Complex poverty and urban school systems: critically informed perspectives on the superintendency

Complex Indigenous and racialized poverty exists in Canada. Child poverty obviously has a negative impact on our youth who are served by school systems. As Silver (2014, 2016) and others have demonstrated, poverty can lead to poor educational outcomes. The purpose of this study was to examination the understandings and actions of four superintendents in Winnipeg, Manitoba related to complex Indigenous and racialized poverty. The superintendency is incredibly complex and extremely political, and there cannot be a recipe book from which superintendents can help advance the cause of greater equity for all our students. That said, we can learn from the stories of those who have made a difference, no matter how small or contextualized. We can advance our knowledge to inform how superintendents can contribute to the creation of educational environments in which people challenge, develop, and, in the words of Foster (1986), “liberate human souls” (p. 18). Using a qualitative approach informed by critical theory, this study explores how the superintendents understood issues related to complex, racialized poverty in particular; and how these understandings influenced their work in highly complex, political, and contextual work environments. In this study, each of the superintendents participated in a series of individual interviews and a group dialogue. The study attempts to ascertain (a) what the participants believed about complex poverty and how they have come to these understandings, (b) how they described the socio-political and organizational environments that informed and influenced their work as superintendents and; what they were able and unable do to mitigate the effects of poverty upon students and their communities, and (c) what actions have they undertaken to attempt to address issues of racialized poverty and what else they think should be done in schools, in school systems, and in the greater communities. / February 2017

Tonal Reduction and Literacy in Me'phaa Vátháá

This study examines the relationship between tonal phonetics, tonal reduction and orthographic patterns produced by Me'phaa Vátháá speaking teachers. It discusses these patterns in the context of Indigenous education in Mexico and of the language ideologies held by the teachers, which have parallels to those held by speakers of Spanish and practitioners of language revitalization. Its main finding is that tones undergo phonetic changes which reduce their relative psychoacoustic distances, and this combines with the writing practices of the teachers (in which they repeat the words to themselves at varying speeds) to produce hesitation when writing the tonal markers. This is framed in an ideological process of privileging writing as the ideal form of language revitalization, and of rejection of variants and spelling 'mistakes', which results in further linguistic insecurity by the teachers. This has repercussions for the revitalization of the language, in that teachers sometimes choose not to write in Me'phaa Vátháá, particularly in contexts involving technology such as social media, out of fear of making 'mistakes'. In studying these phenomena, this study also describes the processes of tonal reduction in Me'phaa Vátháá and describes its similarities and differences with the reduction described for other tonal languages such as Mandarin, Thai and Triqui. Tonal reduction processes in Me'phaa Vátháá are not an exact match to any of these languages, which suggests that, while reduction is universal, it has language-specific expressions, which suggest that reduction typologies should be further studied. In addition to this, the study offers a report on the process of tonal spelling learning by adults who didn't receive this training as children. This is relevant to both educational and language planners, as well as to practitioners of language revitalization.

Effective First Nations governance: navigating the legacy of colonization

The barrage of negative media reports coupled with reactionary federal legislation have led many Canadians to believe that most First Nation governments are corrupt. Although systematic evidence of widespread corruption has yet to materialize, governance problems in some First Nations communities do exist. With the majority of First Nations operating under the band governance system imposed by the Indian Act, political troubles are often attributed to this law. Despite the fact the Indian Act creates conditions for governance problems to occur, other First Nations have resisted its enticement and operate sound administrations. Nations like these influenced this study. To understand and explain how First Nations achieve and maintain effective governance, conversations took place with First Nations leaders, administrators, Elders and community members in Alberta and BC. The study was conducted using an Indigenous-Qualitative approach where the qualitative aspect involved a grounded theory methodology. Findings show that effective First Nations governance involves an inter-related journey consisting of four phases: motivators of change, visions of effective governance, actions to support effective governance and the maintenance of governance improvements. Every phase in the journey is profoundly shaped by the legacy of colonization. Political problems caused by the legacy motivate change, the journey is guided by visions to recover from the legacy and actions are taken to improve legacy-related governance problems. The power of colonization is particularly evident at the maintenance stage of the journey where legacy-related influences stifle political change and help keep the status quo in place. This observation led to the following hypothesis: First Nations that wish to achieve and maintain effective governance must navigate the legacy of colonization. Colonization creates obstacles that must be carefully navigated if effective First Nations governance is to be achieved. It is amazing that many First Nations leaders have been able to stickhandle their way through these obstacles and achieve some measure of effective governance. These leaders are to be commended for their skills, strength and determination. However, in the absence of decolonization, strong economies, self-government and the restoration of certain traditions, the efforts of these leaders will be lost. / Graduate / terryfox@uvic.ca

