Магистерская работа посвящена совершенствованию системы транспортных налогов Китая, с целью их экологизации. Пояснительная записка состоит из введения, 3 глав и заключения. В первой главе рассматриваются вопросы обложения транспортных средств в Российской Федерации и в Китае, а также исследуются виды воздействия транспорта на окружающую среду. Во второй главе анализируется развития автопарка в России и в Китае, делается вывод о его значительном влиянии на окружающую среду, исследуются объемы выбросов от транспортных средств в атмосферу, а также поступления по группе транспортных налогов и других обязательных платежей в бюджетную систему государств. В третьей главе предлагается изменение системы транспортных налогов Китая, связанных с эксплуатацией транспортных средств с целью придания им большего экологического характера. / The master's thesis is devoted to improving the system of transport taxes in China, with the goal of greening them. The explanatory note consists of introduction, 3 chapters and conclusion. The first chapter discusses the issues of vehicle taxation in the Russian Federation and China, and explores the types of environmental impacts of transport. The second chapter analyzes the development of the vehicle fleet in Russia and China, concludes that it has a significant impact on the environment, examines the volume of emissions from vehicles into the atmosphere, as well as revenues from the group of transport taxes and other obligatory payments to the state budget system. The third chapter proposes a change in the system of transport taxes in China associated with the operation of vehicles in order to give them a greater environmental character.

В выпускной квалификационной работе описываются основные пути реконструкции систем теплоснабжения, позволяющие добиться значительного повышения их энергоэффективности, а именно переход котельной на альтернативное топливо с целью повышения энергоэффективности, снижения экономических и экологических потерь. Целью работы является поиск и формулирование основных проблем реконструкции систем теплоснабжения, развитие технологического процесса перевода котельной на альтернативное топливо, проведение энергетического и экономического обоснования предлагаемой замены. Были изучены отечественные и зарубежные публикации по проблемам реконструкции систем теплоснабжения для повышения их энергоэффективности. Приведено обоснование необходимости перевода котельной на альтернативное и экологически чистое топливо, на основе оценки основного и вспомогательного оборудования котельной, а также экологического благополучия территории, прилегающей к котельной. Разработан технологический процесс перевода котельной на альтернативное и экологически безопасное топливо, выявлена и доказана необходимость модернизации оборудования для использования альтернативного топлива. Были определены существующие методы модернизации котла, работающего на угле для альтернативного и экологически чистого топлива. Выполнено экономическое обоснование предлагаемой замены. / This final qualifying work describes the main ways of reconstruction of heat supply systems, allowing achieving a significant increase in the energy efficiency of these systems, namely the transfer of the boiler to alternative fuel in order to improve energy efficiency, reduce economic and environmental losses. The purpose of the work is to consider and formulate the main problems of reconstruction of heat supply systems, development of the technological process of transferring the boiler house to alternative fuel, implementation of energy and economic justification of the proposed replacement. Domestic and foreign publications on the problems of reconstruction of heat supply systems in order to improve their energy efficiency were studied. The substantiation and relevance of the transfer of the boiler house to alternative and environmentally friendly fuel was discussed, for which the assessment of the main and auxiliary equipment of the boiler house, as well as the ecological well-being of the territory adjacent to the boiler house. The technological process of transfer of a boiler room to alternative and environmentally friendly fuel was developed, need of modernization of the equipment for use of pellet fuel is revealed and proved. The existing methods of modernization of the boiler unit operating on coal for alternative and environmentally friendly fuel were identified. Economic justification of the proposed replacement was done.

В данной работе проведено исследование по совершенствованию системы нормирования расхода топлива на основе конкретизации и установления закономерностей изменения его расхода под влиянием природно-климатических условий округов Свердловской области. / In this paper, a study was conducted to improve the system of fuel consumption rationing based on concretization and establishing patterns of changes in its consumption under the influence of the natural and climatic conditions of the districts of the Sverdlovsk region.

Вопросы энергосбережения и повышения энергоэффективности являются одними из основных приоритетов государственной политики в деятельности органов исполнительной власти, как на федеральном, так и на региональном уровнях, т. к. Россия все еще принадлежит к группе стран с очень высокой энергоёмкостью ВВП. Цель диссертационного исследования заключается в разработке практических рекомендаций по повышению эффективности использования топливно-энергетических ресурсов в условиях реализации региональной политики энергосбережения. В работе рассмотрен топливно-энергетический комплекс Свердловской области, дана его характеристика и описаны его особенности. Проведен анализ использования энергоресурсов в различных сферах региональной экономики: рассмотрены энергоёмкость валового регионального продукта, объемы финансирования энергосберегающих мероприятий, удельные расходы топливно-энергетических ресурсов. Предложен проект по переводу автопарка транспортной компании с бензинового топлива на газомоторное с целью снижения потребления энергетических ресурсов и вредного воздействия на окружающую среду. Проведена оценка экономического и экологического эффектов реализации проекта. / Issues of energy conservation and energy efficiency are one of the main priorities of state policy in the activities of executive bodies, both at the federal and regional levels, since Russia still belongs to the group of countries with very high energy intensity of GDP. The purpose of the dissertation research is to develop practical recommendations to improve the efficiency of the use of fuel and energy resources in the context of the implementation of the regional energy conservation policy. The work considers the fuel and energy complex of the Sverdlovsk region, gives its characteristics and describes its features. The analysis of the use of energy resources in various areas of the regional economy is carried out: the energy intensity of the gross regional product, the volumes of financing energy-saving measures, the specific costs of fuel and energy resources are considered. A project is proposed to transfer the fleet of a transport company from gasoline to gas engine fuel in order to reduce the consumption of energy resources and harmful effects on the environment. An assessment of the economic and environmental effects of the project is presented.
