Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A presente dissertação trata da atuação da Igreja Católica nos debates sucedidos no processo de formulação e promulgação da primeira Lei de Diretrizes e Bases do Brasil, lei 4.024 de 1961. O objetivo central é discorrer sobre as ações e as estratégias de atuação da Igreja, que lhe permitiram vitórias na aprovação da referida lei, buscando demonstrar que esta vitória não é apenas o fruto de uma luta de treze anos (tempo de tramitação da lei), mas sim de um processo iniciado na década de 1920. Apresenta-se uma pesquisa qualitativa do tipo exploratória explicativa, com pesquisa bibliográfica e documental, que visa explicar o porquê da participação católica na elaboração da primeira LDB. Ao longo dos três capítulos recorre-se a fontes primárias de tipo variado como revista no caso, a revista A Ordem; o Boletim SERVIR; artigos - os analisados para a presente pesquisa estão todos reunidos no livro Indicações Políticas de Alceu Amoroso Lima -; e recorro também, a fontes jurídicas como a Constituição de 1934, a Constituição de 1946, os projetos apresentados ao Congresso em 1948 e em 1958, Diários e Anais do Congresso Nacional, a Lei 4.024 de 1961 a lei de Diretrizes e Base. A metodologia empregada em todas as fontes segue a linha de uma análise de conteúdo, ou seja, com leitura e interpretação de seu teor. / This dissertation addresses the role of the Catholic Church succeeded in discussions on the formulation and promulgation of the first Law of Guidelines and Bases of Brazil, Law 4024 of 1961. The main objective is to discuss the actions and strategies of action of the Church which allowed him to win the approval of the law, seeking to demonstrate that this victory is not only the result of a fight than thirteen years (time for handling the law), but a process that began in the 1920s. It presents a qualitative exploratory type - explanatory, with bibliographical and documentary, which aims to explain why the Catholic participation in the drafting of the first LDB. Over the three chapters resorts to primary sources as varied type of magazine in case the revised Order; Bulletin SERVE; articles - those analyzed for this study are all together in book Indications Policies Alceu Amoroso Lima -, and I turn too, the legal sources as the 1934 Constitution, the 1946 Constitution, the projects presented to Congress in 1948 and 1958, Journals and Proceedings of the National Congress, Law 4024 of 1961 and the law Base Guidelines. The methodology employed in all sources follows the line of a content analysis, ie, reading and interpretation of their content.

Goeldi e Ruffato dão atenção especial à temática urbana, mais detidamente à representação da periferia e seus personagens anônimos. Buscando uma linguagem própria, compartilham diversos traços que guardam semelhanças, na intenção de singularizar e evidenciar as coisas e pessoas desse universo tradicionalmente omitido, assumindo uma dimensão crítica pungente. Mais do que uma simples imagem, o que esses artistas entregam vai além da leitura e da visibilidade: é o espanto, o medo, a violência, a miséria. Nesse sentido, esteticamente, Goeldi e Ruffato compartilham de um procedimento realista, no entanto, esse realismo diferencia-se por estar imbuído de uma proposta que muito se assemelha ao expressionismo em seus contornos ideológicos. Em termos de organização da análise, este trabalho divide-se em três partes que contemplam respectivamente: i) um levantamento acerca da tradição dos estudos interartes e uma contextualização acerca dos artistas analisados; ii) uma discussão a respeito do realismo e do expressionismo como correntes influenciadoras da produção desses artistas; e iii) uma análise em detalhe de aspectos técnicos relevantes determinantes para a configuração das obras e a reflexão por elas suscitadas. Encontra-se, ainda, como apêndice ao trabalho, uma biografia de cada um. _________________________________________________________________________________________ ABSTRACT / This work aims to approximate the woodcuts by Oswaldo Goeldi and the novel Eles eram muitos cavalos, by Luiz Ruffato, works of two artists who drew a deviant path in the arts,making conscious use of their production to speak of that which was excluded from the brasilian project of nation, of which was neglected. Goeldi and Ruffato give special attention to the urban themes, more closely to the representation of the periphery. Seeking their own language, share many technical traces that keep similarities, with the intention to single out and highligth the things and people of this universe traditionally omitted, assuming a critical poignant dimension. More than a picture, what these artists deliver to us goes beyond reading and visibility, it's in another dimension: it’s the awe, the fear, the violence and the poverty. In this sense, aesthetically, Goeldi and Ruffato shares a realistic procedure, however, that realism differentiates itself by bringing a proposal that is very similar to expressionism in its ideological contours. In terms of organization of the analysis, this work is divided into two parts which cover respectively: i) a survey about the tradition of interart studies and a background about the artist chosen; ii) a discussion of realism and expressionism as current that influenced his production, and iii) a detailed analysis of the technical aspects most relevant to determining the configuration of the work and the reflections raised by them.
