[pt] A Agenda 2030 orienta as políticas nacionais de desenvolvimento nos próximos anos. A conquista da transversalização de questões de gênero na Agenda 2030 é atribuída, dentre outros fatores, à influência da sociedade civil e de organizações internacionais que trabalham com pautas de gênero e desenvolvimento, no processo de consulta para a construção dos Objetivos de Desenvolvimento Sustentável (ODS). Tendo em vista esse histórico de engajamento, o objetivo do presente trabalho é mapear como a sociedade civil brasileira atuante sob a bandeira de alcançar a igualdade de gênero está avaliando e acompanhando o cumprimento do ODS5 da agenda 2030 e quais são seus posicionamentos acerca desse monitoramento e dos indicadores relacionados. A governança por indicadores norteia as formulações de políticas internacionais; sendo assim, usar essa linguagem com uma perspectiva feminista para tornar os instrumentos de mensuração mais qualificados e benéficos para as mulheres é uma estratégia ecomendada pelo presente relatório. / [en] The 2030 Agenda for Sustainable Development will guide national development policies in the coming years. The achievement of gender mainstreaming in the 2030 Agenda is attributed, among other factors, to the influence of civil society and international organizations working with gender and development guidelines in the consultation process for the construction of the Sustainable Development Goals (SDGss). Considering this history of engagement, the objective of this paper is to map how the Brazilian civil society working under the banner of achieving gender equality is evaluating and monitoring compliance with SDG5 of Agenda 2030 and what their positions are regarding monitoring and the indicators involved. Governance by indicators guides the formulation of international policies; thus, using that language with a feminist perspective to make the measurement tools more qualified and beneficial to women is a strategy recommended by this report.

[pt] Enquanto os impactos das ações humanas no planeta e das alterações climáticas repercutem cada vez mais presentes em nosso cotidiano, é possível perceber desigualdades na distribuição dos efeitos e danos causados por essa relação não amigável entre o ser humano e a natureza, com certos segmentos mais vulneráveis que arcam com a carga mais pesada de seus ônus e prejuízos. Isso não é ocasional, se conectando, muitas vezes, com questões e mazelas já estruturadas nas dinâmicas da sociedade e se sobrepondo às heranças de marginalizações e violências, de modo a perpetuar ineficiências e realimentar injustiças para seus grupos e territórios afetados. O enfoque especial dado aqui, dessa forma, é sobre a interseção entre o debate do racismo e da justiça ambiental, realizado pela ótica conceitual do racismo ambiental, que dialoga também com as discussões relativas à justiça climática e noções como a biopolítica foucaultiana e a necropolítica mbembiana. Pela relevância de sua discussão e por ocorrer casos nas esferas global e local, o texto procura estabelecer relações da temática com a influente Agenda do Desenvolvimento Sustentável, a Agenda 2030, organizada pela ONU, traçando e identificando potencialidades e limitações para a última em promover não só seus cobiçados objetivos, mas também sua capacidade de conectar e resultar em esforços para a mitigação do racismo ambiental. Como recorte de espaço de análise, o texto levanta alguns casos presentes no município do Rio de Janeiro de racismo ambiental e como os itens da Agenda, as chamadas ODS, se aplicam. / [en] While the impacts of human actions on the planet and climate change are increasingly present in our daily lives, it is possible to perceive inequalities in the distribution of the effects and damages caused by this unfriendly relationship between human beings and nature, with certain segments being more vulnerable and bearing the heaviest burden and losses. This is not occasional, often connecting with issues and ills already structured in the dynamics of society and overlapping with the legacy of marginalization and violence, in a way that perpetuate inefficiencies and feedback into injustices to their affected groups and territories. The specific focus given here is in the intersection between the debate on racism and environmental justice, carried out from the conceptual perspective of environmental racism, which also dialogues with discussions related to climate justice and notions such as the Foucaultian biopolitic and the Mbembian necropolitic. Due to the relevance of its debate and the occurrence of cases in the global and local spheres, the text seeks to establish relations between the theme and the influential Agenda for Sustainable Development, the 2030 Agenda, organized by the UN, tracing and identifying capabilities and limitations for the latter in not only promoting its coveted goals, but also its ability to connect and result in efforts to mitigate environmental racism. As a target for analysis, the text investigates some cases present in the city of Rio de Janeiro of environmental racism and how the Agenda items, the so-called SDGs, apply.