That’s my Grandma: my Grandmother’s stories, resistance and remembering

Knowing our stories as Indigenous peoples is a powerful means of remembering and resurgence. My research used an Indigenous storytelling methodology to gather stories from my Grandmother about her life and our family. The purpose of this work was to learn more about my family stories and history as an Anishinaabe person, to honour my Grandmother by sharing part of her life story and to offer an example of Indigenous family-based research to other researchers. In contrast to strategies that focus on political mobilization, legal gains or state recognition, family-based research sees collective transformation as beginning with small-scale change, remembering and reconnection. Temporomandibular disorders among Sami women : perspectives based on an epidemiological survey with mixed methods

Introduction The aim of the research project was to examine prevalence, co-morbidity, and impact on daily life of pain and dysfunction in the jaw-face, head, and neck-shoulder regions among adult Sami women in northern Sweden. The aim of the qualitative part of the study was to explore, thoughts, experiences, and beliefs regarding temporomandibular disorders (TMD) among Sami women with and without TMD, to gain insights into their health care experiences. Methods The research project used a mixed methods approach including questionnaire analysis, a case-control study, and thematic interviews. The study population (Papers I and III) included 487 women living in the Arctic region of northern Sweden and enrolled in the register of the Swedish Sami Parliament or registered as reindeer owners or reindeer herders in the Swedish Board of Agriculture. Two years after the questionnaire study, 22 women (cases) with longstanding, intense, and frequent symptoms indicative of TMD, together with 46 age-matched women (controls) without any symptoms in the jaw–face region, underwent a clinical examination of the function of the temporomandibular joint, jaw- and neck muscles, mandibular mobility, and dental occlusion. The examiner was blind to the women’s affiliation (Paper II). Thematic interviews with a strategic subsample of 17 Sami women (Paper IV) were thereafter conducted and analyzed with a grounded theory approach. Results The prevalence of frequent symptoms indicative of TMD was 17%, of headaches 19%, and of neck-shoulder pain (NSP) 30%. Seventeen percent reported that their TMD affected daily life. Duration of jaw pain, troublesome impaired jaw opening, and neck pain, together with a low education level, affected the statement of whether TMD influenced daily life or not. Factors related to pain had the greatest influence when these Sami women rated the related impairment. There was a statistically significant relationship between TMD, frequent headaches, and frequent NSP (P <0.0001). Longstanding, intense, and frequent symptoms indicative of TMD remained essentially unchanged over the two-year follow-up period. Cases reported impaired general health and awareness of clenching teeth significantly more frequently than did controls. Variations in dental occlusion did not distinguish cases from controls. In the qualitative part of the project the core category, “Grin(d) and bear it,” summarizes the participants’ various ways and stages of processing and handling the interacting categories: (1) triggers, (2) strains, (3) distrust, and (4) reconciliation with pain and/or difficulties in life. Perpetuating factors were described as mental-physical strain and stress, and also a tooth clenching behavior. Women without TMD expressed factors that helped them to handle strains, reconcile, and stay healthy. They relied on helpful social support. Conclusion Disabling TMD, headaches, and NSP are common in Sami women. Women with TMD commonly expressed that tooth clenching was a familiar habit related to strains in life; they described an impaired general state of health and distrust in the care providers’ competence and ability to manage their problems. Women without TMD expressed confidence in their self-efficacy and were generally less concerned with strains in their lives. Rehabilitation strategies aiming at empowerment and improved self-efficacy may be a successful approach in women with disabling TMD.

Ghosts of another world: voices from the non-Indigenous descendents of former Canadian residential school staff

Based on Prime Minister Harper’s 2008 Apology for the Indian Residential School (IRS) system, this thesis addresses the need to confront the intergenerational legacy of this system on non-Indigenous Canadians in order to challenge our ability to actually ‘journey together’ with Indigenous Survivors. Aiming to break the silence that has surrounded this legacy, the voices of non-Indigenous descendents of former staff, as well as my own as a non-Indigenous Canadian, expose personal experiences of the lived reality of the IRS legacy. Working from a narrative methodology from within a decolonizing framework, this research includes interviews with two descendents of former staff, as well as an auto-ethnography of myself, as researcher, to capture the lived experiences with relation to this legacy. "We Just Took Care of Each Other": Exploring Cultural Understandings of Neurological Conditions

