Ekonomika vybraných obcí v oblasti krizového řízení / The economics of selected municipalities in the field of crisis management.

The topic of the thesis is "Economy of Selected Municipalities in the Field of Crisis Management". Each municipality should allocate funds in its approved annual budget, expenditure part, according to Section 25 of Act No. 240/2000 Coll., on crisis management and on amendment to certain acts (crisis act), to ensure preparation for crisis situations and the special-purpose reserve of financial resources to deal with crisis situations and eliminate their consequences. Most municipalities, however, do not earmark, or earmark these funds, but to the extent necessary. This situation was detected by a study and subsequently confirmed by the National Security Audit, which was approved by the Government of the Czech Republic in 2016. The aim of this thesis was to verify how selected municipalities of the South Bohemian Region, specifically in the territory of ORP České Budějovice, plan financial resources for the preparation and resolution of crisis situations according to Act No. 240/2000 Coll., on crisis management and on amendment to certain acts (crisis act). In order to obtain data related to the research question if the selected municipalities of the South Bohemian Region are planning funds for the preparation and resolution of crisis situations was chosen a questioning method, the questionnaire technique. A total of 109 municipalities in the South Bohemian Region in the territory of ORP České Budějovice were contacted within the questionnaire survey. The obtained data were analysed, subsequently graphically displayed and evaluated. Through the research investigation, it was found that the selected municipalities do not sufficiently plan funds for the preparation and resolution of crisis situations. The financial reserve is planned only by municipalities with a basic extent of state administration, but only at their discretion, not with regard to the development of crisis situations in the municipality or with regard to the amount of damage to municipal property or exceptionally. Municipalities with extended powers, municipalities with an authorized municipal office, do not plan funds at all or at least.

Este trabalho trata sobre o aproveitamento de reservas minerais através dos conceitos de completa extração e adequada utilização do minério, considerando estes conceitos como parte da gestão de recursos e reservas, e como elementos que poderão contribuir para o aumento da vida útil do empreendimento mineiro e para redução de custos unitários. A gestão de recursos e reservas, no universo da mineração, usualmente, tem foco na ativa descoberta, rigor na quantificação e caracterização do minério. A metodologia utilizada neste trabalho foca no aumento do aproveitamento das reservas minerais em função da identificação e redução de perdas na cadeia produtiva. Tais reduções deverão se aplicar para além da frente de extração do minério (frente de lavra), tratando em especial a questão da recuperação do bem de interesse presente no minério (bem mineral). Apontando no sentido da completa extração e adequada utilização do minério, as soluções propostas para redução das perdas se baseiam em ajustes de operações unitárias e na linearização e integração do aproveitamento do minério numa só cadeia de valor. Desta forma perdas de minério poderão ser transformadas em produto na mesma cadeia, ao invés de considerar aproveitamentos alternativos com diversificação de destinos e produtos. Como estudo de caso, se utilizou a industrialização do folhelho pirobetuminoso do Subgrupo Irati no estado do Paraná - Brasil, operado pela Petróleo Brasileiro S. A. - PETROBRAS. O folhelho pirobetuminoso, mas conhecido como xisto, é um minério cujo principal bem de interesse presente em sua composição é a matéria orgânica que quando decomposta termicamente produz óleo e gás. Para este aproveitamento do folhelho pirobetuminoso há uma cadeia produtiva com três grandes processos: mineração; tratamento de minérios e processamento. Sendo que, se tem associado a cada um destes processos, perdas de minério, que, se reduzidas, considerando o potencial energético e restrições para o processamento, implicam em maior aproveitamento das reservas minerais. / This work is about the use of mineral reserves through of the concepts of complete extraction and appropriate use of the ore, and considers these concepts as part of the management of resources and reserves, and also consider that these concepts help to increase the life of the venture mining and to reduce unit costs. The management of resources and reserves in the world of mining usually has focused on active discovery and accuracy in the quantification and characterization of the ore. The methodology used in this work focuses on increasing the use of mineral reserves according to the identification and reduction of losses in the productive chain of mining beyond the front of extraction of ore (front of mine), addressing in particular the question of the recovery of valuable mineral ore (mineral-ore). Pointing towards the complete extraction and appropriate use of the ore, the proposed solutions for reducing losses are based on adequacy of the unit operations and linearization and integration of the use of ore in a single value chain, so that losses of ore can be processed into product in the same chain instead of considering alternative uses with diversification of destinations and products. As a case study has the industrialization of the oil shale of the Subgroup Irati of the state Paraná - Brazil, operated by Petróleo Brasileiro S. A. - PETROBRAS. Oil shale is a ore whose mineral of interest in this composition is the organic matters that when thermally decomposed produces oil and gas. To achieve the production of oil and gas from the oil shale ore is subjected to three main processes within a supply chain: mining, ore processing and; processing. Since, it has been associated to each of these cases, loss of ore which reduced involve greater use of mineral reserves, considering the energy potential and limitations for the processing of oil shale.

