The master thesis consists of a theoretical part and a practical one. In its theoretical part, first are defined key notions relevant to the topic of the thesis. Further there are explained the key areas of personnel management which are important for a practical part. The practical part is focused on a personnel management of municipality of the city Jihlava. The main part is a reserch that is conducted directly between the managers of the municipality. The practical part also deals with recruitment and training of stuff. In the conclusion of the practical part, the established data are interpreted; the results of this interpretation are certain recommendations of how to improve the quality of education at the Faculty of Management.

Darbe siūlome galimus personalo vadybos problemų savivaldybėse sprendimo būdus. / Staff management in Lithuania's municipalities is a department which has been given little attention. There are a lot of literary sources and treatises about staff management in business management department; however it is hard to find both theoretical and practical analysis about the peculiarities of staff administration in municipalities. The tradition of staff management has not yet been established. The goal of this thesis is to explore the staff management situation in Lithuania's municipalities (as in the case of Municipality of Ukmerge District), to define main problems and to suggest trends of development. To reach this goal a qualitative research has been applied – half structured interview with the employees of Ukmerge District Municipality and with experts of the public sector. The results of the research suggest that the most problematic staff management issues in municipalities are motivation, planning of staff demand, and evaluation of official duties. Staff training and raising qualification are the best organized staff management elements in municipalities. The most effective means of staff recruitment is within the organization. Applying recruitment in higher educational institutions is a method least used in staff management in municipalities practice. Career opportunities, objective results evaluation of competence and official duties are the main motives stimulating municipalities' employees to raise qualifications; however individual employees'... Transfer and integration of human resources management knowledge within dynamic supply chains : cases from the automotive aftermarket distribution system in China

This thesis explores the scope for the transfer and integration of human resources management (HRM) knowledge to provide the basis for the development of more productive and efficient supply chains, in the specific case of the aftermarket distribution channels of multinational companies in the automotive industry in China. Most studies of human resources management, supply chain management, and knowledge transfer have focused on internal transfer within multinational companies and there has been more limited research on the transfer of such knowledge across organisations in the supply chain, particularly in relation to distribution channels. Thus the starting point for the research was to understand the preconditions, mechanisms and effects on the distribution supply chain of the transfer and integration of HRM knowledge. To explore these issues the thesis compares and contrasts a poorly performing supply chain (that is Company J's supply chain) with two more successful supply chains in the automotive aftersales market (that is those of Company M and Company S). The aim was to identify whether the poorly performing supply chain could learn from the other two cases through a detailed exploration of the motivators and mediators that facilitate or hinder processes of HRM transfer and integration, and the outcomes of these processes on the performance of the supply chains and the manufacturers and distributors within the supply chains. A qualitative research approach was utilised. Data was gathered through one-on-one, semi-structured interviews with senior-level management, mid-level management, and frontline staff from the manufacturers and wholesale distributors in the three automotive aftermarket distribution channels and analysed using computer-assisted coding software, NVivo. In line with the extant literature, the thesis findings support the proposition that a relational supply chain network based on trust facilitates HRM knowledge transfer and integration, and provides a basis for competitive advantage in the supply chain. At the same time the findings suggest some important extensions to current knowledge and understanding of the processes and impact of HRM knowledge transfer. Firstly the research found that consideration should be given to recategorising the classic division between tacit and explicit knowledge with respect to HRM into fundamental and differential categories, in order to more clearly differentiate the type of strategic HRM knowledge transfer that could provide the basis for competitive advantage. Likewise the study found that it is not the mechanism of transfer- whether through systems or by inter-person channels- that should be the criteria to categorise knowledge, as a blended approach involving both types of transfer mechanisms was associated with better transfer effectiveness. Third the type of HRM to be transferred needs to fit the specific needs of distributors within the supply chain; in practice the best fit for this part of the supply chain can be considered a mix of paternalistic and transaction HRM, rather than the so-called 'best' practice HRM. Finally although there was potential in principle for the underperforming supply chain to learn from the experiences and practices of the higher performing supply chains, the extent to which Company J was likely to be able to emulate the more successful chains was constrained by significant internal barriers to learning (for example the pressure for short-term gains and the time needed to build trust, the lack of internal HRM expertise and the lack of local decision-making authority). However, an even more major constraint on the learning process came from the dynamic changes in the aftermarket distribution system that had the potential even to disrupt the trust-based partnerships in the exemplar supply chains. Thus the scope for applying the lessons from past practice, which has been the major focus of the comparative investigation of the three supply chains, may be limited by both the variations in internal conditions and by the fact that the key challenges for future development may be different from those faced in the automotive aftersales market in the past.

