An empirical analysis of a scenario-informed strategic planning process : a public sector case

This thesis lies at the nexus of scenario planning and strategy. Scenario planning is a foresight activity used extensively in strategic planning and public policy development to imagine alternative, plausible futures as means to understand the driving forces behind the uncertainties and possibilities of a changing environment. Despite significant application in both private and public sectors, and a growing body of academic and practitioner-orientated literature, little empirical evidence exists about how organisations actually use scenario planning to inform strategy. Moreover, the emerging Strategy-as-Practice (S-as-P) perspective, which has exposed strategy to more sociological pursuits, presented a way of conceiving and studying strategy not as something an organisation has, but rather as something people do. By examining the activities of scenario planning, understanding its use as an example of episodic, interactive strategizing, S-as-P provides a theoretical lens through which to perform a much-needed empirical analysis of the scenario-to-strategy process. A second goal of the thesis is to advance understanding of the S-as-P perspective by addressing recent criticisms as well as contributing to the growing body of practice-based research. The central research question which guides the thesis is, how does an organisation use scenario planning to inform the strategic planning process? To answer this question, the research vehicle is a single, in-depth case study of community planning in Fife, which extends from 1999 until April 2008. A detailed, longitudinal narrative of Fife’s scenario planning and strategy process is presented before using empirical evidence from the case to understand how an organisation manages the scenario planning process, how scenario planning affects policy development, and how cognitive processes manifest physically in an organisation. The thesis concludes that scenario planning created a sensemaking/sensegiving framework that provided structural and interpretive legitimacy which facilitated communicative activities and helped the Fife Partnership understand and improve the interconnectedness of Fife’s public services and community planning process. While contributing to the S-as-P research agenda, the investigation of the scenario-to-strategy process also revealed, and solidified, a number of criticisms that challenge the theoretical, conceptual, and empirical validity of the strategy-as-practice perspective.

Este trabalho teve por objetivo aprimorar a adequação e aplicação da metodologia de planejamento estratégico empresarial às pequenas empresas, introduzindo alguns conceitos e elementos do planejamento estratégico situacional (PES). Foi apresentada uma revisão bibliográfica sobre metodologias de planejamento estratégico, especificidades das pequenas empresas e método PES, o que permitiu definir as variáveis da pesquisa. O trabalho de campo foi dividido em duas etapas. Na primeira, foram estudadas quatro empresas hoteleiras de pequeno porte, instaladas na cidade de Brotas/SP e uma média empresa sediada na cidade de Águas de São Pedro. A pesquisa de campo permitiu identificar alguns conceitos e elementos do método PES com potencial para contribuir com o aprimoramento da adequação e aplicação da metodologia de planejamento estratégico empresarial às pequenas empresas. Na segunda etapa, foi desenvolvido um roteiro de elaboração de planejamento estratégico fundamentado na metodologia de planejamento estratégico empresarial e incrementado com os conceitos do método PES identificados na primeira etapa. O roteiro foi aplicado em um pequeno hotel da região de São Carlos com o objetivo de se avaliar na prática a utilidade desses conceitos. Esta pesquisa constatou que a pequena empresa possui algumas especificidades que influenciam o desenvolvimento de seu processo de elaboração de estratégias. Elas não podem ser ignoradas pelas metodologias de planejamento que se destinem a auxiliá-la nessa atividade. Algumas dessas especificidades referem-se ao modo espontâneo com que seu dirigente formula planos e estratégias. Concluiu-se que o método PES, por apresentar algumas ferramentas que exploram essa forma natural do dirigente elaborar suas estratégias, pôde contribuir com o aprimoramento da adequação e aplicação da metodologia de planejamento estratégico às pequenas empresas / This dissertation presents proposals for the improvement of the adjustment and application of the corporate strategic planning methodology to small enterprises using concepts and elements of the situational strategic planning (SSP). It presents a bibliographical revision on the corporate strategic planning methodologies, specific characteristics of small companies and the SSP method, which defined the variables of the research. The fieldwork was divided into two parts. In the first part, four small hotels located in Brotas and a medium sized business located in Águas de São Pedro were studied. The fieldwork allowed identifying some concepts and elements of the SSP method with potential to contribute to the improvement of the adequacy and application of the corporate strategic planning methodology to small businesses. In the second part, the elaboration of a strategic planning guideline was formulated based on the corporate strategic planning methodology and incremented with concepts and elements of the SSP method that were identified in the first part. The guideline was applied to a small hotel in the region of São Carlos to evaluate the practical application of these concepts. It was verified that the small business has some specific characteristics that influence the development of its process of strategic elaboration. They can not be ignored by the planning methodologies created to assist them in this activity. Some of these specific characteristics refer to the spontaneous way in the which owner formulates his/her plans and strategies. The conclusion was that, by presenting tools that explore the natural way the owner elaborates his/her strategies, the SSP method can contribute to the improvement of the adequacy and application of the corporate strategic planning to small businesses

