In this context, the aim is a critical approach to the work processes involving the social worker, inquiring into the theoretical, technical, ethical and political challenges that arise in the institutional space and the resources mobilized to address them. The universe of this research is centered on the discussion of multiple conditions that permeate the world of work today and that affect the professional work within the municipal social assistance policy, as well as the contradictory processes of Brazilian higher education and its repercussions in social work. This study attempted to explain how the principles of the academic background are expressed in the professional work and how this background has contributed (or not) in overcoming everyday challenges of social workers. This analysis pondered the relationship work X education in the capitalist sociability considering its contradictory aspects and the process of commercialization of higher education in Brazil, in addition to the constant global changes in the world of work. To that purpose, the methodology employed includes a literature review in academic productions regarding themes related to the object and interviews with social workers who work in the Centros de Referência da Assistência Social – CRAS (Basic Social Protection) and Instituições de Acolhimento de Longa Permanência (Social Protection of High Complexity) in municipalities in the administrative region of Registro - Vale do Ribeira. The interviewees were selected according to their academic backgrounds from both face-to-face and distance learning courses. This study reaffirms the importance of critical education of the social worker, so that they become professionals with theoretical, methodological, ethical-political and technical-operative competence to propose and negotiate with employers, considering going beyond the immediate demands presented. However, it was possible to outline some foundational aspects of professional education in the current situation, how some weaknesses of this process are presented in the work routine of social workers and what individual and/or collective strategies are used to overcome them / A presente dissertação tem como objeto analisar o trabalho do(a) assistente social, em atuação na política de Assistência Social, na região do Vale do Ribeira, sob a ótica da formação acadêmico-profissional. Visa, neste contexto, a uma aproximação crítica aos processos de trabalho, nos quais se insere o(a) assistente social, indagando sobre os desafios teóricos, técnicos, éticos e políticos que se interpõem no espaço institucional, bem como os recursos mobilizados para enfrentá-los. O universo da pesquisa está centrado na discussão das múltiplas determinações que permeiam o mundo do trabalho na atualidade e que incidem no trabalho profissional, no âmbito da política municipal de Assistência Social. Ainda, nos processos contraditórios da Educação Superior brasileira e em seus rebatimentos no Serviço Social. Buscou-se explicitar de que modo o trabalho profissional expressa os preceitos da formação acadêmica e como ela tem contribuído (ou não) na resolução dos desafios cotidianos do trabalho dos(as) assistentes sociais. Nessa análise, ponderou-se a respeito da relação Trabalho X Educação na sociabilidade capitalista, considerando seus aspectos contraditórios e o processo de mercantilização da Educação Superior brasileira, tal como as recorrentes mudanças globais no mundo do trabalho. Para alcançar os objetivos da pesquisa, realizou-se revisão bibliográfica em produções acadêmicas ligadas às temáticas relacionadas ao objeto, além de entrevistas com assistentes sociais que atuam nos Centros de Referência da Assistência Social – CRAS (Proteção Social Básica) e em Instituições de Acolhimento de Longa Permanência (Proteção Social de alta Complexidade) em municípios da região administrativa de Registro - Vale do Ribeira, tendo como critério de escolha, profissionais com formações acadêmicas oriundas das modalidades de ensino presencial e à distância. Reafirma-se neste estudo a importância da formação crítica do(a) assistente social, a fim de que o profissional tenha competência teórico-metodológica, ético-política e técnico-operativa para propor e negociar com as instituições empregadoras, tendo em vista que esses profissionais possam ir além das demandas imediatas que se apresentam. Guided by Netto's (2005) thesis that the profession contains a syncretic structure originate its social-professional condition in monopoly capitalism, we adopt the foundations of this structure, identified by the cited author, as the guiding threads of the reflections developed here, consecutively, has double justification. First is that the foundation of professional ethics is Social Work itself, and therefore, the theoretical-philosophical foundation it incorporates, professional morality and the ethicalpolitical effects of professional work, as well as the Code of professional ethics (BARROCO, 2003) are products that correspond to the demands and social needs placed on the profession, and, simultaneously, the choices that it makes under precise historical conditions. That is, the Social Work is carried out ethically from the determinants that explain it professionally. The second one is that the social question, the everyday and the "manipulation of empirical variables" (NETTO, 2005), as the foundations of the syncretic structure of Social Work, are taken here as those that guarantee the registration and the periodical update of Social Work in the division of labor, since they are only feasible by the correct articulation between the three highlighted grounds, forming or not syncretic components in the profession. If these fundamentals support the professional statute of Social Work, that is, their professional status, the ethical configuration of the profession necessarily passes through them, justifying them as conductors of the research. If