Cartographies of rural community nursing and primary health care: mapping the in-between spaces

This postmodern feminist ethnographies research aimed to explore the everyday meanings of primary health care (PHC) held by rural community nurses. Secondly, the research aimed to explore the everyday meanings of care held by the clients of the rural community nurses who participated in the study. The representation of this research is written in four voices which converse with each other to varying degrees in each chapter. This writing strategy is a deliberate one aimed at destabilising the usual approach to representation of research. It is also a strategy which seeks methodological coherence. The third aim therefore is to deliberately trouble the acceptable grounds concerning how nursing research is represented. The research utilised dialogical (conversational)and participant observation methods concerning the everyday meanings of nurses and their clients.The meanings I made of the information were created from a deconstruction of the texts. These texts included fieldnotes of participant observations and transcripts of conversations with nurses and their clients. The form of deconstruction utilised was informed from multiple sources and involved three levels of analysis. A realist interpretation was followed by an oppositional interpretation and then a reconstructive movement. The results revealed that rural community nurses practice is both spatio-temporally contextualised and metaphorically situated in an in-between space. This in-between space is situated between margin and the centre. Rural community nurses working on the margins traverse this space in order to overcome further marginalisation whilst working with Indigenous Australians and the aged. Moreover, the in-between space encompasses and creates opportunities to mutually exchange the gift of desire that being - empowering and compassionate relationships with clients and colleagues. Futhermore, whilst rural community nurses are strongly committed to the philosophy of PHC, their evryday working life is discursively constructed by powerful discourses which result in oppositional tensions. The tensions and the 'in-between' space allow the rhetoric of PHC to be resisted and reframed. Consequently, the oppositional constructs of their practice were displaced. This thesis incorporates social history and consultative action research to analyse the development of cross-cultural nutrition services for Indigenous communities in the Northern Territory from 1974-2000 and promote the development of stronger partnerships in 1999-2001.The historical development of nutrition services is analysed against current theory and a model of capacity building for health promotion. Nutrition infrastructure and services have developed systematically, incrementally and substantially. Strengths include the development of enduring and successful inter-cultural partnerships and leadership.Two facilitative narratives which aim to improve inter-cultural knowledge sharing, strengthen capacity and promote participatory action in community based projects were developed, implemented and partially evaluated. Services can be further strengthened by long-term commitments to examining power issues, promoting improved Indigenous control and problem solving and comprehensive bi cultural evaluation that identifies significant indicators to improving outcomes. Participatory action research, facilitative story telling, capacity building, Indigenous education theory and critical social science can inform and guide these efforts in complementary ways. / Master of Arts (Hons) (Critical Social Science)

Promoting the musculoskeletal health of Indigenous Australians living in rural Communities. Aboriginal Health in Aboriginal Hands

To date, there has been only limited research investigating the musculoskeletal health of Indigenous Australians. Nevertheless, the pain and disability associated with musculoskeletal conditions are thought to be high. This thesis reports on the outcomes of a cross-sectional survey and clinical assessment designed to measure the prevalence of musculoskeletal conditions, and uses them to inform the development of a community-based musculoskeletal training program for Indigenous Australians living in one of the largest rural Indigenous communities in Australia. There were three separate community-based studies comprising this thesis: The first describes the development of measures for assessing the prevalence of musculoskeletal conditions and the associated risk factors and barriers to managing these conditions for people living in this Community. The development of a screening survey and clinical assessment protocol was based on a literature search, existing validated measures, feedback from Indigenous focus groups and pilot testing with Indigenous people in order to achieve cultural appropriateness. The second study piloted the research tools, then measured and assessed the prevalence of musculoskeletal conditions, associated risk factors and barriers to managing these conditions in the Community. The third study describes the development and implementation of a preliminary community-based intervention delivered by AHWs that responded to the outcomes of the prevalence study. It assessed the cultural acceptability of a musculoskeletal training program (MTP), as well as piloting an approach to assessing changes in skills and knowledge of Aboriginal Health Workers (AHWs) who participated in the MTP. The conduct of these studies reiterates the difficulties associated with conducting studies in Indigenous Communities according to mainstream concepts, which rely on randomly selecting participants in order to achieve generalisability to the larger population. Beyond empowering Indigenous people through sustainable, community-based training initiatives, lies the immediate need to improve access to musculoskeletal health services and to remove this current and considerable barrier to improving the musculoskeletal health of Indigenous Australians. The conclusions of this thesis highlight the importance of giving consideration to cultural sensitivity and collaboration in planning health service delivery to Indigenous people. The application of the community-based model used in this study may have the potential to be seeded in Communities throughout the country as a step towards promoting the musculoskeletal health of Indigenous people living in rural Australia and beyond. / PhD Doctorate

In Search of the 'Golden Thread': Common Law Interactions With Indigenous Law in Canada, Australia and New Zealand

