The impact of immigrants on the development of Mankweng community in the Limpopo Province

Thesis (M.DEV.) --University of Limpopo, 2011 / The aim of this study is to assess the impact of immigrants on the development of Mankweng community. The units of analysis are the immigrants in Mankweng township and the residents who are affected by the presence of the immigrants. This was a qualitative case study. The researcher used purposive sampling method to select the participants. Two interview guides were used; one for immigrants (guide A) and the other for the residents (guide B). In-depth interviews were conducted with the respondents. The findings revealed that immigrants left their home countries because of factors such as poor economic conditions and political violence. There is evidence to suggest that good governance and a favorable political climate has made South Africa a high ranking receiving country. According to this study, immigrants are blamed for unemployment and crime in Mankweng township. However, the study also shows that immigrants do not wait for jobs to be created for them. They are self employed and hard-working. Immigrants who own businesses hire local residents. The study further suggests that xenophobic attacks on immigrants can be reduced by educating the residents about the creation of jobs. Recommendations from the study include the formulation of more policies that will regulate migration. Evidently existing policies have loopholes as the immigrants find it easy to get into the country. The study also suggests that there is a dire need for the government to fund the acquisition of rare and critical skills such as in the sciences like computer technicians. The study also recommends that the youth must be encouraged to start their own businesses. Co-development systems with the sending countries must be put in place to attract the most skilled immigrants to come. As such, incentives such as housing allowance or immigrants’ allowance should be given to those who are contributing to the economic development to stay longer. Partnership programs must be formed with sending countries to discourage future immigration movements of unskilled immigrants. Lastly, the study recommends that law enforcement at the border gates must be strict, so that illegal immigrants do not enter the country.

This study is geared at an open systmes critique of the macro theories of development. It is highlighted in this study that we are living through the realities of the open systems, and yet much of development thought is based on closed systems philosophies, principle and ideologies. The first chapter gives an orientation into the origins of both the closed systems and open systems paradigms respectively. Included in this orientation chapter, is the literature review of the various research contributions of the major trends in development thought. The second chapter expands on the evolution of the closed systems paradigm and its influences on development thought. This chapter further explains the attendant philosophies, principles and ideologies that underlie the closed systems paradigm. The third chapter captures the open systems paradigm and its influences on contemporary development discourse. Further to the discussion on the closed systems paradigm, the chapter elaborates on the philosophies, principles and processes that underlie this paradigm. The fourth chapter is on a discussion of trends in development thinking, traced from the traditional, through the medieval to the modern, right up to the contemporary. This entails tracing the theory to its ontological background right up to its implications for social reality in contemporary development thought and experience. The fifth chapter is on the open systems critique of the trends in development thinking, while the sixth chapter revisits the open systems paradigm and its implications for development thought. The efficacy of participatory strategic planning approaches to organisation building: process, problems and prospects

The study has established that modernisation development paradigm is currently governing the contemporary world of conventional development. Globalisation is the tool currently in use for modernisation, drummed up by the North, largely targeting the resources of the Southern hemisphere, through Structural Adjustment Programmes. Social welfare development interventions have been devised to provide safety-net for the poor, social casualities of modernisation process. The short cut has been to bail them out through relief handouts. Participatory development concept, is built on the belief that the world had the means to improve the situation of the poor through fair redistribution of wealth, technology, knowledge, and ideas accruing from modernisation. But this calls for the political will to address the issue of inequality, power imbalance and social injustice as a primary goal. Achieving economic growth and ensuring equitable distribution should, of necessity, be compatible. Participatory development approach is to be preferred as it is accommodative, open and creative, drawing heavily from life experiences of those involved. It also puts people at the centre of development process. It is a paradigm that seeks to empower people to assume full responsibility for their own development including the consequences of their decisions and actions. It has been established that management boards and staff are the main prime movers of strategic planning activities in an organisation. Strategic planning was appreciated by the organisational staff as an opportunity to converge their views and towards influencing organisational policy, a precious window of opportunity for them to participate in causing organisational change. Notably, donor partners generally played a minimal role in this regard. Ironically, community constituency played the least role in the planning activities owing to their often marginal disposition among stakeholders. The most satisfactory outcome of participatory strategic planning was the clarity in the future direction of an organisations and more refined planning with sense of collective responsibility. It can authoritatively be declared here that participatory strategic planning is significantly efficacious as a tool for organisation building, but under certain conditions discussed in the concluding Chapter of the thesis. / Development Studies / D.