the professional statute of Social Work results from the dynamism existing between the requisitions and demands placed on the profession and its "own reserves of forces", according to the same analysis of Netto (2005), the ethical condition of Social Work is engendered at the heart of this dynamism and expresses the social contradictions existing between one and the other. Thus, it is constituted by the professional statute of the Social Work itself, while simultaneously focusing on it as its ethical constituent. Given the radical historicity implied in this process, we inquire about the ethical perspectives potentially present in Social Work, in the face of contemporary capitalism ideologically articulated by neoliberalism and its immanent conservative condition; this scenario is compounded by traits that mark the formation of Brazilian society and state, persistent throughout history and which are evidenced today by the confrontation of the sequels of the social question, by the way of its moralization and by the militarization of daily life. The analysis of contemporary capitalism has shown a dominant ethos oriented by the values of competition, competitiveness, individualism, but also order and discipline, which guide the current sociability and rebate in the profession for the particularities processed in the dynamism between demands and requisitions professionals at such a conjuncture and the "own reserves of forces" of Social Work. In this place, we have identified the possibility of establishing a strictly normative / legalistic professional ethics compatible and functional to neoliberal-conservatism, which, precisely because of its enhanced dynamism, is confronted with the professional ethics built in the center of the ethical project in the last decades, and that is expressed in the Code of Ethics of 1993 / Nesta pesquisa, procuramos compreender a realização ética do Serviço Social nas condições histórico-sociais atuais. Orientados pela tese defendida por Netto (2005) de que a referida profissão contém uma estrutura sincrética advinda da sua condição sócio-profissional no capitalismo monopolista, adotamos os fundamentos dessa estrutura, identificados pelo citado autor, como fios condutores destas as reflexões aqui desenvolvidas, o que, por sua vez, possui dupla justificativa. A primeira delas é a de que o fundamento da ética profissional é o próprio Serviço Social, e, portanto, a fundamentação teórico-filosófica que ela incorpora, a moralidade profissional e os efeitos ético-políticos do trabalho profissional, bem como, o Código de Ética profissional (BARROCO, 2003) são produtos que correspondem às exigências e necessidades sociais postas à profissão, e, simultaneamente, às escolhas que ela realiza em condições históricas precisas. Ou seja, o Serviço Social realiza-se eticamente a partir das condicionalidades que o explicam profissionalmente. A segunda delas é a de que a questão social, o cotidiano e a “manipulação de variáveis empíricas” (NETTO, 2005), como os fundamentos da estrutura sincrética do Serviço Social, são tomados aqui como aqueles que garantem a inscrição e a periódica atualização do Serviço Social na divisão social e técnica do trabalho, uma vez que elas só se viabilizam pela justa articulação entre os três fundamentos destacados, formando eles ou não componentes sincréticos na profissão. Se esses fundamentos sustentam a condição profissional do Serviço Social, isto é, seu estatuto profissional, a configuração ética da profissão passa necessariamente por eles, justificando-os como condutores da pesquisa. Se o estatuto profissional do Serviço Social resulta do dinamismo existente entre as requisições e demandas colocadas à profissão e suas “reservas próprias de forças”, segundo a mesma análise de Netto (2005), a condição ética do Serviço Social é engendrada no âmago desse dinamismo e expressa as contradições sociais existentes entre um e outro. Assim, ela é constituída pelo próprio estatuto profissional do Serviço Social, ao mesmo tempo em que incide nele como seu constituinte ético. Dada a radical historicidade implicada nesse processo, indagamos acerca das perspectivas éticas potencialmente presentes no Serviço Social, em face do capitalismo contemporâneo ideologicamente alinhavado pelo neoliberalismo e sua imanente condição conservadora; esse cenário é adensado por traços que marcam a formação da sociedade e do Estado brasileiros, persistentes ao longo da história e que se evidenciam hoje destacadamente pelo enfrentamento das sequelas da questão social, pela via de sua moralização e pela militarização do cotidiano. A análise do capitalismo contemporâneo evidenciou um ethos dominante orientado pelos valores da concorrência, da competitividade, do individualismo, mas também, da ordem e da disciplina, que norteiam a sociabilidade atual e rebatem na profissão pelas particularidades processadas no próprio dinamismo entre as demandas e requisições profissionais delineadas numa tal conjuntura e as “reservas próprias de forças” do Serviço Social. À vista disso, identificamos a possibilidade de estar-se configurando no Serviço Social uma ética profissional estritamente normativa/legalista compatível e funcional ao neoliberalconservadorismo, a qual, exatamente pelo dinamismo realçado, se confronta com a ética profissional construída no bojo do projeto ético-político, nas últimas décadas, e que se expressa no Código de Ética de 1993

