This dissertation examines the links and lasting impact of reformist Muslim scholars, or ‘ula-ma, and the organizations they established in Algeria, Senegal, and Mali in the mid-twentieth century. The dissertation focuses on the Union Culturelle Musulmane (UCM), established in 1953 by a young Senegalese Muslim named Cheikh Touré along with several companions who had all studied together in Algeria with the Algerian Association of Muslim ‘Ulama (AUMA in French). The UCM became an important advocate for reformist Islam in the period before independence; it established branches in several countries (including Mali) and advocated across colonial and postcolonial borders not just for changes to “traditional” Muslim practices while also challenging the leadership and structure of Sufi brotherhoods. The UCM, inspired by the AUMA but also its diverse local and regional contexts, pushed French officials – and later officials in Senegal, Mali, and elsewhere – for a place for Islam in public life while also advocating for moral reform and more modernist Muslim education as an inte-gral and protected part of educational systems before and after independence.
This dissertation makes several main arguments about the UCM and reformist Islam more broadly in the mid-twentieth century. Firstly, it argues that an enduring connection existed between reformist Muslims on both sides of the Sahara, one shaped by mutual exchange and discussion and which continued even after independence from France. Secondly, it argues that the UCM and its off-shoots represented an early example of Islamic advocacy that was both political and moral in its focus, stretching the confines of how “Islamism” is often defined while still using politics to obtain religious and social goals. And finally, this dissertation argues that reformist and salafi Muslims had a significant impact on social order as well as other Muslim groups, reshaping politics as well as Islam even beyond the reformists’ adherents.

The Making of Modern Egypt: the Egyptian Ulama as Custodians of Change and Guardians of Muslim CultureBoauod, Marai 05 August 2016 (has links)
Scholarship on the modern history of the Middle East has undergone profound revision in the previous three decades or so. Many earlier perceptions, largely based on modernization theory, have been either contested or modified. However, the perception of the Egyptian ulama (the traditionally-educated, religious Muslim scholars) in academic scholarship remains largely affected by the legacy of hypotheses of the modernization theory. Old assumptions that the Egyptian ulama were submissive to political power and passive players incapable of accommodating, let alone of fathoming, conditions of the modern world, and who chose or were forced to retreat from this world, losing much, if not all, of their relevance and significance, still infuse the scholarly literature.
Making use of materials obtained from the Egyptian National Archives, this study offers an examination of modern legal reform in Egypt from the nineteenth century through the first part of the twentieth century with the ulama and their legal institutions in mind. As the findings of this study effectively illustrate, the Egyptian ulama were by no means submissive. Rather, they were patient. Far from being passive agents of the past, the Egyptian ulama were active participants who played a critical role in the building of modern Egypt. The ulama had at their disposal sustained social and moral influence, a long-standing position as community leaders, a reputation as defenders and representatives of Islam, the power to validate or invalidate the political establishment by means of public and doctrinal legitimization, and the final authority over laws of family and personal status. Through these strengths, the ulama were able to influence the direction of change and to impact its scope and nature during transitional period that witnessed the making and remaking of modern Egypt.
Considering the nature of changes that they allowed to be introduced to the shari-based justice system and the ones they resisted, as well as their stance regarding social matters, the Egyptian ulama comprehended and recognized modernity as useful. Advanced techniques had to be embraced to strengthen state institutions. However, the ulama thwarted massive and sudden adoption of modernity's cultural elements, so that Egypt would not become a chaotic country and go astray. On the weight of their position as the ultimate authority over family law, the Egyptian ulama blocked rapid social change imposed from the top. Alterations to family law and the social structure were undertaken gradually and with a great deal of delicacy. Therefore, the long-standing social order was not suddenly destroyed and replaced with a new one. Instead, changes to the long-standing social structure were allowed to evolve slowly, while the core was largely preserved.
The ulama's far-reaching plan, which was realized in the long run, was to maintain Islam's position in modern Egypt as a guide and as the main source of legitimacy. As will be shown in this study, the history of the Egyptian ulama reveals not passivity, detachment, or submission but careful, and deliberate action.

<p>This dissertation examines the shape, substance, and staging of Muslim orthodoxy in British India, concentrating on how orthodox theologians survived colonial modernity by deploying sociological, discursive, psychic, and hermeneutical strategies. This dissertation is organized around Ashraf `Ali Thanvi (1863-1943), a leading Muslim theologian, mystic, and jurist of colonial India. Thanvi authored hundreds of original treatises, compiled texts, and works of commentary on doctrine and ritual, mystical experience, communal identity, and political theology. His collected letters, recorded conversations, and sermons were published within his lifetime and continue to instruct many contemporary South Asian Muslims. I closely read Thanvi's texts and situate them within two frameworks: the history of Indo-Muslim thought and the socio-political history of colonial India. Thanvi's hundreds of published treatises and sermons, continued citation within South Asian Islam, and widespread sufi fellowship make him one of the most compelling case studies for analyzing some of the key thematic concerns of Muslim orthodoxy, such as religious knowledge, self-discipline, sublimation of desire, regulation of gender, and communalist politics. My analyses demonstrate how orthodox scholars proliferated their theological, legal, and mystical teachings in order to make tradition relevant and authoritative in the public and private lives of many South Asian Muslims. Orthodox Islam not only survived colonial modernity, but also thrived in its ideological and social contexts.</p> / Dissertation

The study also investigates how these two bureaucratic processes have helped adapt rapid changes in a manner acceptable to the cultural milieu. In addition, the study explores the politics of planning and budgeting and identifies the roles various actors play.
The evolution and institutionalization of planning and budgeting are examined through printed materials and interviews with planners and budgeters in the Ministries of Planning and Finance. In addition, a number of the Ulama, businessmen, former government bureaucrats, officials of key ministries and agencies, and media were interviewed in an attempt to understand how they interact in the politics of planning and budgeting.

This study explores Iran’s political and cultural history in order to better understand the country’s current stance on international politics and peace. This study asks: what defines peace in Iranian discourse? To this end, this thesis employs a Foucauldian archaeological and genealogical methodology on historical research and contemporary primary sources. The historical data is mainly secondary sources, whilst primary sources are drawn from contemporary speeches, interviews and articles presenting Iranian foreign political thought. First of all, this study uncovers the major research gaps concerning Iran in peace research. This speaks to the general lack of diversity and inclusiveness in the subject of Peace and Conflict studies, which is contrary to its claim of being universally relevant. Relevance comes with knowledge of other traditions and conversations across divides, which is typically absent in a universalised provincialism. Secondly, contemporary Iranian political discourse represents a continuity from antiquity, incorporating deep-rooted practises of cosmopolitanism and structural peace, represented by 4000-years of experiences in state-building, conflict management, continuous movement of people and changing centres of political power. In short, Iran has a long experience of multi-polarity, multi-ethnicity and multi-religiosity across time and space.
