Pour ce faire, je montrerai en quoi le discours des instances gouvernementales et militaires a permis de créer une réalité, un monde qui tolère et/ou encourage des pratiques tortionnaires au niveau local. J'identifierai deux processus sociaux - la déshumanisation et l'autorisation - émergeant de documents gouvernementaux étasuniens tels que des mémorandums et des rapports militaires qui ont mis en place une torture-sustaining reality révélée au niveau local par le scandale d'Abou Ghraïb.

With the advent of the Municipal Management Finance Management Act, (Act 56 of 2003), working capital issues have been legislatively forced onto managers’ daily agenda. Municipal finance officials have been given a clear mandate to focus greater attention on issues such as debt and cash management and stricter policies relating to short term credit financing. The MFMA allows for the unlocking of the fiscal powers of a municipality to generate its own income. Research objectivesThisresearch is intended as a pilot study that argues greater focus on and improvement of, working capital procedures would assist a municipality to exploit this fiscal capacity. Other objectives include: - Generate greater interest in this topic amongst researchers. - Identify factors that limit the implementing good working capital policy. - Identify factors the affect the income earning ability of municipalities. - Identify possible best practices benchmarking.

Šiuo metu kalbos technologijos vystosi ir tobulėja, daugėja jų taikymo sričių, tačiau nėra plačiai prieinamų lietuvių kalbos atpažinimo ir sintezavimo produktų. Daugelis kalbos technologijų produktų yra pritaikyti anglų kalbai. Šio darbo tikslas – išnagrinėti, kalbos atpažinimo ir kalbos sintezės produktų adaptavimo lietuvių kalbai galimybes. Tuo tikslu atliktas tyrimas su kalbos sintezės programa „ReadPlease 2003“ ir kalbos atpažinimo programa „Dragon NaturallySpeaking 10“. Su programa „ReadPlease 2003“, nustatytas lietuviškų žodžių perskaitymo aiškumas yra vos 35%. Tuos pačius žodžius transkribavus perskaitymo aiškumas gautas 95%. Galima teigti, kad lietuvių kalbos žodžiams užrašyti naudojant anglų kalbos fonetinę rašybą ir pateikus užrašytus žodžius programai „ReadPlease 2003“ perskaityti, žodžių aiškumas tapo 60% didesnis nei užrašius pagal lietuvių kalbos fonetinę rašybą. Su programa „Dragon Naturally Speaking 10“, nustatyta, kad geriausiai yra atpažįstami ilgi žodžiai, mažiausiai - trumpi. Daugiausia klaidų yra daroma ties dviejų balsių a ir i trumpinimu bei ilginimu. Taip pat daugiau klaidų yra daroma žodžiuose su dusliaisiais priebalsiais nei žodžiuose su skardžiaisiais. Apskaičiuotas bendras programos atpažinimo efektyvumas, pagal penkių diktorių diktavimo rezultatus, yra 84,8%. Todėl galima teigti, kad aklai pasikliauti programa diktuojant žodžius negalima, tačiau prižiūrint ir pataisant neteisingai įvestą žodį, ji gali būti naudojama kaip puiki rašymo priemonė... [toliau žr. visą tekstą] / Currently, the speech technologies develop and improve, increase the number of application areas, but is not widely available in Lithuanian language recognition and speech synthesis programs. Many speech technology products are adapted to the English language. The aim of this work - to examine of possibilities to adapt speech recognition and speech synthesis products for Lithuanian language. To achieve the aim was researching two of the English language programs, „ReadPlease 2003“ and „Dragon Naturally Speaking 10“ the use of Lithuanian language possibilities. The first test of the program „ReadPlease 2003“, established the Lithuanian words perusal clarity is only 35%. The same words were transcriptioned, then clarity of reading became 95%. It can be argued that the Lithuanian words recorded using the phonetic spelling of the English language and presentation of written words for „ReadPlease 2003“ perusal the words of clarity was 60% higher than Lithuanian words recorded using the phonetic spelling of the Lithuanian language. The program „Dragon NaturallySpeaking 10“ was used during the second test. This time was found that the best is to identify long words, at least - short. Most mistakes are made at the two vowels a and i, when its are shortened and extensioned. As well as more errors are made in the words with voiceless consonants than words with voiced consonants. Approved for public release; distribution is unlimited / During Operation Iraqi Freedom (OIF), the U.S. Department of Defense instituted a program to attach civilian journalists to coalition military units. Their purpose was to report firsthand on the military campaign to topple Saddam Hussein. These "embedded journalists," as they were called, would travel, eat, sleep, and endure the same hardships and dangers of the soldiers and Marines they were accompanying. While their immediate and highly dramatic accounts offered a perspective not before seen by the news-hungry U.S. public, they also raised questions if the "embedding" process resulted in a more thematically narrow coverage of the war. This study addresses the newspaper coverage of OIF by examining the content of the embedded and non-embedded war reporting of various highly circulating U.S. newspapers. It is posited that being attached or embedded within U.S. military units resulted in the journalists producing a body of stories concerning military operations and personnel markedly different than nonembedded reporters during OIF. / Major, United States Marine Corps

