В современном мире экономика и управление стремительно меняются и трансформируются из традиционных форм в цифровые. Среди ключевых изменений, связанных с информационными технологиями абсолютно новые возможности по накоплению, обработке и анализу данных. Цель данного исследования на основании анализа национальных и федеральных проектов «Цифровая экономика РФ», «Цифровое государственное управление» определить перспективы цифровизации государственного управления в Свердловской области. Основной пункт научной новизны данного исследования заключаются в определении «цифровизации» как новой функции менеджмента, практическая значимость заключается в разработке проекта суперсервиса «Налоговый мониторинг». / In the modern world, economics and management are rapidly changing and transforming from traditional forms to digital ones. The purpose of this study is to determine the prospects for digitalization of public administration in the Sverdlovsk region based on the analysis of national and federal projects «Digital Economy of the Russian Federation» and «Digital Public Administration». The main point of the scientific novelty of this study lies in the definition of «digitalization» as a new function of management, the practical significance lies in the development of the project of the super-service «Tax Monitoring».

Магистерская диссертация посвящена изучению проблем и пути совершенствования реализации федерального проекта «Цифровая образовательная среда» в Республике Коми. В работе рассмотрены теоретические и нормативно-правовые основы разработки и реализации федерального проекта «Цифровая образовательная среда». Теоретическую основу исследования составляет анализ понятия, структуры и функций цифровой образовательной среды, а также возможностей проектной методологии в управлении цифровизацией российского образования. Представлены результаты анализа нормативно-правовых основ создания цифровой образовательной среды в Российской Федерации. В магистерской диссертации раскрываются результаты эмпирического исследования, посвященного деятельности Министерства образования, науки и молодежной политики Республики Коми по реализации федерального проекта «Цифровая образовательная среда», мониторингу реализации федерального проекта «Цифровая образовательная среда» в Республике Коми. Автор диссертации предлагает проект по созданию регионального ведомственного проектного офиса по реализации национального проекта «Образование» в Республики Коми. / The master's thesis is devoted to the study of problems and ways to improve the implementation of the Federal Project «Digital Educational Environment» in the Komi Republic. The work considers the theoretical and regulatory framework for the development and implementation of the Federal Project «Digital Educational environment». The theoretical basis of the research is the analysis of the concept, structure and functions of the digital educational environment, as well as the possibilities of project methodology in managing the digitalization of Russian education. The results of the analysis of the regulatory framework for the creation of a digital educational environment in the Russian Federation are presented. The master's thesis reveals the results of an empirical study on the activities of the Ministry of Education, Science and Youth Policy of the Komi Republic on the implementation of the Federal Project «Digital Educational Environment», monitoring the implementation of the Federal Project «Digital Educational Environment» in the Komi Republic. The author of the dissertation proposes a project to create a regional departmental project office for the implementation of the National Project «Education» in the Komi Republic.

В данной ВКР исследуется и разрабатывается система анализа данных для отбора заявок на финансирование цифровых проектов. Были изучены основы проектирования таких систем, разработана методика оценки ИТ-проектов, собраны и подготовлены данные, реализована модель машинного обучения на основе нечеткой кластеризации, прошедшая тестирование. В результате была отмечена высокая точность модели, но также указано на возможные сложности в определении ИТ-проектов из-за наложения кластеров. Стоимость внедрения прототипа проекта составляет 304000 рублей за 4 месяца работы двух специалистов. Отмечается потенциал развития региона и выполнение национального проекта, а также важность импортозамещения. / The final qualification work is devoted to the study and development of a data analysis system for selecting applications for financing digital projects. During the work, the basics of data analysis systems design were studied, existing methods and subject areas were analyzed, an evaluation methodology for innovative IТ projects was developed, a data set was collected and prepared. A fuzzy clustering-based machine learning model was implemented, which passed testing using efficiency metrics. As a result, it was concluded that the model has high accuracy, but it was also noted that clusters may overlap, making it difficult to determine IТ projects. The cost of implementing the prototype project is estimated at 304 thousand rubles for 4 months of work by two specialists. Particular attention is paid to the potential for regional development and the implementation of a national project, as well as the importance of import substitution.
