Previous issue date: 2017-11-29 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / The debate on the crisis of political parties, institutions and democracy remained on the agenda of contemporary political science studies throughout the last century. In the last decades, the perception of fragile political representation, anti-party sentiment and distrust in the institutions has been the subject matter of the media, the political scene and social life. The reports of irregularities, corruption, fraud, privileges of politicians and parties became frequent in the Brazilian news. And it is in this scenario of national politics that the theme of political reform emerges as a "remedy" for all the evils of our country's electoral system. On the occasion of the political crisis of 2005 and 2006, which reached the Partido dos Trabalhadores (PT) in the legislature of former President Luiz Inacio Lula da Silva, on the existence of a "caixa dois" (illegal financing), and Exchange of political support ("mensalão"), flaws already crystallized in the Brazilian political system. The fragility of the legislation on party contributions, the fragmentation in the National Congress and the heated debates on the fight against corruption in government were highlighted. The present work analyzes the editorials of the newspapers Folha de S. Paulo and O Estado de S. Paulo in the period between 2003 and 2010, that corresponds to the PT management in the Federal Government; our intention was to understand how the approach, the framing and the construction of the discourse on the political reform in debate in the National Congress, during the activities of the Special Commission of Political Reform and the Commission of Constitution Justice and Citizenship (CCJ) / O debate sobre a crise dos partidos políticos, instituições e democracia permaneceu na agenda de estudos da ciência política contemporânea, durante todo o século passado.
Nas últimas décadas, o aumento da percepção sobre a frágil representação política, o sentimento antipartidário e a desconfiança nas instituições foram os assuntos que alimentaram a pauta dos meios de comunicação, do cenário político e da vida social. As denúncias de irregularidades, corrupção, fraudes, privilégios dos políticos e partidos tornaram-se frequentes nos noticiários brasileiros. E é neste cenário da política nacional, que surge o tema da reforma política como um “remédio” para todos os males do sistema eleitoral de nosso país. Por ocasião da crise política, de 2005 e 2006, que atingiu o Partido dos Trabalhadores (PT) na legislatura do ex-presidente Luiz Inácio Lula da Silva, sobre a existência de um “caixa dois” (financiamento ilegal), e do pagamento em troca de apoio político (“mensalão”), vieram à tona falhas já cristalizadas no sistema político brasileiro. Como pano fundo, evidenciou-se a fragilidade da legislação sobre as contribuições partidárias, a fragmentação no Congresso Nacional e os debates acalorados sobre o combate à corrupção no governo.
O presente trabalho analisa os editoriais dos jornais Folha de S. Paulo e O Estado de S. Paulo no período entre 2003 a 2010 que corresponde à gestão petista no Governo Federal; nossa intenção foi compreender como se deu a abordagem, o enquadramento (framing) e a construção do discurso sobre a reforma política em debate no Congresso Nacional, na ocasião das atividades da Comissão Especial da Reforma Política e da Comissão de Constituição Justiça e Cidadania (CCJ)

Previous issue date: 2018-05-09 / The policies of racial equality promoted by the government with the objective of
overcoming racism run counter to stereotyped concepts linked to social, economic
and cultural issues fed year after year by a discourse of equality and opportunity for
all. In this context, this study aims to analyze the insertion of Afro-Brazilian culture,
starting with Law 10.639 / 2003, which makes it compulsory to teach Afro-Brazilian
History and Culture in the country's schools. It is hoped that it contributed to repair
centuries of silence regarding the contribution of men and women of this ethnic group
in the construction of the country, in its multiple social and cultural aspects,
collaborating to deconstruct the discourse of passivity on the part of the blacks,
against barbarism and to emphasize the relentless struggle of this group for
recognition and appreciation of their participation in the construction of this society.
