新縣制之研究

民國廿八年九月十九日，國民政府頒布「縣各級組織綱要」，通令後方各省自廿九年 度起實施，這是抗戰時期，政府在內政方面的一大改革措施，也是我國地方自治史上 的一件大事。一般稱之為新縣制。 抗戰期間，政府採取了抗戰建國並行的方針，新縣制適逢其會，肩負了一部分抗戰建 國的任務。自其實施以還，各界頌揚與批評之文字不少，惟作有系統之研究者，尚不 多見。本論文系就新縣制始末，作一嘗試性之探討。全文共一冊，約一萬字，分為八 章，第一章為緒論，第二章分析其產生之原因，第三章嘗試性之探討。全文共一冊， 約十一萬字，分為八章，第一章為緒論，第二章分析其產生之原因，第三章敘述其制 訂之經過，第四章敘述其主要之內容，第五章探討其實施之梗概，第六章檢討其優劣 得失，第七章就它與台灣省各縣市實施地方自治綱要之異同，作一簡單之比較，第八 章為結論。