Within days of a major failed strike by attack helicopters during Operation Iraqi Freedom (OIF) analysts were questioning the value of such platforms on the modern battlefield. As OIF moved from combat to stability operations, helicopter losses from enemy action actually increased seemingly strengthening the argument of those who see the helicopter as unsuitable to some combat operations. Attack helicopter operations have diverged into two distinct categories, interdiction and close air support (CAS), since their inception. This thesis argues that attack helicopters are most suited to perform CAS while their employment in interdiction is problematic at best. Doctrine, tactics, and threat are studied as they applied in the Soviet-Afghan War, Desert Storm, and OIF in order to examine the issue across a range of time and types of warfare.

A Comparison of the Development of Development and the Development of Underdevelopment Approaches

This study concerns a comparison and contrast of two development approaches to determine their applicability in dealing with the global problem of unequal development. Chapter I introduces the purpose and the significance of the study, and the selection of one representative model for each approach. They are W. W. Rostow's model and Samir Amin's model. Chapter II elucidates Rostow's model. Chapter III explains Amin's model. Chapter IV presents a comparison and contrast of the two models both methodologically and conceptually. Chapter V contains the conclusion that Rostow' s model cannot be a universal development model due to its methodological shortcomings, whereas Amin's model should be accepted for its analysis in explaining the reasons' for today's unequal development on a world scale.

Lack of Routine Preventive Care as a Determinant for Pediatric Asthma ER Visits

Objectives. The prevalence and incidence of asthma has been continually increasing with in the United States. High rates of hospitalization, emergency room visits (ER) and infrequent prescribing of controller medications indicates the lack or inadequacies of asthma management in the home as well as primary care programs. This study examines the impact of adequate asthma management and preventive care on asthma ER visits. Methods. Data from the 2003 National Health Interview Survey (NHIS) was utilized. Children (N=653) under the age of 18 years and who have had asthma episode in the past year were included for this analysis. A composite variable was created to determine adequacy of care at home and in the primary care setting using standards from the Global Initiative for Asthma (GINA) supported by the National Heart, Lung and Blood Institute.Results. The prevalence of ER visit among children who had asthma in the past 12 months was 22.7%. Approximately a quarter (24%) of the children had inadequate asthma management and preventive care. The multiple logistic regressions analysis showed that asthma management and preventive care were important determinants for asthma ER visits. Compared to children who had adequate care, children with inadequate asthma management and preventive care were two times more likely to visit the ER for asthma related problems [OR=2.06 (95%CI=1.257, 3.361)]. Child's age, maternal education, and family income were also statistically significant determinants for asthma related ER visits.Conclusions. Practices that support early interventions for asthma management and preventive care were associated with reduced risk of ER visits. Initiatives to support mandatory asthma management education and programming at primary care practices and as well as the home setting are essential in the management of pediatric asthma.