The research was carried out through bibliographical readings, with studies that show
the participation of the Negro in the construction of the Brazilian society from its
arrival to the the manual of the history guide of the National Book of the Didactic
Book Program (PNLD) of 2017 was analyzed to understand some changes in the
textbook on the Afro-Brazilian question. This work was concluded with the field
research in some municipal schools, where a questionnaire was applied to the faculty
and students, sectors of the Municipal Education Department and with the
collaboration of the Afro-Brazilian Study and Extension Program (Proafro) of PUC
Goiás, seeking reflections on the implementation of law 10.639 / 2003 in this
municipality. / As políticas de igualdade racial promovidas pelo governo com o objetivo de
superação do racismo esbarram em conceitos estereotipados, vinculados às
questões sociais, econômicas, culturais, alimentadas ano após ano por um discurso
de igualdade e oportunidade para todos. Nesse contexto, esse estudo tem como
finalidade analisara inserção da cultura afro brasileira, tendo como ponto de partida
a Lei 10.639/2003, que torna obrigatório o ensino da História e Cultura Afro-brasileira
nas escolas do país. Espera-se que a mesma contribuía para reparar séculos de
silêncio frente à contribuição de homens e mulheres deste grupo étnico na
construção do país, em seus múltiplos aspectos sociais e culturais, colaborando
para desconstruir o discurso de passividade por parte dos negros, frente às
barbáries cometidas no passado, e enfatizar a incansável luta desse grupo por
reconhecimento e valorização de sua participação na construção dessa sociedade
.A pesquisa foi realizada através de leituras bibliográficas, com estudos que
evidenciam a participação do negro na construção da sociedade brasileira desde
sua chagada até os dias atuais;analisou-se o manual do guia de história do Edital do
Programa Nacional do Livro Didático (PNLD) de 2017 para entender algumas
mudanças no livro didático sobre a questão afro-brasileira. Conclui-se esse trabalho
com a pesquisa de campo em algumas escolas do município, onde foi aplicado um
questionário direcionado ao corpo docente e discente, setores da Secretaria
Municipal de Educação e com a colaboração do Programa de Estudo e Extensão
Afro-brasileira (Proafro) da PUC Goiás, buscando reflexões sobre a efetivação da lei
10.639/2003 nesse município.

Previous issue date: 2015-12-11 / This study set out the concerns of the author referring to the difficulties faced in the implementation and enforcement of the law 10.639 / 2003 in schools, especially regarding the following questions: What kind of difficulties have been encountered in the implementation of this law? How has been the participation of schools and its professionals? What relationship can be established between the implementation of the law and the critical theory of the Struggle for Recognition proposed by Axel Honneth? Thus, this work describes and analyze the Identity Memory of Promotion of Equality Diversity program (Mipid, from the Portuguese name) and its implementation in the Municipal Center for Child Education, CEMEI Margarida Maria Alves concerning the effectiveness of the law 10.639/2003. Such intent has the following specific goals: to study as the implementation of bill 10.639/2003 proceeded regarding the SME/PMC in kindergarten; study the program annual reports and educational projects of the surveyed school; to map and describe the Mipid Program and Projects involving the ethnic-racial theme of the surveyed school. As for the object of the research, it was bounded by the annual reports of Mipid Program and the pedagogical projects and minutes of pedagogical meetings of the school researched and blog. These sources were outlined and criticized by the methodological framework by Adalberto Marson (s / d), and the theoretical references of Stuart Hall (year), Axel Honneth (1992) and M?rio Vieira de Mello (1963). This research started from the hypothesis of the existence of aestheticism (a term by de Mello) in Mipid and its developments in the municipal school units of Campinas. It was concluded that, despite the existence of aestheticism in Mipid, in the school culture present at CEMEI Margarida Maria Alves the effectiveness of Law 10.639/2003 was carried out through ethical culture. / O presente estudo partiu das inquieta??es do autor referente ?s dificuldades enfrentadas para a implementa??o e cumprimento da Lei 10.639/2003 no ?mbito escolar, que redundaram, sobretudo com as seguintes quest?es: Que tipos de dificuldades foram encontrados para a implementa??o desta lei? Como