[pt] As Civic Tech como ferramentas tecnológicas para o exercício da cidadania e formação da cidadania global são capazes de fomentar e restaurar valores como cooperação e solidariedade na busca do consenso, conforme os pilares apresentados na Agenda 2030 da ONU – englobando pessoas, planeta, prosperidade, paz e parcerias. Torna-se possível o uso da tecnologia da informação para garantir informações de interesse socioeconômico para os cidadãos, permitindo, portanto, o acesso a informações para o exercício pleno da cidadania. Através do empoderamento do cidadão de um determinado território é possível a formação da cidadania global, rompendo-se a exclusividade imposta pelo mercado, no sentido de as pessoas agirem afirmativamente em prol do bem estar social, individual e coletivo, ou seja, além das ações associadas ao consumo típico de bens e serviços, características da sociedade de consumo e de massa. Neste sentido, o objetivo geral do trabalho é a criação de uma Civic Tech que se disponha à formação da cidadania global através de ações afirmativas com foco no Brasil, por meio do exercício efetivo da cidadania. / [en] Civic Tech as technological tools for the exercise of citizenship and the formation of global citizenship are capable of promoting and restoring values such as cooperation and solidarity in the search for consensus, according to the pillars presented in the UN 2030 Agenda - encompassing people, planet, prosperity, peace and partnerships. It becomes possible to use information technology to guarantee information of socioeconomic interest to citizens, thus allowing access to information for the full exercise of citizenship. Through the empowerment of citizens in a given territory, it is possible to form global citizenship, breaking with the exclusivity imposed by the market, in the sense that people act affirmatively in favor of social, individual and collective well-being, that is, in addition to actions associated with the typical consumption of goods and services, characteristics of consumer and mass society. In this sense, the general objective of the work is the creation of a Civic Tech that is willing to form global citizenship through affirmative actions focused on Brazil, through the effective exercise of citizenship.

[pt] Uma questão fundamental na implementação da Agenda 2030 em nível nacional refere-se à análise das interrelações entre os Objetivos de Desenvolvimento Sustentável (ODS) e como suas respectivas metas interagem entre si. Diretamente ligadas a essa análise, surge outra questão de ordem metodológica, qual seja: como a integração de métodos multicritério de tomada de decisão, análise estrutural e teoria de redes poderá contribuir para que um país possa melhor definir que metas globais deverão ser incluídas na sua Agenda 2030, considerando-se aspectos críticos de seus contextos socioeconômico e político. Buscando responder essa questão, a presente dissertação tem por objetivo propor um modelo conceitual sistêmico para priorizar metas globais associadas aos ODS que irão compor a Agenda 2030 de um país, integrando-se métodos multicritério de apoio à decisão, análise estrutural e teoria de redes. A pesquisa pode ser considerada descritiva, metodológica e aplicada. Com base nos resultados da revisão bibliográfica e da análise documental de seus temas centrais e visando preencher as lacunas identificadas na literatura, desenvolveu-se um modelo conceitual sistêmico para priorizar as metas globais a serem incluídas na Agenda 2030 de um país. A aplicabilidade do modelo foi demonstrada mediante um experimento preliminar no contexto da Agenda 2030 brasileira. Acredita-se que o modelo conceitual resultante desta pesquisa possa ser replicado em outros contextos nacionais, particularmente em países que estão para definir as metas que integrarão suas respectivas Agendas para o Desenvolvimento Sustentável. / [en] A fundamental question in the implementation of the 2030 Agenda at the national level is how the Sustainable Development Goals (SDGs) and their respective targets interact with each other. Directly linked to this concern, a methodological question arises – how can the integration of multicriteria decision making methods, structural analysis, and network theory contribute to a country to better define which global targets should be included in its 2030 Agenda, considering critical issues of its socio-economic and political contexts. With an attempt to answer this question, the dissertation aims to propose a systemic conceptual model to prioritize SDG s targets for a country s 2030 Agenda, by integrating multicriteria decision methods, structural analysis, and network theory. The research can be considered descriptive, methodological and applied. Based on the results of the bibliographic review and documentary analysis of its central themes, and seeking to fill the gaps identified in