Effective Principal Leadership Practices of National ESEA Distinguished School Principals to Minimize Achievement Gaps

As achievement gaps persist among some groups of students, school leaders are identifying strategies and implementing plans to support the academic needs of diverse student populations. The purpose of this research study was to identify the leadership practices and strategies used by National ESEA Distinguished School principals who have successfully minimized the achievement gaps among Caucasian and non-Caucasian students. Six successful National ESEA Distinguished School principals were interviewed. These leaders represented rural and urban pre-K–12 schools in different geographic regions of the United States. A qualitative research methodology with in-depth interviews was used to gather the data. The participants were asked open-ended questions during the semi-structured interviews. The findings in this study reflect nine leadership strategies and practices identified by these school leaders to minimize achievement gaps. The leadership strategies were compared to Kouzes and Posner's (2017) five leadership practices, which are model the way, inspire a shared vision, challenge the process, enable others to act, and encourage the heart. Results can be used to inform practitioners about what worked for leaders who have been effective at minimizing achievement gaps. Confirmation of Prophecy by Proxy: Audience Anticipation and Reception of the 2014 Movie Left Behind and its Relevance to the Dispensational Premillennialist Worldview

Media has the potential to legitimize or spread a belief system to the general public. The 2014 movie Left Behind is an example of a deliberate attempt at promoting the belief system referred to as dispensational premillennialism (DPM), or belief in the imminent rapture of Christians. Producers of Left Behind (2014) sought to promote DPM to the general public, hoping for a mass conversion. Online discussion and interviews were gathered and interpreted qualitatively. Content analysis of audience anticipation and reception show believers were as concerned with the conversion of the general public via this movie than the movie itself. Differences between the text of the movie and discussion surrounding the film provide insights into the DPM worldview. Dispensational premillennialists are observed; rejecting earthly existence as counterfeit, asserting the general inerrancy of prophecy while rejecting “date setting” practices and using the effigy of the Antichrist to criticize perceived socio-political enemies.

Effects of the four pillars on statewide high school graduation rates

This study investigated the relationship of statewide high school graduation rates of student ethnic groups from 2002 to 2006 to the four policy pillars of the No Child Left Behind (NCLB) Act of 2001: Accountability for Results; Expanded Flexibility and Local Control; Expanded Options for Parents, Strengthening Teacher Quality. The quantitative, non-experimental, multivariate, correlational design addressed four research questions and six hypotheses. The research population was composed of high school students in all 50 states and the District of Columbia. The predictor variables were the four policy pillars themselves. Data were collected through archival reports from the Education Commission of the States (ECS) and State Accountability Report Workbooks provided by state departments of education to create an index of implementation to determine the extent to which the four policy pillars were implemented. The criterion variable was high school graduation rate split across student ethnic groups. Graduation rates of subgroup student populations were collected from the Average Freshman Graduation Rates archives for the ninth grade cohort entering in 2001 and exiting in 2006. Data were analyzed both by a one-factor correlational analysis of covariance with one covariate to determine the impact of each NCLB policy pillar, and by a four-factor analysis of covariance with one covariate to determine the impact of all NCLB policy pillars together. The study found that no significant relationships existed between any of the four NCLB policy pillars, singularly or between all four of the policy pillars together, and statewide high school graduation rates among any student racial or ethnic subgroups for the academic years covered in the study. Reasons for the lack of significant relationships are a source for further study. It is recommended that such studies examine the effect of policy implementation that currently allows: (a) each state to set its own test and measurement standards or its own criteria for teacher certification; (b) parents to keep their children in failing schools even if those children are also failing; and (c) each state to underfund mandates. / Includes bibliography. / Dissertation (Ph.D.)--Florida Atlantic University, 2014. / FAU Electronic Theses and Dissertations Collection

Administrative Discretion in Public Policy Implementation: The Case of No Child Left Behind (NCLB)

This dissertation analyzes administrative discretion in public policy implementation in application of a new framework of integrative approach to administrative discretion developed from deficiencies of the citizen participation, representative bureaucracy, and private-interest groups democracy frameworks. The new framework holds that public agencies use discretion to integrate in decision making views of elected authorities, private-interest groups, public-interest groups, and other groups that seek to influence implementation. The No Child Left Behind (NCLB) policy is used as the case study, and the U.S. Department of Education (DOE) is the implementation setting. The dissertation answers the following question: How integrative of group views was DOE’s discretionary decision making in the implementation of NCLB? This research applies a structured content analysis method that consists of content analysis and a content analysis schedule (see Jauch, Osborn, & Martin, 1980). Essays on the interaction between migration and sending communities : evidence from China and Vietnam / Essais sur l’interaction entre migration et communautés d’origine : les cas de la Chine et du Vietnam

