中共近年經濟力量大幅上揚，並且於2010年超過日本躍升為全球第二大經濟體，軍事力量亦逐年提升，雖然中共國家主席習近平於2012年在北京舉行的世界和平論壇開幕式上發表談話，向世界各國表示中國將繼續走和平發展的路。但對於台灣卻從未放棄過以武力解放，二砲部隊成立迄今已將近半個世紀，其發展也不可同日而語，從過去的「擇機發射」到現在的「隨機發射」，從「固定發射」到「機動發射」，從「和平環境」到「戰場環境」，幾乎每年都有近千件新的科技研發。如何因應中共飛彈的威脅已經成為各國的課題之一了。