foi a participa??o das escolas e de seus profissionais? Qual a rela??o que se pode estabelecer entre a implementa??o da lei e a teoria cr?tica da luta por reconhecimento de Axel Honneth? Assim, foi descrito e analisado o Programa Mem?ria Identidade Promo??o da Igualdade na Diversidade (Mipid) e sua implementa??o no Centro Municipal de Educa??o Infantil, Cemei Margarida Maria Alves na efetividade da Lei 10.639/2003. Esta pesquisa partiu da hip?tese da exist?ncia do esteticismo (termos este, de Mello) no Programa Mem?ria Identidade Promo??o da Igualdade na Diversidade (Mipid) com seus desdobramentos nas unidades escolares municipais de Campinas. Previous issue date: 2015-05-08 / Fundação de Amparo a Pesquisa do Estado de São Paulo / As a result of a doctoral research, this work investigates religious pluralism, diversity, religious intolerance and racism in the context of the Law 10.639/2003. This research demonstrates how racism took different forms in Brazil, assuming in the first instance that religious intolerance against the practitioners of Afro-Brazilian religions is a form of racism. In the case study, this phenomenon is expressed by the desavowal of the African cultural heritage represented by these religions. The investigation is constituted by an incursion into the universe of both schools and terreiros, throught a methodical interlocution with people who transit between terreiros and schools. The research period has been reinforced also by the dynamics of the wider religious context in Brazil, where an increasing intensification of persecutions and violence against the Afro-religious population has been registered. Moreover, a worrisome escalation of conflicts that make clear the terrible relation between racism and religious intolerance has been observed. Therefore, the main content of this work represents a prospect on the current situation concerning religious intolerance and racism in Brazil. Here it is argued that the Federal Law 10.639/2003, which prescribes the introduction of African and Afro-Brazilian History and Culture courses in primary schools in the whole country, is not satisfactory implemented because of the institutional racism that is present in the school environment / Resultado de uma pesquisa de doutorado, este trabalho trata sobre a Lei 10.639/2003, pluralismo religioso, diversidade, intolerância religiosa e racismo. Partindo da hipótese de que a intolerância religiosa contra pessoas ligadas às religiões afrobrasileiras constitui uma forma de racismo, este trabalho demonstra como o racismo tem assumido diferentes formas no Brasil e se manifestado através da negação da herança cultural africana representada por essas religiões. A pesquisa consistiu em uma incursão no duplo universo da escola e dos terreiros, através de uma sistemática interlocução com pessoas que transitam entre o terreiro e a escola. Durante esse período pôde-se também acompanhar as dinâmicas do campo religioso brasileiro, campo esse que tem apresentado uma intensificação crescente dos casos de perseguição e violência contra as populações afro-religiosas, além de um assustador crescimento dos conflitos que denunciam a terrível relação entre racismo e intolerância religiosa. Portanto, o conteúdo principal deste trabalho é um panorama da situação atual da intolerância religiosa e do racismo no Brasil, considerando o racismo institucional presente no universo escolar que impede a implementação satisfatória da Lei Federal 10.639/2003, lei essa que tornou obrigatório o ensino de história e cultura africana e afrobrasileira na educação básica em todo o país

What difficulties do the interviewed companies experience in connection with the revenue recognition?</p><p><strong>Purpose: </strong>The purpose of this empirical study is to study how companies in the IT-consultant industry recognize revenues, and to investigate if the companies perceive any difficulties in connection with the revenue recognition. The aim of the study is to give useful advice and guidelines to companies in the IT-consultant business based on the extracted result.