Are social workers with up to five years since their graduation practicing the profession? Are the professionals identifying themselves with their academic education field? What are the difficulties faced by the social worker when entering the job’s market? What is the profile of these young social workers? Such questions, turned into this dissertation’s objectives, instigated the research process, both with regards to the theoretical research, and in what concerns the accomplishment of a field work, considering a quantitative and qualitative approach through the application of an online questionnaire, answered by 25 social workers who graduated from the Federal University of São Paulo (UNIFESP) in 2014. The bibliographical data demonstrated the importance of acccounting, in the professional debate, the trends of the job’s market in the context of a globalized capitalism and of a neoliberal hegemony, as well as the repercussions of the macroeconomic conjuncture for the Social Work field (both academic and professional work). The data collected through the field work were analyzed, evidencing that, despite the strong identification with their degree’s fields, the young social workers have faced difficulties to perform the professional work immediately after graduation, turning to several master’s and doctorate’s programs that provide some financial assistance and enable the continuity of the studies, given that constant professional improvement is acknowledged as a facilitating factor in the insertion of the social worker in the job’s market / Esta dissertação discorre a respeito da situação profissional dos recém-formados em Serviço Social, no que tange à inserção (ou não) no mercado de trabalho do assistente social. Os assistentes sociais com até cinco anos da data de conclusão da graduação estão exercendo a profissão? Há identificação dos profissionais com a área de formação? Quais são as dificuldades enfrentadas para inserção no mercado de trabalho do assistente social? Qual o perfil desses jovens assistentes sociais? Tais perguntas, metamorfoseadas em objetivos, instigaram o processo de pesquisa, tanto no que tange ao levantamento do referencial teórico, quanto no que concerne à realização da pesquisa de campo, a partir de uma abordagem quantitativa e qualitativa por meio da aplicação de um questionário online, respondido por 25 assistentes sociais graduados pela Universidade Federal de São Paulo (UNIFESP) em 2014. A pesquisa bibliográfica demonstrou a importância de pautar no debate profissional as tendências para o mercado de trabalho em um contexto de capitalismo mundializado e de hegemonia neoliberal, bem como os rebatimentos da conjuntura macroeconômica para o Serviço Social (formação e trabalho profissional). Os dados coletados por meio da pesquisa de campo foram analisados, evidenciando que, apesar da forte identificação com a área de formação, os jovens assistentes sociais têm enfrentado dificuldades para exercer o trabalho profissional imediatamente após a conclusão da graduação, recorrendo a diversas pós-graduações que forneçam algum auxílio financeiro e possibilitem a continuidade dos estudos, haja vista que o constante aprimoramento profissional é entendido como elemento facilitador da inserção no mercado de trabalho do assistente social

Exploring empowering practices among school social worker's in Hong Kong: a discourse analysis study. / CUHK electronic theses & dissertations collection

Recurrent themes identified in the narratives of the research participants revealed their perceptions and experiences of the diverse forms of power in this setting, their understanding and interpretation of the meaning of empowerment, and the building of foundations for effective empowering practices. The research findings show how practitioners enhance their own reflexivity as well as those of service partners and users to create a favorable learning environment. They challenged the dominant discourses and produced alternative ones, thus enriching the meaning of education. They also engaged in different dimensions of empowerment, namely (1) the personal dimension as how service users recaptured a sense of competence to meet life challenges and fight for their own benefits; (2) the interpersonal dimension as how practitioners collaborated with school personnel to safeguard student rights and secure social justice; (3) the school and community dimensions as how practitioners initiated positive changes to school policies and mobilized community resources for student development; and (4) the institutional dimension as how practitioners played the advocacy role in the education sector. / The findings provide a knowledge base for an understanding of the significant aspects of power and empowerment in school social work service. The recommendations induced are put into policy, practice, and research categories. They serve as useful information for policy makers to revisit the existing school social work policy to improve the working conditions of practitioners. They give valuable reference materials for youth workers to apply the empowerment approach in actual practice. They also stimulate other intellectuals to explore future directions of social work research in general, as well as youth and school social work studies in particular. / The research findings suggest that empowerment can be generated through a number of ways and understood in terms of dialogical process, reflexive practice, discourse construction, localized actions, collective actions and multiple interventions. The synthesis of these domains opens up the possibility for developing a framework of empowerment-oriented school social work practice. This framework provides a "map" to guide practitioners to work with power in diverse, dynamic, creative, and contextual ways. / This thesis examines the field experiences of Hong Kong school social workers in encountering different forms of power and carrying out empowering practices. A critical social work perspective is adopted to theorize a conceptual framework to explicate the narratives collected through in-depth interviews with 15 frontline school social workers. These research participants were chosen with regard to their service experience, the agencies they belonged to, and the types of schools they served. Using discourse analysis as the research strategy adds a power and political dimension in analyzing their narratives in the Hong Kong context.
