projektstödet och den år 2008 införda så kallade incitamentsstrukturen. Studien, som är en flerfallsstudie, är också avgränsad till fyra fria kulturorganisationer. Med fria kulturorganisationer menar vi organisationer som är sin egen huvudman och vars verksamhet inte syftar till att generera vinst. Organisationerna i studien är Biografteatern Rio/Framtidens Mötesplats AB, Dramalabbet, Musikföreningen Fritz’s Corner samt Orionteatern AB. Empirin bygger främst på intervjuer med representanter för dessa kulturorganisationer samt en intervju med en handläggare på Stockholm stads kulturförvaltning.</p><p>I studien framkommer bland annat att Stockholms stads fördelning av verksamhets- och projektstöd fortfarande i första hand baseras på kvalitativa bedömningar av de sökande och deras verksamheter även om ansökningshandlingar blivit mer och mer kvantitativt inriktade i sin utformning. Införandet av incitamentsstrukturen har lett till en förändrad instrumentell syn på kulturen och kulturpolitiken, med ett ökat fokus på att företagisera den fria kulturlivet. Studien visar upp en bild av att Stockholms kulturpolitik under den senaste mandatperioden blivit mer polariserad. Där det tidigare rått en generell samsyn kring kulturpolitiska satsningar har det under den senaste mandatperioden, och framför allt kopplat till införandet av incitamentsstrukturen, skapats en tydligare kulturpolitisk skillnad mellan de politiska blocken.</p><p>I studien framkommer också att kulturorganisationernas finansieringstradition, som bland annat är kopplat till hur det offentliga anslagen ser ut, starkt har påverkat verksamheternas organisering, bland annat syns detta i att organisationerna utvecklat ett managementstyre. Organisationerna i studien skiljer sig i hur starkt deras verksamhet är beroende av offentliga medel. En sak som framkommer är dock att samtliga verksamheter på något sätt skulle behöva ändra sin grundläggande konstnärliga inriktning om stödet skulle försvinna.</p>

Di conseguenza occorre una pressione sull'economia, sull'ambiente e sull'identità culturale della regione. Il contributo di questa ricerca è il suggerimento di uno strumento per il governo della trasformazione del territorio serrano all'associazione per lo sviluppo sostenibile della regione di montagna dello Espírito Santo; un approccio orientato ad utilizzare meglio le risorse del paesaggio culturale della regione per apportare migliorie alla qualità complessiva del territorio Serrano. / The impact of the new rural space developments on spatial quality in the Espírito Santo State mountain region has been intensified in the past decade. It brings pressure to bear on the economy, the environment and the cultural identity with consequences to the health and safety of the region. This research contribution is the suggestion of an additional action programme to the 'Espírito Santo mountain region sustainable development association' ADEMES. A development-oriented approach addressed to make a better use of the Serrana Region's cultural landscape to improve the quality of its changing rural space.