</p><p><strong> </strong></p><p><strong>Method: </strong>The survey took place in Vasteras<strong> </strong>and started with a preliminary interview with a certified accountant, who had great knowledge of the subject revenue recognition. Then seven companies from the IT-consultant industry were selected, whereof two took part in semi constructed interviews. Study of the other five companies’ ways to recognize revenue was made through their annual reports. <strong></strong></p><p><strong>Conclusion: </strong>One of the studied companies recognizes their revenues according to the rules in IAS 18, which is because it is listed on the stock exchange. The other companies uses BFNAR 2003:3, none of the studied objects administer RR 11. The most obvious difficulty that have been discovered is the situation where a service covers more than one accounting periods. Abstract This report was undertaken at the request of the Management and maintenance department of Swedish National Road Authority (Vägverket Region Sydöst) in Jönköping. In 1992, the management and maintenance of Swedish roads were laid out on external contractors. When putting out a tender for the work, the foundation is from a national set of rules which are in constant change. This report is limited to winter road upkeep. The trend in the invitation for tenders is that it is moving from the more conventional executional demands towards the less controlling demands. The downside of functional, less controlling demands is that it is difficult to articulate how to measure them. The order authority therefore has to find ways to make sure to get what has been paid for. In connection to the invitation for tender of winter road upkeep for 2005, the new set of rules, ATB Vinter 2003 was deployed. The main purpose of this thesis is to see which the big changes in the set of rules are and how these changes affect the organisation and activities of the contractor. It is also studied how the changes in execution is perceived by road users and how it affects the possibilities of the contractor to come as a newcomer to a new area of administration. Interviews and examination of sets of rules has led to a list of a number of changes that the contractors feel affect their work in any sense. Views from road users that have come in to the order authority have been scrutinized to see how they have experienced the change. When selecting which areas of administration to examine, care was taken to ensure that one was where the same contractor secured a renewed contract for the area over the gap of changing rules and the other one was area where the contractor was a newcomer. The result shows a number of changes and how these affect both the contractors and the road users. The report describes how winter road upkeep is maintained in the south of Sweden and the cooperation between buyer and contractor.

Utviklingen innen UAV er stor og bruken av slike systemer har fått stor oppmerksomhet.Spesielt etter at de er nyttet til bekjempning av mål under de seneste konfliktene. Samtidigpågår det nå en begynnende utvikling av offensive systemer, såkalte UCAV’er som skal kunnebekjempe mål blant annet på bakken.Landoperasjonen krever systemer med høyt tempo, fleksibilitet og systemer som har evne til åvirke kombinert for å få størst mulig effekt på motstanderen. Forfatteren henter krav til slikesystemer gjennom å beskrive landoperasjoner og hvordan nærstøtten utføres. Nærstøtten iform av CAS kontrolleres i dag av FAC’er som leder bemannede plattformer og deresvåpensystemer. Oppsatsen beskriver dessuten UCAV systemer og deres komponenter medvekt på autonomi, sensorer, kommunikasjon og våpensystemer. Hensikten med denneoppsatsen er å knytte sammen utførelsen av nærstøtte generelt og CAS spesielt medbeskrivelsen av UCAV systemer for å finne frem til hvordan nærstøtte tillandoperasjonene best kan utføres med UCAV. Oppsatsen svarer derfor på spørsmålenehvordan CAS kan ledes og utføres med UCAV og hvordan en slik UCAV bør konfigureres oghvilke krav som kan stilles til denne. / The development in the field of UAVs is extensive and gaining in focus andinterest as their mission catalogue is widened. The recent use of weaponizedUAVs in Afghansistan and Iraq to combat an array of targets has shown theirpotential. At the same time there is an ongoing development of offensivesystemes known as UCAVs, designed to strike targets all throughout thebattlespace.Land operations demands systems which allow tempo, flexibility and the useof combined effects to achieve the maximum possible dislocation of theopponent. The author arrives at preconditions for such systems to partakeeffectively by outlining land operations and describing the conduct of closesupport of land formations. Today, the air to ground support part of it iscontrolled by a forward air controller who controls manned platforms andtheir weapon systems. <p>Abstract</p><p>This report was undertaken at the request of the Management and maintenance</p><p>department of Swedish National Road Authority (Vägverket Region Sydöst) in</p><p>Jönköping.</p><p>In 1992, the management and maintenance of Swedish roads were laid out on</p><p>external contractors. When putting out a tender for the work, the foundation is</p><p>from a national set of rules which are in constant change. This report is limited to</p><p>winter road upkeep.