In 2009, the Government of Canada announced a four year national population health study on neurological conditions. The aim of the study was divided into four focus areas: incidence and prevalence of neurological conditions (scope of problem); risk factors for developing neurological conditions; health services, including gaps in services; and the impacts of neurological conditions. The Native Women’s Association of Canada (NWAC), with Dr. Carrie Bourassa, First Nations University of Canada, as the principal investigator, submitted a proposal to look at three out of the four focus areas, risk factors, health services / health gaps, and impacts, among Indigenous women. Out of the 13 research projects that were funded, this was the only project that focused specifically on Indigenous people, gathering much needed baseline information on how Indigenous people think about neurological conditions, how it impacts their lives, their families, and communities, and what they see as needed to support neurological health and wellbeing. Individual interviews and research circles were conducted with people who live with a neurological condition and caregivers of people with a neurological condition. Key informant interviews were also conducted with traditional knowledge keepers, health care professionals and practitioners. The open ended questions encouraged participants to share as much or as little information as they wanted to. The stories shared contained a wealth of information, far exceeding the study’s focus areas. Unfortunately, due to external deadlines and budgetary constraints, the research team only had time to focus the research report on the three key areas outlined in the proposal–risk factors, health gaps, and impacts. A lot of the information shared was not fully explored. In this dissertation, a secondary analysis of the data is conducted to explore role of culture, as well as cultural understandings of neurological conditions, and interactions with the health care system. The theoretical framework will utilize Indigenous ways of knowing and Critical Medical Anthropology as part of a "two-eyed seeing" approach. Mi'kmaw Elder Albert Marshall suggested the phrase "two eyed seeing" as a guiding principle for health research, where one eye looks at the issue through the strengths of Indigenous knowledges and ways of knowing, while the other eye looks at the issue from the strengths of Western knowledges and ways of knowing. By using both eyes together to fully analyse the material, the strengths of both Indigenous and Western knowledges are brought together. Through using these different frameworks to explore the narratives, the research fills a gap in the literature regarding how Indigenous cultural understandings of neurological conditions can influence how Indigenous people access care.

Effects of PCB Contamination on the Environment and the Cultural Integrity of the St. Regis Mohawk Tribe in the Mohawk Nation of Akwesasne

The following research project examines the effects of polychlorinated biphenyls (PCBs) on the environment and the cultural integrity of the St. Regis Mohawk tribe in the Mohawk Nation of Akwesasne. This indigenous community has been subjected to widespread long-term industrial pollution from nearby toxic hazardous waste facilities and Superfund sites. The Mohawk Nation of Akwesasne has the distinction of being the only tribe whose officially recognized territory straddles the border between the United States and Canada. Using qualitative methodologies, coupled with an interdisciplinary framework, this study successfully engages with Akwesasne community members to explore such issues as bottom-up approaches to addressing complex environmental issues, by gaining a comprehensive understanding of organizational structures and tribal governance networks. This study also identifies a clear parallel between the Mohawk Nation of Akwesasne's struggles and history of environmental justice efforts in the U .S. by articulating the effects of environmental degradation on their cultural integrity, in addition to surfacing themes of resistance and resilience in the community as building blocks for future action. The research project focuses on the place of the community's voice in the transnational public policy response to PCB contamination in the Mohawk Nation of Akwesasne. Three case studies were conducted in environmental organizations on the Mohawk Nation territory: the St. Regis Mohawk Tribe Environment Division, the Mohawk Council of Akwesasne, and the Akwesasne Task Force on the Environment. These environmental organizations have been working to protect the environment for approximately three decades. A case study analysis relies on data collected from interviews with staff members to determine how they organized themselves to address the environmental and social disruption caused by exposure to harmful chemical pollutants. Strong parallels can be drawn as a result of an analysis of environmental justice literature, since native communities have not, traditionally, been included in the scholarly academic literature on the Environmental Justice Movement in the United States. In addition to information gathered from institutional policy actors and related stakeholders, in-depth interviews with community members revealed a community framework for future policy development and action. Finally, the research focuses on how those community voices articulate the impacts of PCB contamination on the natural resources in the area, and as a result, on the ability of the St. Regis Mohawk tribe to maintain their culture, heritage, ceremonies, and traditional way of life.

Attitude towards the cultivation and utilisation of indigenous leafy vegetables in rural communities

Food insecurity remains a major challenge affecting the rural poor households in South Africa. The consumption of green leafy vegetables is important to address micronutrients deficiency in rural communities and, at the same time, it contributes to fibre intake. This study investigated the people’s attitude towards the cultivation and utilisation of ILVs in rural communities. A cross-section survey study was conducted among 1 000 respondents in randomly selected households in communities. The majority of respondents were not willingly consuming ILVs. This is because most consumers were black and of the low-income group. ILVs that are consumed grow mainly in the wild. The regular consumption of these vegetables as indicated in this study is interesting, as this will help in mitigating micronutrient deficiency. Furthermore, these vegetables could be incorporated in formulated food to improve iron and zinc, especially in infant foods formulation. Based on the findings of this study it would be important to find ways of encouraging cultivation of ILVs for both nutrition and as income generating activities. / Business Management / M.
