臺北縣市新制校務會議組織運作與實施成效之研究 / New system of school council operating and effectiveness using in Taipei city and Taipei county

本研究主要在探討八十八年二月國民教育法修正後,臺北縣、市校務會議組織運作與實施成效之情形,並研析兩者之間的關係,據以提出建議,供改進國民中學校務會議之組織運作及提昇實施成效的參考。 本研究兼採文獻分析及問卷調查法。根據研究目的、待答問題及文獻探討,編製「臺北縣、市新制校務會議組織運作與實施成效調查問卷」,然後依臺北縣、市現有之公立國民中學117所實施全面普查,每校分層隨機抽樣十位參與校務會議之代表成員為對象,共計發出問卷1140份,回收可用問卷720份。經統計獲得如下之發現: 一、在組織運作與實施成效上均給予中等以上程度的肯定。 二、台北市國民申學顯著優於臺北縣國民中學。 三、中型學校(25班至49班)在「民主參與」表現最好。 四、以學校年齡在11~20年者表現最佳。 五、男性成員顯著高於女性成員。 六、服務年資以16年以上者表現最佳。 七、以家長代表表現最佳,專任教師代表表現最差。 八、組織運作對實施成效具有正向的預測作用。 至於本研究對於教育行政單位、學校工作團隊與未來相關研究的建議,則詳如內文。 / The revision of law in national education executed in Feb 1999. The main purpose of this paper focus on the relationship between organization operating and effectiveness using of school council. And it will give some advices clearly to the junior high school council. This paper adopted literature review and questionnaire survey to arrange a questionnaire about "the new system of school council operating and effectiveness using in Taipei City and Taipei County". And stratified random sampling, which send out 1140 questionnaires and retrieve 720 ones, and took ten members of school council from 117 junior high schools in Taipei, was been adopted. The evaluating result by statistics shows that: 1. We gave medium appreciation about the organization operating and effectiveness using. 2. The evaluating result of junior high schools in Taipei City was better than in Taipei County. 3. The middle-scale schools, owns twenty five to forty nine classes, had better performance in democratic participation. 4. The schools between 11 and 20 years had better performance too. 5. The performance of male samples are remarkable than female. 6. The samples working more than sixteen years are better than any other. 7. The householders had a good performance, and full time teachers had the bad performance on the contrary. 8. Organization operating has a right prediction to the efficiency. The detail about educating administrative unit, working group of junior high school and ongoing research were in the context.

臺北市立高級中學教師組織運作成效之研究 / The operational effectiveness of high school teachers organizations in Taipei.