</p><p>The trend in the invitation for tenders is that it is moving from the more</p><p>conventional executional demands towards the less controlling demands. The</p><p>downside of functional, less controlling demands is that it is difficult to articulate</p><p>how to measure them. The order authority therefore has to find ways to make</p><p>sure to get what has been paid for.</p><p>In connection to the invitation for tender of winter road upkeep for 2005, the new</p><p>set of rules, ATB Vinter 2003 was deployed.</p><p>The main purpose of this thesis is to see which the big changes in the set of rules</p><p>are and how these changes affect the organisation and activities of the contractor.</p><p>It is also studied how the changes in execution is perceived by road users and how</p><p>it affects the possibilities of the contractor to come as a newcomer to a new area</p><p>of administration.</p><p>Interviews and examination of sets of rules has led to a list of a number of</p><p>changes that the contractors feel affect their work in any sense.</p><p>Views from road users that have come in to the order authority have been</p><p>scrutinized to see how they have experienced the change. When selecting which</p><p>areas of administration to examine, care was taken to ensure that one was where</p><p>the same contractor secured a renewed contract for the area over the gap of</p><p>changing rules and the other one was area where the contractor was a newcomer.</p><p>The result shows a number of changes and how these affect both the contractors</p><p>and the road users.</p><p>The report describes how winter road upkeep is maintained in the south of</p><p>Sweden and the cooperation between buyer and contractor.</p>

Magistrinio darbo tema „Naujos „kaspino” paradigmos Office 2007 vartotojo sąsajoje tyrimas”. Pagrindinis darbo tikslas yra ištirti naująsias „kaspino” paradigmas Microsoft Office 2007 vartotojo sąsajoje.
Darbą sudaro penkios dalys. Pirmojoje dalyje yra apžvelgiamos šiuolaikinės Microsoft Office vartotojo sąsajos ištakos. Antroji dalis skirta Office vartotojo sąsajos raidai. Čia apžvelgiama kaip keitėsi vartotojo sąsaja Office programose, kokie buvo priimami sprendimai vartotojo sąsajos efektyvumui užtikrinti bei naudojamumui didinti. Naujosios Office 2007 vartotojo sąsajos tyrimui yra skirta trečioji dalis, kurioje apžvelgiami nauji sąsajos elementai bei jų įtaka vartotojo darbui. Ketvirtojoje dalyje, konkrečių uždavinių pagalba, yra lyginamas Office 2003 bei Office 2007 vartotojo sąsajų efektyvumas.
Darbe buvo tiriamas naujosios Office 2007 vartotojo sąsajos efektyvumas. Tyrime buvo lyginamas Microsoft Office 2003 bei Office 2007 vartotojo sąsajų efektyvumas bei siekiama išsiaiškinti, kuri vartotojo sąsaja yra efektyvesnė. Sąsajų tyrimo metu buvo atliekamos konkrečios užduotys: nukopijuoto teksto įterpimas (komanda Paste), pasirinkto žodžio paryškinimas (komanda Bold), lentelės įterpimas bei piešimas (Insert/Draw Table), grafiko įterpimas bei grafinės objektų apipavidalinimo galimybės. Tyrimo metu pagrindinis efektyvumo kriterijus buvo užduoties atlikimo laikas, kadangi esminis naujojo kaspino sąsajos naudojamumo principas yra galimybė vartotojui užduotį atlikti greičiau... The main goal is to explore new paradigm in Office 2007 user interface.
The thesis consists of five main parts. The first part is a review of evolution of Microsoft Office user interface. The second part is dedicated to the development of Office user interface. It is aimed to overview the changes in user interface in the programmes of Office and decisions ever taken to ensure efficiency and increase usability. The research of the new Office 2007 user interface is provided in the third part of the paper, which also overviews new elements of the interface and discusses their influence to activities of users. With the help of the practical tasks, the fourth section of the thesis compares user interface efficiency of Office 2003 and Office 2007.
Efficiency of the new Office 2007 user interface is being investigated in the paper. The efficiency of Microsoft 2003 and Office 2007 user interfaces was compared, and it was aimed to find out which interface is more efficient. While doing the research, certain tasks, such as copy-paste, bold, insert or draw table, and insert chart, were executed. The main criterion of efficiency was the time period spent for executing certain tasks as the main principle of usability of the new ribbon interface is its ability to proceed the commands quicker.
