Follow the leader : unilateralism and cooperation in military alliances

The rise of the United States as the dominant actor in international affairs since the end of the Cold War has motivated the development of theories of leadership and hegemony. Additionally, new questions about the role of unilateralism have emerged, following the events of September 11, 2001, and the recent U.S.-led war in Iraq. However, despite the emphasis on leadership and unilateralism, the applied research using these concepts has not kept pace with their increasing importance in today's world. In this context, this paper develops a framework that conceptualizes leadership as having two main components: (1) the structural capabilities that provide the context for leadership; and (2) the unilateral contributions and commitments that constitute the exercise of leadership. This framework will be used to understand trends in alliance formation and the implications of leadership for the institutionalization of alliances.

Hur kommer det sig att en etablerad konstnär, fortfarande student vid konsthögskolan Konstfack, satte igång en av de mest intensiva konstdebatterna i modern svensk tid? Hur kommer det sig att okonventionella yttringar i konsten provocerar mer än ett liknande arbetssätt inom ett annat arbetsområde? Jag syftar på konst kontra journalistik. Jag syftar på att det är acceptabelt att wallraffa inom journalistiken men när en konstnär gör det, då blir det rubriker. Konstnären Anna Odell satte 2009 igång en diskussion som främst kom att handla om vad man får, och vad man inte får göra i egenskap av konstnär, alltså den konstnärliga friheten. Bakgrunden till detta var att hon som en del i sitt examensarbete vid konsthögskolan Konstfack iscensatte en självupplevd psykos på Liljeholmsbron i Stockholm. Odells syfte var att uppmärksamma psykiatrins arbetsmetoder och bädda för en diskussion om hur psykiatrins tvångsomhändertaganden ser ut. Reaktionerna blev enorma och syftet med denna uppsats är att undersöka dem. Jag har läst debattinlägg skrivna av kritiker från olika håll, de som varit oerhört kritiska och anklagat Odell för att vara moraliskt oansvarig samt de som varit positiva och menat att det  Odell gjorde var viktigt och intressant. Jag har undersökt receptionen av ”Okänd Kvinna 2009 – 349701” som verket kom att kallas. Metoden har varit en objektiv närläsning av olika debattinlägg, recensioner och artiklar från främst året 2009. Min teoretiska utgångspunkt har varit att wallraffande som undersökningsmetod inte är allmänt accepterad inom konsten – det provocerar i högre utsträckning än inom journalistiken. Jag baserar detta på att Anna Odell blev åtalad och dömd för sitt verk, medan det inom journalistiken finns få exempel på journalister som blivit åtalade och dömda för sina undersökningar. Istället betraktas deras avslöjanden oftast som samhällskritiska och intressanta. Min teoretiska utgångspunkt har varit att Wallraff-metoder i konsten provocerat i högre utsträckning än inom journalistiken. Det är enligt mig svårbegripligt, då min slutsats i så fall blir att det inte är metoden i sig som provocerar, utan det diffusa begreppet konsten. Kanske är det just därför, att konst är diffust som leder till att det provocerar. Uppsatsen behandlar också hur konstteoretiker och konstnärer resonerat kring konstbegreppet – detta för att jag under min läsning stött på kommentarer från olika debattörer i stil med att ”detta är inte konst”. <jag har försöka undersöka om de kan få stöd för sina åsikter om det konstnärliga värdet hos konstteoretiker – men måste nog medge att jag misslyckats, om man inte backar så långt tillbaka som filosoferna Humes och Kants 1700-tal, vill säga. Min slutsats och förkortade sammanfattning är att allt inte är tillåtet i konsten, eller snarare, att allt som en konstnär gör, att allt som accepteras av konstvärlden inte accepteras utanför den. Det kan bero på att den bedöms som brottslig eller att den inte uppfattas som konst överhuvudtaget.