the specialized literature, a systemic conceptual model was developed for prioritizing global targets that should be included in a country s 2030 Agenda, considering critical issues of its socio-economic and political contexts. The model s applicability was demonstrated through a preliminary experiment concerning the definition of the Brazilian 2030 Agenda. [pt] A presente dissertação tem como proposta de estudo, analisar e propor ação interventiva local, tomando como referência analítica a Agenda 2030 para o desenvolvimento sustentável, pois considerando que no ano de 2015, após um longo período de discussão, a ONU lançou o documento Transformando nosso mundo e elegeu os 17 Objetivos de Desenvolvimento Sustentável, os quais visam orientar as lideranças governamentais na gestão de países e cidades. Tomamos como ponto de investigação as proposições do ODS 11 - que objetiva tornar cidades e assentamentos humanos inclusivos, seguros, resilientes e sustentáveis - seus indicadores e a operacionalização de práticas sustentáveis, alinhadas à responsabilidade social. Desse modo, acreditamos que seja um caminho para reafirmar a importância da Engenharia Urbana e Ambiental na elaboração e na construção de parâmetros para as políticas públicas sustentáveis, voltadas ao desenvolvimento urbano e ao enfrentamento dos problemas das cidades. Neste sentido como proposta de intervenção, nossa pesquisa além de ter sido alicerçada na revisão bibliográfica e documental, fundamentou-se metodologicamente no de Planejamento Estratégico Situacional - PES, desenvolvido por Carlos Matus, que será demonstrado através do estudo de caso, objetivando analisar os indicadores relacionados ao Objetivo de Desenvolvimento Sustentável 11 - ODS 11 e sua aplicabilidade prática e efetiva sobre as necessidades de uma comunidade localizada na Zona Oeste do Rio de Janeiro, que após trabalho de campo, nos garantiu elencar os principais nós críticos relacionados ao contexto socioambiental e estabelecer prioridades para a construção de propostas sustentáveis em resposta às deficiências estruturais de espaços públicos de esporte e lazer e do descarte irregular de resíduos sólidos. / [en] This study aims to present and analyze a local intervention action, taking as analytical reference the 2030 Agenda for sustainable development launched after a long period of discussion by the United Nations with government leaders. Based on the document was titled: Transforming our world: the 2030 agenda for sustainable development, the 2030 Agenda presents an action plan for the 17 Sustainable Development Goals (SDGs) to be achieved by 2030: 1. Poverty Eradication; 2. Ending hunger, achieving food security and improving nutrition and promoting sustainable agriculture; 3. Ensuring a healthy life and promoting well-being for all, at all ages; 4. Ensure quality inclusive and equitable education, and promote lifelong learning opportunities for all; 5. Achieving gender equality and empowering all women and girls; 6. Ensure the availability and sustainable management of water and sanitation for all; 7. Ensure reliable, sustainable, modern and affordable access to energy for all; 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment, and decent work for all; 9. Build resilient infrastructure, promote inclusive and sustainable 10. industrialization, and foster innovation; 11. Reduce inequality within and between countries; 12. To pray for inclusive, safe, resilient and sustainable human cities and settlements; 13. Ensure sustainable production and consumption patterns; 14. Take urgent measures to combat climate change and its impacts; 15. Conserve and sustainably use the oceans, seas and marine resources for sustainable development; 16. Protect, recover and promote the sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, stop and reverse land degradation, and stop biodiversity loss; 17. Strengthen the means of implementation and revitalize the global partnership for sustainable development (UN, 2014). In this sense, we take as a point of investigation for this study the indicators related to Sustainable Development Goals No. 11 (SDG11) and its interrelationship between urban development, environment and the participation of local social actors, having as research locus a sub-neighborhood of the west of the city of Rio de Janeiro, called Murundu, located in the neighborhood of Padre Miguel. According to data from the City Hall of Rio de Janeiro, this region is part of the XVII Administrative Region / Bangu and comprises the neighborhoods of Bangu, Gericinó, Padre Miguel, Senador Camará and Vila Kennedy, planning area 5 (AP5). In addition, according to the official website of the city hall, the murundu community is a sub-located along Murundu and Olimpia Esteves streets. Originally called The Aurea Garden, it became popularly known by its name, due to the Murundu Cemetery.
