企業倫理教育影響之跨文化比較: 比較台灣及美國商學院學生 / A cross-cultural comparison of the impact of business ethics teaching: a comparison of Taiwanese and American business students

The term “global business” implies not only unprecedented integration of countries through trade, but also an amalgamation of cultural, social, and individual values which influences how corporate decisions should be made to fulfill expectations of shareholders and stakeholders. The objective of this research is to investigate how business ethics education impacts business students in consideration of differences in cultural and individual values. In pursuit of this goal, the author recruited two groups of senior Taiwanese business students and one group of senior business students from the U.S.A. and conducted a survey-based experiment to measure the influence of culture and business ethics training on the students’ business action decisions. Motivations for this research are twofold. First, much past research adopting solely Hofstede’s classic cultural model to compare international reception of business ethics has generalized a contradictory argument based on false cultural understanding; second, research associating a nation’s specific cultural characters with difficulty in pursuing business ethics has overlooked individuality in the face of questionable business conduct. The result at the cultural level comparison indicates that, except for behavior associated with bribery, business ethics education indeed creates universal agreement across different business ethical issues between the Taiwanese and American students. The consistency of their decisions and rationales towards questionable business actions suggests that future research should not correlate superficial cultural characters with dissatisfying business ethics standards in certain countries. Rather, scholars need to explore social or individual incentives to encourage business practitioners to think and act ethically. On the other hand, the comparison of two groups of Taiwan students yielded a dissatisfying but inspiring result: the experience of receiving business education did not cause one group’s decisions to be more ethical than the other. The research’s expectation of business ethics education was not attained; however, this disappointment may encourage greater feedback from experienced business professionals for future efforts in business ethics teaching and research. A pedagogical approach which integrates business professionals may encourage more practical and applicable course design, as well as, facilitate genuine ethical business in an environment, such as Taiwan, where individuals are well-acquainted with the concept and practice of business ethics but encounter daily obstacles to their ability to opt for ethical actions.

臺北市政府實施殯葬禮儀服務業評鑑之研究 / Research on the Implementation of the Funeral Service Evaluation of Taipei City Government ,Taiwan

近二十年來台灣經濟發展快速,國民生活所得提高,使得生活水平不斷上升,消費意識跟著抬頭,新公共管理學派「顧客導向」蔚為風潮,並同時強調價值的調和與課責的概念,因此「評鑑」是決定績效或品質的有效方法。而有鑑於過去殯葬市場資訊封閉,民眾(消費者)在資訊不完全、不對稱的情形,無從得知殯葬禮儀服務業者的優缺點、服務項目與收費、申訴管道等,復以民眾對於喪葬儀式與服務品質亦有所新要求,政府應如何實施殯葬評鑑以提供民眾資訊,加強業者的企業倫理與社會責任,己刻不容緩。 本文旨對台北市政府自民國89年實施殯葬禮儀服務業評鑑之情形做一探討,以質性研究及文獻分析對不同規模葬儀業者、評鑑承辦人員及殯葬消費者等360度績效評估方法進行訪談,以期了解葬儀業者是否依評鑑的要求進而提高其人員素質及服務品質;另民眾對殯葬消費方式的選擇是否會受評鑑結果的影響,以及對殯葬服務之滿意度,這些就成為目前政府與民眾所關注的重要議題,也是本文探討的核心焦點。 本研究發現:一、殯葬禮儀服務業者與殯葬消費者均對辦理殯葬評鑑表示接受或肯定;二、殯葬評鑑的確會提升葬儀業者的人員素質及服務品質;三、殯葬評鑑宣導不足;四、殯葬評鑑未達獎優懲劣效果。再依研究發現提出七項建議::一、針對業者規模「量身訂做」評鑑評分表;二、評鑑委員的配置需以不同領域之專家學者同組;三、評鑑獎項多元化;四、提供多元管道,加強宣導殯葬評鑑的資訊;五、殯葬消費價格及項目公開化;六、合理對殯葬業者獎優懲劣;七、加強對業者及民眾之教育。 目前國內生死意識抬頭、且生死教育正在起步,惟國內外均無殯葬評鑑之相關研究,期望本研究之濫觴,促使政府及民眾對殯葬評鑑之重視。 / The living standard has risen dramatically together with its consumers’ rights consciousness due to the rapid economic growth and the raising income in recent twenty years in Taiwan. In addition, the customer orientation of new public management has become a tendency and the reconciliation of its value and the concept of accountability are highly valued at the same time. Therefore, it is an effective way to decide the result or the quality by the evaluation. In view of the information of funeral markets is closed in the past and customers cannot know the advantage, disadvantage, service, charge and grievance system of morticians under the situation with incomplete information. Moreover, customers have new demand for the funeral ceremonies and the quality of services. Hence, the government should implement the funeral evaluation immediately in order to provide more information to customers and reinforce the business ethics as well as social responsibility of undertakers. The research aims at exploring the situation of implementing the funeral service evaluation of Taipei city government since 1990. This paper researched qualitatively and analyzed the literature by interviewing different scale of undertakers, people who are responsible for the evaluation and customers with multi-source assessment model in order to understand if morticians enhance their quality and services according to the demand of the evaluation. On the other hand, whether the evaluation’s results influence customers’ choice of a particular funeral service provider and their satisfactoriness become the important issues which the government and the public concern a lot at present. Furthermore, they are also the main focuses that this paper discusses about. It is found that both morticians and customers show their acceptance or approval of the funeral service evaluation. In addition, the funeral service evaluation indeed raises the quality and services of undertakers. Next, the education of the funeral service evaluation is not enough. Last, the funeral service evaluation does not achieve its effect of rewarding and punishing. Furthermore, seven suggestions are presented according to the research. First, make appropriate evaluation form in accordance with the scale of morticians. Second, the arrangement of evaluation committee members should be composed of scholars and experts in different fields. Third, the evaluation reward can be diversified. Fourth, provide various ways to reinforce the instruction of the funeral service evaluation information. Fifth, the prices and details of funeral services should come into the open. Sixth, reward the good and punish the bad undertakers reasonably. Finally, reinforce the education of morticians and the public. The public pay more attention to the consciousness of life and death at present and the education of life and death is beginning but there is no related research about the funeral service evaluation in Taiwan or abroad. The researcher hopes the source of this study will promote the government and the public value the funeral service evaluation.