The thesis explores the interactions of the common law with indigenous law in three jurisdictions: Australia, New Zealand and Canada. Case law involving family, criminal and land law is examined in detail, to establish how the common law has interacted with indigenous law. Two aspects of common law interactions are explored: judicial approaches to the recognition of indigenous law; and, judicial perceptions about the relationship between the common law and indigenous law. Courts faced with indigenous law have taken one of three approaches to recognising it. These are respectively referred to in the thesis as the non-recognition approach, the accommodation approach and the recognition approach. With regard to judicial perceptions about the relationship between the common law and indigenous law, the case law reveals seven different perceptions. They are: no relationship; mere acknowledgement; separate but capable of recognition; adjustment; assimilation/domination; assimilation/search for partnership; and absorption. Where a relationship is acknowledged, although perceptions may vary, essentially they can be placed in one of three categories. Courts may regard the relationship as one between two separate bodies of law, with points of intersection. They may regard it as one of convergence, perhaps even partial integration, between separate legal traditions. Finally, they may regard indigenous law as having been absorbed into the dominant legal system. Courts with this latter perception regard indigenous law as analogous to English local customs. Having identified more than one approach to the recognition of indigenous law, consideration is given to the circumstances in which the approaches are used, exploring differences arising out of the subject area in question and the jurisdiction in which the case is considered. The thesis also demonstrates that some correlation exists between the judicial approach to recognition of indigenous law and judicial perceptions about the relationship of the common law with indigenous law, though this correlation cannot be demonstrated in all cases. Lastly, the capacity of the common law to recognise changes to indigenous law is considered, where the case law reveals that both the judicial approach to recognition of indigenous law, and judicial perceptions about the relationship between the common law and indigenous law have a bearing on the capacity of the courts to recognise change. The thesis demonstrates that both the judicial approach to recognition of indigenous law and judicial perceptions about the relationship between the common law and indigenous law affect common law interactions with indigenous law.

HSC Aboriginal studies : strengths, limitations, and impact upon Aboriginal students' self-concepts and educational outcomes

Two primary, interdependent goals of the NSW Higher School Certificate Aboriginal Studies course are enhancing Indigenous students’ self-concepts and educational outcome. It was considered that these would lead to increased Indigenous student participation and retention to Year 12. Yet recently there has been a decline in enrolments. Despite the introduction of Aboriginal Studies over a decade ago, no rigorous research has been undertaken to determine the impact of the course or the extent to which the aims of the course have been achieved. Research in Aboriginal Education has identified that Indigenous students are still not achieving at the same level as their non-Indigenous counterparts. However, the majority of studies to date have been theoretical and descriptive in nature. The primary purpose of the present investigation was to address some of the above issues by elucidating the (a) factors that influence Indigenous students’ decisions to participate in the HSC Aboriginal Studies course; (b) impact of the course on Indigenous students’ self-concepts and educational outcomes; and (c) strengths and limitations of the course. The research was undertaken in three NSW Department of Education and Training secondary schools, located in rural, north coast, and south coast areas. Results indicated that Indigenous students choose Aboriginal Studies based on their need to understand more about their own culture. There were also clear educational benefits in that Aboriginal Studies was considered to be a motivational factor that encouraged attendance at school and enhanced their academic self concept. Both staff and students suggested that the academic rigour of the Aboriginal Studies course contributed to declining enrolments. Overall the findings suggest that whilst the current course has some limitations, there are also many strengths; this implies there is a need to continue to refine the course to meet the needs of Indigenous students. / Master of Education (Hons)

This work explores human consciousness, using a framework of the Structure of Feelings and Experience developed from the work of Raymond Williams and Bernard Smith. It then examines aspects of the consciousness of the Mentally Ill, the Intellectually Disabled, Addicted and Indigenous people, with three aims: 1/. To identify a model of consciousness which reflects the major indicators arising from the structure of feelings and experience, and those arising from consideration of the four subject groups, representing the plurality of human consciousness. 2/. To explore some of the lessons for mainstream citizens, arising from alternative aspects of consciousness, both positive and negative, which these groups exhibit. 3/. To suggest ways the model of consciousness can be used to empower those with mental illness, or intellectual disability, by acknowledging and strengthening their opportunities to take responsibility for their lives. By engaging them more in active roles in the planning and delivery of their health, rehabilitation and community services. And to illustrate some examples of practical applications of person-valuing and spirit-engaging healing and empowering processes, used in groups in Australia and overseas, which point to ways of improving health and rehabilitation policy and practice in Australia / Master of Arts (Hons)