The research started with the interest in knowing whether the Hydrographical Basin Committee would be fulfilling completely the objectives of the Management of Hydric Resources Integrated System (MHRIG) or not, in the quality of a consultive and deliberative organ at the regional level, for the execution of the Hydric Resources Policy in the State of São Paulo. The study object was the Hydric Resources Management Unity of the Basin of the River São José dos Dourados, taking into consideration the financial resources application from the Hydric Resources State Fund (HRSF) in the period of 2004/2008. After identifying the problems we considered their priorities from a public consult, and subsequently raised the criteria to the hierarchization of the prioritized procedures during the period being studied. We adopt the neoclassical theory of management in order to investigate both the Hydric Resources Policy and the HBC-SJD management cycle. From the examination of the main problems, of the prioritized procedures, of the chosen criteria to the hierarchization and of the management functions performed by the Committee we could verify the hypotheses of the research and thus contribute to the improvement and to the reformulation of the Policy in the region. Though the reports on The Situation of the Hydric Resources of the Hydrographical Basin and on the Plans of Hydrographical Basins are reference documents to the management, it is essential that they play a role of supervision and that they are continuously brought up-to-date, enabling the analysis of the current situation taking into account the performed procedures, supporting the planning, building settings and checking the obtained results. The recommendations and proposals presented refer to the requirement of supervision and systematic review of the adopted procedures, aiming an efficacious and efficient management of the HBCs in other hydrographical regions. / O objetivo principal desta pesquisa foi analisar os procedimentos de gestão do Comitê da Bacia Hidrográfica do Rio São José dos Dourados para a implementação da Política de Recursos Hídricos no Estado de São Paulo, estabelecendo-se relações entre os principais problemas, as ações indicadas para resolvê-los,. A pesquisa partiu do interesse em saber se o Comitê da Bacia Hidrográfica estaria ou não atendendo plenamente os objetivos do Sistema Integrado de Gerenciamento de Recursos Hídricos, na qualidade de órgão consultivo e deliberativo de nível regional, para a execução da Política Recursos Hídricos do Estado de São Paulo. O objeto de estudo foi a Unidade de Gerenciamento de Recursos Hídricos da Bacia do Rio São José dos Dourados, sendo considerada a aplicação dos recursos financeiros do Fundo Estadual de Recursos Hídricos no período 2004/2008. Após a identificação dos problemas foi feita a priorização a partir da realização de uma consulta pública, sendo ainda, na sequência, realizado um levantamento dos critérios para hierarquização das ações e para a caracterização das ações priorizadas no período estudado. Adotou-se a teoria neoclássica da administração para análise do ciclo administrativo da Política de Recursos Hídricos e da gestão do Comitê. A partir do exame dos principais problemas, das ações priorizadas, dos critérios adotados para a hierarquização e das funções administrativas executadas pelo Comitê foi possível verificar se os procedimentos adotados pelo Comitê para a gesto dos recusos hídricos, com isso contribuir para o aperfeiçoamento e a reformulação da Política na região. Embora os relatórios sobre "A Situação dos Recursos Hídricos da Bacia Hidrográfica" e os Planos de Bacias Hidrográficas sejam documentos de referência para gestão, é fundamental que tenham a função de acompanhamento e que haja a atualização continuada, tornando-se possível analisar a situação presente observando as ações realizadas, apoiando o planejamento, construindo cenários e controlando os resultados obtidos. As recomendações e propostas apontam para a necessidade de acompanhamento e revisão sistemática dos procedimentos adotados com vistas à gestão eficiente e eficaz. O método utilizado poderá subsidiar a analise da gestão dos CBHs em outras regiões hidrográficas.

O objetivo desta associação é uma maior qualidade da ligação comparada à obtida quando não se faz uso dessa técnica. Resultados de simulações mostram que este objetivo pode ser atingido. / [en] This work investigates the behavior of channel allocation schemes for Mobile Cellular Systems, when associated with channel guards giving priority to calls that are in handoff procedure. The objective of this association is a better call quality compared to the one in which this technique is not used. Simulation results show that indeed this can be achieved.