This plateau is bounded on the east side by the Puraquequara basin. In the central belt, in other words, on this plateau, about five large basins were identified: Tarumã Acu Puraquequara, Forty, Mindú, Aleixo, watching this delimitation other small basins appear as rias river schemes with ebbs and flows by conditioning Rio Negro river that runs through the city. The basin Puraquequara was selected to conduct this study in relation to the evidence of the following: the multiple uses and types of conflicts involving water management in Lake Puraquequara. The " Water Law " ( Law 9.433/97 ) as a legal and institutional framework in this scenario, in addition to State Law ( Law 3.167/2007 ) as a framework for the management of water resources in the state of Amazonas. The instruments of water management, such as: information system; Grant; Charging for water use; Basin Plan and Framework. They are strongly interdependent and complementary the conceptual point of view and has the common goal of promoting the protection and recovery of water. The methodological procedures involving documentary research through bibliographic research in literature that deal with the topic. In addition, the field survey in the area bounded by the water catchment area of Puraquequara enabled knowledge and photographic record of the main environmental problems existing there. Conducting qualitative interviews with representatives of the various actors involved in the proposal to establish a committee (State, County, and Civil Society Members). As preliminary results - this process of governance of water resources in an integrated and participatory decentralized way on the proposal for establishment and operation of CBH - P, considering the low institutionalization of management tools that represent the necessary foundation for this body political and economic survival. So, is the second attempt to systematize this information, since it represents an advance in the direction of reflection on the awakening of the management of water resources in the state of Amazonas. However, the challenges in solving conflicts by use of territorial resources, mainly the issue of fragmented water consumption in the region Puraquequara persist. The installation of the Watershed Committee can be an important tool in this decision-making processes that conferred on that body by Law 9.433/97, are incorporated and implemented as contained in the Internal Regulations of the Institution . / O Município de Manaus está situado sobre um platô da Unidade Alter do Chão, onde as bacias apresentam elevada densidade hidrográfica. Este platô é delimitado na vertente leste, pela bacia do Puraquequara. Sobre este platô foram identificadas cerca de cinco grandes bacias: Tarumã Açu, Puraquequara, Quarenta, Mindú, Aleixo, acompanhando esta delimitação outras pequenas bacias configuram-se como rias fluviais com regime de cheias e vazantes condicionado pelo Rio Negro, rio que banha a cidade. A bacia do Puraquequara foi selecionada para a condução deste estudo, em face às evidências dos seguintes aspectos: os usos múltiplos e os tipos de conflitos que envolvem a gestão da água no Lago do Puraquequara. A “Lei das Águas” (Lei 9.433/97) como marco legal e institucional nesse cenário, além da Lei Estadual (Lei 3.167/2007) como marco para a gestão dos recursos hídricos no Estado do Amazonas. Os instrumentos de gestão dos recursos hídricos, como: Sistema de informação; Outorga; Cobrança pelo uso da água; Plano de bacia e Enquadramento. Tem por objetivo a promoção da proteção e recuperação das águas. Nos procedimentos metodológicos que envolveram a pesquisa documental, por meio de consulta bibliográfica em literaturas que versam sobre o tema. Além, do levantamento de campo na área delimitada pela bacia hidrográfica do Puraquequara possibilitaram o conhecimento e o registro fotográfico dos principais problemas socioambientais ali existentes. A realização de entrevistas qualitativas com os diversos atores que participam da proposta de criação do Comitê Hidrográfico do Puraquequara (Estado, Município, Usuários e Sociedade Civil). Como resultados preliminares - desse processo a Governança como forma descentralizada integrada e participativa referente à proposta de criação e o funcionamento do CBH-P, considerando a baixa institucionalização os instrumentos de gestão que representam o alicerce necessário para sobrevivência econômica e política desse organismo. Portanto, é a segunda tentativa de sistematizar essas informações, pois representa um avanço no sentido da reflexão sobre o despertar da gestão dos recursos hídricos no Estado do Amazonas. No entanto, persistem os desafios em sanar os conflitos pelos usos dos recursos territoriais, principalmente, a questão do consumo fragmentado da água na região do Puraquequara. A instalação do Comitê de Bacia Hidrográfica pode ser uma importante ferramenta, deste que os processos decisórios conferidos a este organismo pela Lei 9.433/97, sejam incorporados e aplicados conforme constar no Regimento Interno da Instituição.

