本篇論文計一冊，約七萬餘字，分八章二十七節，主要目的在探討我國公營事業之內 部審核制度。第一章說明研究動機、目的、範圍、方法及論文結構。第二至四章說明 內部審核的意義、特性、演進與未來展望，並探討如何提高內部審核功能，其中並說 明公營事業內部審核與內部視察、與外來審計之間的關係及配合，此三章主要目的在 確定現代內部審核意義及探討如何發揮內部審核功效。第五、六章旨在說明我國公營 事業內部審核制度之沿革及目前施行現況。第七章係就第五、六章所說明現況，藉前 述各章所闡述的觀念加以探討，期增進我國公營事業內部審核制度的瞭解，俾提出具 體的改善意見。