Para tanto, faz-se uma revisão das funções desempenhadas pelo FMI dentro do regime internacional monetário e financeiro desde 1944, ou seja, quando da criação do Fundo, até os tempos atuais. Embora a pesquisa demonstre como as funções do FMI foram sendo alteradas ao longo do tempo, de modo a sustentar os regimes monetário e financeiro internacionais, o foco estará no período dos anos 2000, sobretudo após a crise econômica internacional de 2008, visto que é neste período mais recente que se concentram as reivindicações por reformas no Fundo. Busca-se responder em que medida as recentes reformas do FMI, propostas como uma das alternativas para alterar um sistema financeiro que transformou uma crise financeira nos Estados Unidos da América (EUA) em uma crise que atingiu vários outros países, alteram, de fato, o funcionamento desse regime monetário e financeiro internacional e por que motivo tais reformas encontraram de 2010 a 2015 obstáculos para sua efetivação, sendo aprovadas apenas ao início de 2016. Dessa forma, ao fim da discussão, pretende-se demonstrar que a reforma do Fundo não representa uma mudança dos regimes monetário e financeiro internacionais, visto que a reforma preserva o caráter neoliberal destes regimes, mas uma mudança no regime de forma a atender às demandas dos países em desenvolvimento e, assim, incorporá-los ao regime vigente, evitando o fortalecimento de iniciativas contrárias à manutenção do status quo.<br> / Abstract : This master dissertation aims to analyze what is the role of the International Monetary Fund (IMF) in the international monetary order after the 2008?s financial crisis. The paper reviews the IMF?s functions in international monetary and financial regimes since 1944 when the Fund was created until nowadays. Although the research demonstrates how the IMF?s functions have changed over time, in order to support the international monetary and financial regimes, it focuses on the 2000s especially after the international economic crisis of 2008, as the claims for reforms on the Fund are concentrated in this period. It aims to answer to what extent of the recent IMF reforms ? proposed as one of the alternatives to change a financial system that transformed a financial crisis in the United States of America (USA) into a crisis that reached other countries ? actually change how this international monetary and financial regime works. Additionally it intends to analyze the reason why this reform found obstacles for its approval between 2010 to 2015, as it was only approved ? in the beginning of 2016. Finally, the discussion also aims to demonstrate that the Fund?s reform does not represent a change of the monetary and financial international regimes, as their neoliberal feature was preserved, but a change within the regime in order to answer developing countries? claims in a way to incorporate them to the current regime and avoid the strengthening of initiatives that go against the maintenance of the status quo.

Can a Celtic tiger fit through the eye of a needle? : a theology of wealth engaging the parables of Jesus and recent Irish economic history

This study investigates the theology of wealth, with reference to the parables of Jesus, in dialogue with recent Irish economic history. Poverty is commonly seen as a societal problem, but in the teaching of Jesus, especially in his parables, the status of the wealthy is called into question. This thesis explores what it means to be followers of Jesus in societies where historically high levels of wealth and comfort are widespread. It begins by considering that societal context, naming neoliberalism as the complex of economic, political, and cultural factors that combine to generate wealth. The parables of Jesus are introduced as a collection of narratives which puncture the philosophical assumptions at work in neoliberalism. Reading them after the twentieth century Swiss theologian Karl Barth, the parables are found to be apocalyptic interruptions which reorientate the reader towards the reign of God. With these two strands – neoliberalism and the parables – in play, the thesis reconsiders Ireland's recent economic history. It is argued that the ethical significance of the “Celtic Tiger” boom and the subsequent 2008 crash is best accessed not via the language of economics but through narratives. The re-telling of the events of the crash and its aftermath through parables exposes how markets are embedded in thick cultural, historical, and political settings and how simple and settled statistical accounts can miss much of ethical significance. The decisive chapter takes up the constructive task. Building on this re-described account of a wealthy society, it proposes that the appropriate response for Christians to the problem of wealth is to turn to worship as a reparative therapy that forms congregations in practices and ways-of-seeing that run counter to the normative perceptions of neoliberalism. This is achieved by means of a robust engagement with the work of the contemporary moral theologian, William Cavanaugh. A final chapter underlines the original contribution of the project, sketches some future areas of research, and proposes that lament is the initial stance that results from this study.