Improving the strategic management of employee job performance and organisational commitment at merged higher education institutions in South Africa

In reaction to intense global competition and increased customer demands, business firms are continuously engaged in activities to increase the effectiveness of their businesses. To be effective business firms must reduce costs, improve the quality of their products and respond quickly to the new opportunities in the market place. These activities often require the restructuring of such businesses. The restructuring of businesses often takes the form of strategic alliances, outsourcing, vertical integration, mergers or acquisitions. It is not only businesses that undergo restructuring, but recently also higher education institutions. The South African higher education system has undergone a complex restructuring process of merging universities, technikons, colleges and technical schools. This transformation of higher education in South Africa has been regulated by the Higher Education Act (101 of 1997). This restructuring took form of mergers between technikons and universities to form new higher education institutions and has been directed at correcting past educational discrimination and at ensuring equal opportunities for higher education. High levels of negativity, demoralization, demotivation and disempowerment due to higher-education restructuring have been reported, not only in South Africa, but also in other countries. Despite the above-mentioned problems identified in the restructuring of higher education world-wide, a lack of quantitative research appears to exist on the human dimension involved in the process. The main objective of the study is to improve the strategic management of the post-merger process at higher education institutions in South Africa by investigating what influence the present restructuring process exerts on the motivation, organisational commitment and job performance of their staff. The sample consisted of three hundred and twenty-nine (329) staff members from the three merged universities in South Africa. The empirical results revealed the following: To improve the strategic management of the post-merger process at universities, management needs to focus on the managing of organisational commitment, as it is the strongest determinant of the employees’ performance intent; To manage organisation commitment, management must manage especially the employees’ identification with the organisational culture of the new institutions; after organisational commitment, management must focus on employee motivation which includes increasing the employees’ satisfaction with their remuneration packages, their peer relations and their growth factors; and, To manage the employees’ identification with the organisational culture of the new institutions, management must manage employees’ perceptions about increased student access, successes in merger goal achievement and fairness of workload dispensations. The main contribution of the study is the empirical support produced for elements which should be focused upon in strategy execution, namely the interplay among employee job performance, organizational commitment, organizational culture identification and motivational rewards. By doing so, the study provided the empirical foundation for a model that could be used to strategically manage the post-merger process at universities.

Adotando metodologia qualitativa, a pesquisa envolveu dados documentais relativos ao planejamento estratégico da Rede Verzeri e de duas das escolas de educação básica dessa Rede, assim como a realização de entrevistas semiestruturadas com os sujeitos que atuam em diferentes funções nos colégios. Procedeu-se à análise dos documentos à luz da literatura especializada que versa sobre planejamento estratégico e a especificidade de organizações escolares, que, pela sua natureza estruturante, têm uma forma diferenciada de outras organizações. Como resultado da investigação, verificou-se que o planejamento estratégico adotado na Rede e nas escolas estudadas apresentou algumas lacunas na sua realização, e para tanto foram propostas adequações nos instrumentos à realidade das escolas, entre as quais se destaca uma adaptação no modelo do Balanced Scorecard (BSC) até então empregado. Da mesma forma, um conjunto de recomendações são apresentadas visando ao planejamento futuro da Rede contemplando ações de comunicação e a ampliação da participação da comunidade escolar no processo de planejamento estratégico dos colégios. / This study aims to analyze the use of strategic planning as a management tool in a network of confessional schools of basic education, with a philanthropic purpose, seeking to understand how this tool is applied to achieve organizational goals and propose improvements to professionalize and further qualify the educational management of this network. Adopting a qualitative methodology, the research involved documentary data related to the strategic planning of the Rede Verzeri and two of the network's basic education schools, as well as semi-structured interviews with individuals who work in different functions in the schools. The documents were analyzed in the light of the specialized literature on strategic planning and the specificity of school organizations, which, due to their nature, differ from other organizations. The research revealed that the strategic planning adopted in the network and in the schools studied presented some shortcomings in its accomplishment. Therefore, adaptations were proposed to the reality of the schools, among which an adaptation in the model of the Balanced Scorecard (BSC) hitherto employed. Likewise, a set of recommendations are presented for the future planning of the network contemplating communication actions and the expansion of the participation of the school community in the strategic planning process of the schools.

The observation that similar firms faced with a similar situation and seemingly applying similar market strategies and achieving differing degrees of success sparked the study. The question that arose was whether the market strategies applied by these firms adhered to the principles of a sound market strategy put forward in the literature. The study found that the market strategy applied by the firms in question complied with the principles of market strategy, to varying degrees. The firms that adhered to these principles to a greater degree appeared to have been more successful than the others. It appeared that the latter firms neglected the principle "sustainable competitive advantage''.
