經濟制裁與外交政策工具之應用：古巴、多明尼加與南非經濟制裁之個案研究張正昇, ZHANG, ZHENG-SHENG Unknown Date (has links)
本論文計分為六章十八節，約有十萬字。論文架構簡介如下：
第一章 說明本文的研究動機、目的、方法與範圍。
第二章 外交政策工具與經驗制裁。首先簡介外交政策工具的種類，分析說明經濟制
裁在外交政策工具上的角色與地位，然後再探討經濟制裁的概念、種類、目標與所使
用的方法。
第三章至第五章皆是個案研究。第三章為美國對古巴經濟制裁，第四章為美國對多明
尼加經濟制裁，第五章為美國對南非經濟制裁。在這幾章中，首先說明美國的制裁原
因與目標，分析說明美國為何會採用此一經濟工具，最後筆者試著從個案研究中抽取
出制裁成功失敗的原因。
第六章為綜合評估。首先說明經濟制裁的有效性，進而懷疑經濟制裁真能實現國家政
策目標？不過筆者依據個案研究所得之經驗認為在某些條件配合下，經驗制裁仍有其
適用性存在。