ON-LINE NETWORK SCHEDULING IN EMERGENCY OPERATION FOR MEDICAL RESOURCES WITH SINGLE-PROCESSOR SINGLE-DESTINATION

Emergency Management has received more and more attention in the recent years. Most research in this eld focused on evacuation of victims from dangerous places to safe places, but little on allocation of medical resources to safe places and/or transportation tools to the dangerous places. This thesis studies the problem of delivering medical resources from medical centers to the temporary aid site in a disaster-a ected area to help the wounded victims. In particular, this thesis describes a new algorithm for solving this problem. As requirements of medical resources for a disaster a ected area are not known in advance, the problem is in the so-called on-line environment. The algorithm for such a problem is also called on-line algorithm. The evaluation criterion for such an on-line algorithm is the so-called competitive ratio. This thesis considers four cases of such a problem: (1) the capacity of vehicles for transporting medical resources and the number of vehicles are both in nite, (2) the capacity of vehicles is in nite but the number of vehicles is one, (3) the capacity of vehicles is nite and the number of vehicles is in nite, (4) the capacity of vehicles is nite and the number of vehicles is one. Algorithms for the four cases are called H1, H2, H3, and H4, ii respectively. For all these cases, this thesis presents properties, appropriate on-line algorithms and theoretical analysis of these algorithms. The result of the analysis shows that H1 and H3 are optimal based on the competitive ratio criterion while the other two have a very small gap in terms of the optimum criterion. The thesis also presents a case study for having a sense of the performance of H2 and demonstrating practicality of the developed algorithms. The result of this thesis has contributions to the eld of resource planning and scheduling and has application in not only emergency management but also supply chain management in manufacturing and construction.

Contingent valuation of river pollution control and domestic water supply in Kenya

The basic theme of this study is that determination of the economic value of water resources is a necessary condition for rational decision-making and management of these environmental assets, and their associated public goods, in developing countries. The research particularly evaluates the contingent valuation (CV) method as a technique for evaluating increments and decrements in environmental and natural resource service flows, and estimates households' evaluations for improvements in river water quality and connections to piped water supply for domestic uses. The study objectives were to (a) estimate the economic value of piped water supply and improved water quality in the Nzoia River Basin, Kenya, (b) evaluate the feasibility of using the CV technique to value an environmental amenity and its related quasi-public service in rural settings where respondents have limited education and monetary resources, (c) examine the role of temporal dimensions of bid payments (i e, frequency of payments) in contingent values for environmental commodities, (d) empirically investigate embedding effect bias in contingent valuation of improvements in river water quality improvement in a less developed economy, and (e) evaluate the role of water connection charges in households' willingness to hook onto piped water supply in Webuye Division, Kenya. Empirical analysis and estimates of the non-market value which local people assign to water quality in the Nzoia River and a private household water connection is based on a detailed survey of a representative sample of 311 households in Webuye Division of Bungoma District, Kenya. In an on-site survey carried out in May through September 1995, contingent markets were developed for the two goods, (1) improved river water quality, and, (2) provision of a private connection to water supply. The corresponding willingness to pay (WTP) values are explained using Ordinary Least Square regression models. Whatever the good, the WTP is seen to increase with income. However, the effects of other factors are more specific to the contingent good. In order of strength, the other determinants of WTP "quality" are sex, age, household ranking of status of domestic water source, distance from river to household residence, the other factors affecting WTP "connections" are existing source of water supply, household size, ranking of river water quality, and age of household head. On the whole, residents accepted the exercise of contingent valuation and were willing to pay important amounts (Ksh 459 and Ksh 386 on average per household per year, respectively, for goods 1 and 2). Discussion issues include policy significance of the resulting WTPs in terms of the demand for river pollution control and individual household water connections, the effect of the goods upon the CV evaluation process, the "Third World" impacts of frequency of payments in contingent valuation, including perceived-frequency and income-smoothing routes, the embedding effect in WTP values for water pollution abatement in the Nzoia River basin, the importance of pricing influences, specially payment profiles for initial connection charges, on household decisions to connect to piped water systems, and limitations of the study.
