В первой главе рассмотрена сущность и принципы организации финансового планирования на предприятии, определены подходы, методы и этапы процесса бюджетирования, определено место бюджетирования в системе финансового планирования, описаны формы бюджетов и процесс бюджетирования, а также проведен сравнительный анализ моделей бюджетирования. Вторая глава работы посвящена анализу действующей системы планирования и бюджетирования на предприятии, а также определению влияния государственного оборонного заказа с точки зрения бюджетирования. В третьей главе представлены направления развития, оптимизации, совершенствования системы планирования и бюджетирования. В заключении сформированы основные выводы. / The structure of the master's thesis includes an introduction, three chapters, a conclusion, a list of sources used and applications. The first chapter discusses the essence and principles of organizing financial planning at an enterprise, defines approaches, methods and stages of the budgeting process, determines the place of budgeting in the financial planning system, describes the forms of budgets and the budgeting process, and also makes a comparative analysis of budgeting models. The second chapter of the work is devoted to the analysis of the current system of planning and budgeting at the enterprise, as well as the determination of the impact of the state defense order in terms of budgeting. The third chapter presents the directions of development, optimization, and improvement of the planning and budgeting system. In conclusion, the main conclusions are formed.

Рынок телекоммуникаций является одним из ключевых и социально-значимых секторов сферы услуг, поэтому особенно важным является достижение и сохранение высокого кадрового потенциала на предприятиях рассматриваемой отрасли, что достигается за счет реализации эффективной кадровой политики. В работе рассматривается понятие кадровой политики, телекоммуникационного предприятия, оценка эффективности кадровой политики, основные особенности кадровой политики в сфере телекоммуникационных услуг, недостатки кадровой политики в сфере телекоммуникаций. В качестве источников использовались нормативно-правовые акты, регламенты, положения, методические указания, данные предприятий, научные статьи, справочные материалы. В магистерской диссертации была предложена методика по повышению эффективности кадровой политики на предприятиях сферы телекоммуникационных услуг, включающая комплекс последовательно реализуемых мероприятий: организация системы обучения сотрудников, привлечение и адаптация молодых специалистов, совершенствование системы нематериального стимулирования сотрудников, сплочение трудового коллектива. Особенностью методики в отличие от существующих является учет следующих факторов, характерных для предприятий сферы телекоммуникационных услуг: постоянное возникновение качественно новых специализаций и, как следствие, должностей; дефицит высококвалифицированных IT-специалистов; переплетение в работе специалистов по телекоммуникациям трудовых и экономических функций. / The telecommunications market is one of the key and socially significant sectors of the service sector, therefore it is especially important to achieve and maintain a high human resources potential at the enterprises of the industry in question, which is achieved through the implementation of an effective personnel policy. The paper discusses the concept of personnel policy, telecommunications enterprise, evaluation of the effectiveness of personnel policy, the main features of personnel policy in the field of telecommunications services, shortcomings of personnel policy in the field of telecommunications. Legal acts, regulations, regulations, guidelines, data from enterprises, scientific articles, and reference materials were used as sources. In the master's thesis, methods were proposed to improve the effectiveness of personnel policy at enterprises in the telecommunications services sector, including a set of consistently implemented measures: organization of a training system for employees, attraction and adaptation of young specialists, improvement of the system of non-material incentives for employees, uniting the workforce. A feature of the methods, in contrast to the existing ones, is the consideration of the following factors typical for enterprises in the field of telecommunications services: the constant emergence of qualitatively new specializations and, as a result, positions; shortage of highly qualified IT-specialists; interweaving of labor and economic functions in the work of specialists in telecommunications.

Цель исследования состоит в том, чтобы проанализировать эколого-экономическое состояние деятельности металлургического предприятия. Объектом исследования выступает АО «Волжский трубный завод» дочернее общество ПАО «Трубная металлургическая компания». Научная новизна исследования заключается в разработке методического подхода, эконометрической модели влияния деятельности предприятий на окружающую среду и обосновании ряда теоретических положений по совершенствованию экологической политики на предприятии. Практическая значимость исследования заключается в применении авторской разработанной методологии для анализа влияния экологической обстановки на экономическое положение предприятия и внедрения предложенных мероприятий экологической политики для промышленных предприятий. Эффективность рекомендаций – предложенная автором система мероприятий, позволит сократить количество вредных выбросов в атмосферу и дает возможность повторно использовать углекислый газ и оборотную воду в производственном цикле. Рекомендации по совершенствованию экологической политики предприятия поспособствуют повышению эффективности производства. / The purpose of the study is to analyze the ecological and economic state of the metallurgical enterprise. The object of the study is JSC "Volga Pipe Plant", a subsidiary of PJSC "Pipe Metallurgical Company". The scientific novelty of the research consists in the development of a methodological approach, an econometric model of the impact of enterprises' activities on the environment and the substantiation of a number of theoretical provisions for improving environmental policy at the enterprise. The paper analyses Hilary Mantel’s novel Bring Up the Bodies in terms of how it might correlate with the notion of Russian patriotism. The origin for the research lies in the official list of literature recommended for patriotic education in Russia that was compiled in late 2015 and is thus immediately connected with the surge of state-driven patriotism in the country following the 2014 annexation of Crimea. Bring Up the Bodies is among very few contemporary historical novels by non-Russian authors included in the list. The conducted analysis reveals certain features in the novel’s protagonist and his behaviour that might correspond with the understanding of patriotism and citizenship in Russians. Moreover, the paper argues that legal pragmatism practiced by the protagonist, as well as the very style of historical representation in the novel, that re-evaluates the historical figure of Cromwell and undermines subjectivity of the historical past, may be seen as legitimising contemporary politics in Russia by way of establishing a “tradition.”
