每當臺灣發生亂事時,駐臺軍隊無法發揮功能,但從歷次亂事中,他們發現,原住民是一支很好的武力,每當在亂事發生時,官方招募原住民協助平亂,原住民都有很好的表現,因此在乾隆53年林爽文事件結束後,率軍平亂的將軍福康安奏請清廷將臺灣的原住民壯丁收編為國家軍隊,採用中國行之已久的屯田制,將原住民的壯丁收為國家軍隊的一員,此即是本論文所討論的屯丁制度． 清朝在臺成立屯丁制係面對臺灣屢次發生變亂所採取的回應,因此要深入理解屯丁制的意義以及賦予其適當的歷史定位，必須對清代對臺原住民政策進行分析，然後再討論政策本身的歸劃和得失及影響．