The theoretical and practical dimensions of pounamu management

The vesting of pounamu back to Te Runanga o Ngai Tahu brings to the fore a whole new dimension of resource mangement to New Zealand�s wider resource management environment. As is highlighted in this study and noted by a number of academics, Maori people, like other indigenous communities, have their own planning systems values and appropriate processes for decision-making about the environment. But the relevance of such indigenous management systems has long been overlooked by the decision makers and authorities to the continued frustration and anxiety of indigenous peoples. This lack of recognition has been at the fore as a concept fundamental to many indigenous peoples grievances, both past and present. The subsequent vesting of pounamu has brought about the validation that Maori have to resource management rights. In identifying issues associated with the management of natural resources by indigenous peoples, this study provides an examination of number theoretical concepts and a practical dimension associated with the management of natural resources by indigenous peoples and has placed pounamu in context. The placement of pounamu in context has provided the basis from which a number of central issues were identified and discussed. A combination a literature study, analysis of an application traditional knowledge in a contemporary context and in-depth interviews and liaison with key stakeholders involved directly and indirectly in the management of pounmau were undertaken, has established that the management of natural resources by indigenous people is more about the management of number of associated processes rather than about the management of a single commodity, in this instance pounamu. Within these processes there exist a number of complex relationships that reflect the fundamental transaction of power and privilege associated with natural resource management. Further conclusions that this study has made, is the increasing need and importance of legislatures and planning professionals alike to further recognise the validity and become familiar with alternate methods of resource management and the application of indigenous systems and methods.

Bicultural nationhood in the bonds of capital

This thesis approaches the issue of bicultural nationhood as articulated through a Maori/Pakeha binary in Aotearoa/New Zealand by interrogating the deeply entrenched social forms that inform liberal democracy and that institutionalize capitalism in the modern nation-state. More specifically, it explores the concepts of �self-governing people�, �public sphere� and �free market� as three forms of collective agency that discursively construct �society� within the social imaginary and that interact to set the terms of democratic citizenship. Central to this discussion is the indigenous/non-indigenous binary constituting biculturalism and the manifestation of �indigeneity� as both unassimilable difference in the project of modernity and as political struggle for recognition and power. This study elaborates through the mediated texts of the mediasphere and argues that there is a constant relation between nation, culture and class wherein culture-as-difference provides a framework for masking class struggle in capitalist relations of production as well as for enabling the dominant group to discursively construct their own ethnicity as national cultural identity. What is at stake in this discussion is the contrast between cultural difference as it emerges in the performance of everyday life and as reaction to issues of economic marginalization and cultural difference as it is contrived by the nation-state in terms of a Maori/Pakeha binary. The aim of this thesis is to highlight the necessity of difference in cultural identified, labeled and marketed as a fixed concept, but is an ephemeral by-product of ongoing social struggle for survival, recognition and political power. The objective is to undercut current ideological propositions and demand a just, equitable and democratic approach to the conceptualization of nationhood in Aotearoa/New Zealand.

The decolonisation of culture, the trickster as transformer in native Canadian and Maori fiction

The trickster is a powerful figure of transformation in many societies, including Native Canadian and Maori cultures. As a demi-god, the trickster has the ability to assume the shape of a variety of animals and humans, but is typically associated with one particular form. In Native Canadian tribes, the trickster is identified as an animal and can range from a Raven to a Coyote, depending on the tribal mythologies from which he/she is derived. In Maori culture, Maui is the trickster figure and is conceptualised as a human male. In this thesis, I discuss how the traditional trickster is contexualised in the contemporary texts of both Native Canadian and Maori writers. Thomas King, Lee Maracle, Witi Ihimaera, and Patricia Grace all use the trickster figure, and the tricksterish strategies of creation/destruction, pedagogy, and humour to facilitate the decolonisation of culture within the textual realms of their novels. The trickster enables the destruction of stereotyped representations of colonised peoples and the creation of revised portrayals of these communities from an indigenous perspective. These recreated realities aid in teaching indigenous communities the strengths inherent in their cultural traditions, and foreground the use of comedy as an effective pedagogical device and subversive weapon. Although the use of trickster is considerable in both Maori and Native Canadian texts, it tends to be more explicit in the latter. A number of possibilities for these differences are considered.

Construction of the savage : western intellectual responses to the Maori and Aborigine, first contact to 1850

This thesis is a comparative study of the West�s intellectual responses to the indigenous inhabitants of Australia and New Zealand from the period of first contact through until 1850. The thesis does not attempt a comprehensive history of the West�s encounters with Australasia nor does it attempt to discuss the role of the indigene within these encounters. The thesis does, however, discuss the formulation and expression of those intellectual traditions that informed the Western response to the Maori and Aborigine. Specifically, each chapter addresses a particular aspect of the West�s interaction with the indigenous peoples of Australasia in order demonstrate how the Western narratives of exploration, travel and settlement were informed by the wider discourse of colonialism. Amongst some of the themes addressed in the course of this thesis are: the ideal of the �Good Savage�, the shifting notion of a �Great Chain of Being�, the rise of natural history as a system for classifying human difference and the importance of ideas of savagery in framing the colonial response to the Maori and Aborigine were characterised by similarities and continuities as much as by the more commonly acknowledged differences and discontinuities.
