地方政府財政能力與租稅努力之研究

地方政府財政能力係指各級地方政府（如省、縣市、或鄉鎮）支應公共支出的能力。 租稅努力則為利用財政能力的程度之指標。此兩者之應用範圍頗廣，最常見者乃作為 上級政府對下級政府提供補助款時之參考因素。就我國而言，省府補助款項為各縣市 政府收入之重要來源，為求合理公平分配省府補助款，正確地衡量各縣市政府之財政 能力與租稅努力實為基本的且極其重要的課題。 本文共分五章（約三、四萬字）： 第一章緒論。說明研究動機與目的、研究方法、範圍及研究架構。 第二章財政能力與租稅努力之概念。闡明財政能力與租稅努力之意義，並介紹其應用 。 第三章財政能力之估計方法。評析各種估計方法，並就實證上的有關文獻作一回顧。 第四章實證結果之說明與分析。擇取適當估計方法，以瞭解我國各縣市政府財政能力 與租稅努力之現況。 第五章結論與建議。歸納本文研究之結果，提供決策參考之建議。