Cette thèse comporte trois chapitres qui se rattachent aux relations entre les migrants et leur communauté d'origine sur le cas de la Chine et le Vietnam. Le premier chapitre étudie la relation entre les transferts de fonds envoyés par les migrants, et le niveau de confiance et de fiabilité des villageois vietnamiens qui en sont bénéficiaires. Voici les résultats principaux obtenus en combinant les données d’un terrain d’expérimentation de 2010 avec les données de VHLSS 2002 (2002 Vietnam Household Living Standard Survey). En ce qui concerne le niveau de confiance, cette étude montre que les transferts de fonds internationaux sont liés de manière positive au comportement de confiance de ceux qui les reçoivent. En ce qui concerne le niveau de fiabilité, l’étude trouve que les transferts de fonds internationaux ont un lien négatif avec le niveau de fiabilité de celui qui les reçoit tandis que les transferts de fonds internes ont un lien positif avec le niveau de fiabilité de celui qui les reçoit. Cette étude montre en outre que le niveau de fiabilité est plus élevé dans le sud que dans le nord de Vietnam. Le deuxième chapitre s'interroge sur l'impact des enfants lassés dans la communauté d’origine par les migrants sur leur décision de retour en Chine en utilisant une enquête ménage en milieu rural du district de Wuwei (dans la province de l’Anhui) en 2008. Un modèle de durée paramétrique à hasards proportionnels en temps discret et un modèle probit sont employés pour estimer séparément le rôle des enfants laissés au village par âge et par sexe sur la longueur des épisodes migratoires pour les migrants actuels et les migrants du retour, ainsi que pour les intentions de retour de migrants actuels. Cette étude souligne le rôle des enfants lassés derrières comme raison significative pour le retour des parents migrants. Le dernier chapitre étudie l’impact de l’expérience migratoire sur le choix d’être entrepreneur pour un migrant du retour après son retour dans sa communauté d’origine. En utilisant la même base de donnés chinoise, cette étude montre que les migrants du retour ont une tendance plus affirmée à devenir entrepreneurs que les non-migrants, et que l'épargne rapatriée par les migrants, comme la fréquence des changements d'emploi pendant l'épisode migratoire, exercent une influence positive sur la probabilité des migrants de devenir entrepreneurs après leur retour. / This dissertation is comprised of three chapters on the interaction between migrants and their source regions applied to China and Vietnam. The first chapter examines whether remittances are related to receivers’ trust and trustworthiness in Vietnam. Using a combination of a field experiment conducted in 2010 and the “2002 Vietnam Household Living Standards Survey”, the chapter finds that while internal remittances have no significant relationship to trusting behavior, international remittances demonstrate a significantly positive connection. On the other hand, international remittances are negatively related to trustworthiness, while internal remittances are positively associated. The second chapter explores the role of children by age and by gender as a motive for return migration in China by using a rural household survey conducted in Wuwei County (Anhui province) in 2008. Resorting to a discrete time proportional hazard model and a binary Probit model to estimate respectively the determinants of migration duration for both on-going migrants and return migrants, and the return intentions of on-going migrants, the chapter finds consistent results regarding the role of left-behind children as a significant motive for return. The last chapter examines the impact of the migration experience on individuals’ choice of being self-employed upon their return to their home villages. By using the same data of Wuwei survey, the chapter finds that return migrants are more likely to be self-employed than non-migrants, and that both return savings and the frequency of job changes during migration increase the likelihood for return migrants to become self-employed.

The Development of Curriculum-based Measurement Local Norms in the Area of Written Expression

This project used Curriculum-Based Measurement (CBM) in the area of Written Expression to establish district norms for Bowling Green City Schools. CBM uses brief fluency measures as indicators of students' academic performance. With the use of CBM, it is possible to identify students who are considered to be at-risk for educational performance. AIMSweb probes were used to assess 1,565 first through fifth grade students from five elementary schools within the Bowling Green Independent School District. Performance was scored using the three most common scoring indices: Total Words Written (TWW), Words Spelled Correctly (WSC), and Correct Word Sequence (CWS). Data collected from this study are presented as norms at the building and district-wide levels. Each table (see Tables 2 -16) indicates student performance from each school on TWW, WSC, or CWS for a specific grade level. The tables illustrate what raw score corresponds to percentile ranks at the 10th,16th, 25th, 50th, 75th, 84th, and 90th percentiles. The 50th percentile would be considered typical performance for an "average" student at that particular time of year and grade level. Findings from this study will be beneficial in making educational decisions regarding students potentially at risk for difficulties in the area of written expression.

"It was the worst of times; it was the worst of times" : popular prophecy, Rapture fiction, and the imminent apocalypse in contemporary American Evangelism

This thesis explores how the Rapture fiction and popular prophecy of modern American premillennial dispensationalism shapes the eschatological beliefs of its readership. This will be accomplished through a text-based critical analysis of the anxiety narratives of the Bible study and exegetical guides of the Tim LaHaye Prophecy Library, and its counterpart, the Left Behind fiction series. This thesis represents the first scholarly analysis of the Tim LaHaye Prophecy Library, and the first situation of Left Behind fiction within its theological context. It will be proposed that these two sets of texts shape the eschatological beliefs of their readers through a discursive ‘streamlining’ that is performed in several ways. Firstly, the historical development of the movement will be examined, exploring the evolution of a specific premillennial dispensationalist hermeneutic and its ‘channelling’ through particular cultural institutions. Secondly, an analysis of the Tim LaHaye Prophecy Library and Left Behind fiction will demonstrate that this premillennial dispensationalist hermeneutic is almost exclusively communicated through anxiety narratives which focus on expressions of horror, isolation, powerlessness and paranoia. It will be argued that these narratives serve to explore ‘abjective’ elements of premillennial dispensationalist belief, re-integrating them into the fabric of the faith. Particular attention will be paid to these abjective elements, which include the role of the eschatological body, the nature of individual salvation, and the perpetual deferment of the Rapture. As such, the popular media of premillennial dispensationalism serves as a further channel for the discursive streamlining of the movement’s prophetic scheme. Finally, this thesis proposes that the ‘deprivation’ theory of millennial appeal does not adequately explain the appeal and success of premillennial dispensationalism. As such, the following analysis will suggest that an alternate critical analysis of the movement, concentrating on its tropes of anxiety, serves to better explain the continued appeal of this ideology.