本研究旨在探討臺北市立高級中學教師組織運作成效。其中教師組織主要是指「學校教師會」,運作成效則包含「強化組織運作」、「促進校園民主」、「提升教師專業」等三個層面;並分析「強化組織運作」、「促進校園民主」與「提升教師專業」三層面間的相關程度;進而利用開放問卷了解學校教師對未來教師組織發展的期待與展望。 研究採問卷調查法,對象為臺北市立高級中學編制內正式教師,問卷共寄出400份,回收326份,回收率81.5%,剔除無效問卷25份,尚餘有效問卷共301份。在統計上採用次數分配、平均數、標準差、t考驗、單因子變異數分析與積差相關,並就單因子變異數分析呈現差異者再以薛費法或LSD法來進行事後比較。最後根據文獻探討、問卷調查與開放問卷結果,歸納結論如下: 一、「學校教師會運作成效」屬中高程度,「強化組織運作」、「促進校園民主」層面屬高程度,「提升教師專業」層面屬中高程度。 二、各背景變項對「學校教師會運作成效」,在高中校史較短與較悠久、男性、任教年資較淺、曾兼任學校行政職務教師高於一般教師。 三、各背景變項對「強化組織運作」層面運作成效,在任教年資較淺、曾兼任學校行政職務教師高於一般教師。 四、各背景變項對「促進校園民主」層面運作成效,在高中校史較短、男性、任教年資較淺、曾兼任學校行政職務教師高於一般教師。 五、各背景變項對「提升教師專業」層面運作成效,在普通高中、高中校史悠久、任教年資較淺、曾兼任學校行政職務教師高於一般教師。 六、「強化組織運作」、「促進校園民主」與「提升教師專業」三層面間達相關性顯著且為高度正相關,各面向間亦達相關性顯著且為高度或中度正相關。 七、高中教師期待未來教師組織能參與教育政策制定、強化教師組織運作、提升教師專業素養,在不影響學生受教權的前提下,積極爭取教師權益。 最後,根據上述研究結論提出建議,供學校教師組織及其他研究者參考。 關鍵詞:學校教師會、教師工會、教師組織運作成效 / The purpose of this study is to investigate the operational effectiveness of high school teachers organizations in Taipei. The teachers organizations mainly refer to Teachers Associations at high schools across the city, operational effectiveness includes three aspects: strengthen organization operations, promote campus democracy and enhance teachers' profession,by analyzing the relationships between these aspects, and the author tries to understand what teachers are thinking through open questionaire about the future development of teachers associations. 400 copies of the questionnaire were sent to high school teachers in Taipei , 326 were returned, the recovery rate was 81.5%, including 25 invalid questionnaires returned. The statistics methods we used include: mean, standard deviation, T-test, one-way ANOVA, Pearson correlations. If one-way ANOVA showed significant differences between data, Scheffe method or LSD was applied for furthur comparisons. Finally, the major results were summarized as follows: 1."The operational effectiveness of the teachers association at high schools" was scored medium to high. "Strengthen organization operation", "promote campus democracy" was scored high, and "enhance teachers' profession" was scored medium to high. 2.Teachers who are younger/male/have administrative experiences, or teach in a younger school scores higher than other teachers in "The operational effectiveness of the teachers association at high schools". 3.Teachers who are younger/have administrative experiences scores higher than other teachers in "strengthen organization operations". 4.Teachers who are younger/male/have administrative experiences, or teach in a younger school scores higher than other teachers in "promote campus democracy". 5.Teachers who are younger/have administrative experiences, or teach in a older school or in a normal high school as opposed to vocational schools scores higher than other teachers in "enhancing teachers' profession". 6."Strengthen organization operation", "promote campus democracy" and "enhance teachers' profession" are highly correlated to one another positively. 7.High school teachers are expecting that in the future teachers organizations can participate in the formulation of education policy, strengthen the operation of teachers associations, help enhance the professional skills of teachers, and actively fight for the interests of teachers while not affecting students' right to learn. Finally, we made some recommendations for teachers associations across the city and other researchers for reference, based on the above research findings. 直轄市山地原住民區改制前後制度及組織運作之研究-以新北市烏來區為例 / A Research on the Institutions and Operations Resulted from the Reform of High Land Indigenous Districts of Special Municipalities--the Case Study of Wulai District of New Tapei City

本研究旨在探討直轄市山地原住民區改制前後,原為官派制轉換成民選制的區,比較兩種制度在地方上的治理運作與模式,以表現不同制度在相同環境、事務時所產生的運作差異,一方面評估不同制度下之運作;方面評估制度中的民意制衡能力。最後分析民選制與官派制於治理上的優缺點和差異,並對當前制度提出相應的改善建議。 本研究採用的研究方法如下: 1.個案研究法:選定新北市烏來區為個案,觀察制度轉換之差異所造成的影響。 2.文獻分析法:整理分析相關文書資料以比較官派制與民選制的結構、機制之差異。 3.深入訪談法:選定直轄市山地原住民區改制前後,擔任行政與民代職務者,進行職 責與實務的訪談,調查制度差異對行為與結果的影響,以及地方感受跟評價。 / The case study is research to the mountain indigenous districts of special municipalities, the former official system is converted into an elected system of district.By comparing the models and practices of these two local governance systems brought by the institutional reform, which has led our attention to the differences of behavior and reaction the two systems have while put in the same environment and under the same government affairs, this present study evaluates the two systems with special focus on their administrative performance and check-and-balance capability of the public sector. The ultimate purpose of this study is to analyze the merits and limits of elected representation and official appointment and through observing one real case, and finally propose advices to improve the current system. Methodologies adopted in this study include: 1.Case study: Wilai District of New Taipei City is chosen to observe the impact of institutional reform. 2.Literature analysis: Relevant documents and data are collected and analyzed for the comparison of official appointment and elected representation in their organizational and functional differences. 3.In-depth interview: Administrative officials and elected representatives who have experienced the transition are interviewed about their duty change and practical exercise of governance, in hope to investigate behavioral and consequential influences the new system has caused, and collect feedback and evaluation from local government.
