A investigação justifica-se considerando a preocupação mundial com o acesso à água, onde no Brasil, particularmente, vislumbra-se a importância da gestão pública hídrica de maneira preventiva e efetiva, principalmente na esfera municipal, mesmo para municípios localizados numa região abundante em recursos hídricos como a amazônica. Dessa forma, a fundamentação teórica da pesquisa baliza-se em três aspectos: a gestão hídrica do Município de Belém e a promoção dos recursos hídricos no município; a apresentação dos municípios como um subsistema gerencial no âmbito da PNRH; e a importância dos próprios municípios para o desenvolvimento hídrico local. Finalmente, fundamenta-se a questão da eficácia da gestão municipal hídrica como mecanismo garantidor de direitos transindividuais de acesso à água. Para tanto, a metodologia utilizada é de natureza documental, partindo-se de uma pesquisa descritiva, de temporalidade transversal, com delineamento correlacional e de caráter qualitativo. Resultados e recomendações são apresentados constatando-se que o Município de Belém, de forma geral, não possui uma Gestão Pública Hídrica que favoreça o desenvolvimento local, necessitando de um sistema que a institucionalize, e que promova políticas municipais hídricas adequadas à região municipal. / The present research has the purpose of investigating public policies carried out by the Municipality of Belém, with emphasis on the goals of the National Water Resources Policy (PNRH) and the State Policy on Water Resources (PERH), and sustainable and dignified access to water as a right by citizens. The research is justified considering the worldwide concern with access to water, where in Brazil, in particular, the importance of public water management in preventive and effective way, especially in the municipal sphere, is even foreseen, even for municipalities located in a region abundant in resources such as the Amazon. Thus, the theoretical basis of the research is based on three aspects: the water management of the Municipality of Belém and the promotion of water resources in the municipality; the presentation of the municipalities as a managerial subsystem within the PNRH; and the importance of the municipalities themselves for local water development. Finally, the question of the effectiveness of municipal water management as a guarantor of trans-individual rights of access to water is based. Therefore, the methodology used is documentary in nature, starting with a descriptive research, of transversal temporality, with a qualitative and correlational design. Results and recommendations are presented noting that the Municipality of Belém, in general, does not have a Public Water Management that favors local development, requiring a system that institutionalizes it, and promotes municipal water policies appropriate to the municipal region.
