內容扼要說明如次：
市地重劃為達成都市建設目標的春要手段之一。現行重劃事業法令中由仿缺乏一套明
確妥適之勘選原則及方法，致使重劃人員難以選定適合辦理重劃之地區，一來影響重
劃後土地之有效合理利用，二來造成土地資源與公共投資之浪費。本論文即針對此問
題，經由文獻理論之探討，草擬出一套市地重劃劃定準則；再透過「市地重劃劃定準
則問卷」施測之回餽。修正，來建立一套客觀合理之重劃區劃定準則，以據此選出商
合辦理重劃之地區及決定實施重劃區之優先次序，而有助於實施重劃目標之達成，促
進地盡其利，並做為以後政府實施相關計劃之參考。