政府與企業之弊端揭發過程比較研究-從揭弊者受影響因素的角度 / The Comparative Research of Whistle-Blowing in Government and Business Organizations-The Factors Affecting Whistleblowers

近來各國政府對於公共服務的提供,越來越傾向公私協力的方式,以滿足人民的多元需求,但是有時因為政府的監督效率不彰甚至是政府與財團勾結,以至於企業組織的不法行為嚴重影響了公共利益。而外部的監督機制效果失靈,弊端揭發(whistle blowing)就成為了最後一道防線。但是,不論在公私部門,只要是在組織內揭露不法情事,勢必牽涉許多複雜的因素,以及可能對揭發者造成風險,再加上我國法制的不健全難以對揭弊者提供完善的保護,這些都將影響成員揭發的意願。 因此,為探討上述問題,本研究採取質性研究的方式,運用文獻回顧與深度訪談作為研究方法。本研究的研究架構是從弊端揭發者的心理進程發展依序探討,首先,以公務倫理或企業倫理、揭弊前因素以及預期揭弊後因素之三類現有因素做出初步判斷,再者,以前述判斷結果作為依據,將揭弊管道、對象以及手段納入綜合考量,最後做出揭發弊端與否的決定。本研究之研究發現認為,第一,企業倫理與公務倫理難以促使揭弊行為產生。第二、有利組織弊端揭發的情境與結構包括溝通管道暢通、扁平化的組織以及創新傾向的組織文化並且權力在其中居於主導地位。第三、現行保護機制無法保障私部門成員之工作與公務人員之安全。 另外,建議後續研究者可以選擇公私協力之個案,或是可以就組織中的「有權者」的角度來探討。最後,本研究根據研究發現提出幾點實務建議: 一、 制定公益揭發專法 二、 增加組織成員職涯規劃的多元性 三、 加重行賄者責任 四、 改善政風單位處理程序 關鍵詞:弊端揭發過程、公務倫理、企業倫理、弊端揭發者保護機制 / Nowadays, to satisfy the diverse demands from people, governments tend to work with business organizations to provide better public service. However, due to the possibilities of poor supervision from governments and collusion between both parties, public interest is often under great threat or even severely violated. Therefore, whistle-blowing will be the last defense once the external control systems fail. No matter in public or private organizations, it may put the whistleblower at risk while disclosing wrongdoings which involves many complex factors. And it could also affect people’s willingness of being a whistleblower due to the lack of protecting system in our existing legal regime. To investigate above topic, this study is conducted with qualitative research analysis, and is to use documentary analysis and depth interview as the research methods. The conceptual framework is to investigate by the whistleblower’s psychological process in sequence. First of all, the whistleblower will make the initial judgments with three existing factors: administrative ethics or business ethics, the factors prior to whistle-blowing, and the expected factors after whistle-blowing. Therefore, based on the initial judgments mentioned above, the whistleblower will decide whether to blow the whistle or not after taking channels, objects, and means into account. The findings of this research indicate three following points: (1) Administrative ethics or business ethics lead to little possibility that brings out whistle-blowing. (2) The situations or structures which are conducive to whistle-blowing include unimpeded communication channel, horizontal organization, and innovation-tended organizational culture. And the power holds a dominant position. (3) Existing protecting system cannot ensure the right to work of people working in private sector, nor the safety of public servant. In addition, the author suggests that succeeding investigators choose the case related to public private partnership, or probe from the perspective of the powers. At last, the practical suggestions based on the findings of this study are as following: 1. To legislate for public interest disclosure 2. To enrich the diversity of members’ career development 3. To aggravate the consequences of giving bribes 4.
