Thesis (M.Dev.) --University of Limpopo / In this study the researcher wanted to disclose the problems undermining the role and effectiveness of IDP for service delivery in the Vhembe District Municipality. The study succeeded in investigating the role and effectiveness of IDP on service delivery in Vhembe District Municipality. The research questions: “is there a role and effectiveness of the Integrated Development Planning in Vhembe District Municipality on service delivery?” and “is there a significant improvement of municipal services since the introduction of the IDP process in the year 2000?” and finally, “Is the IDP of Vhembe District Municipality Linked to the Budget?” were interrogated. The specific objectives of the study which include “investigating how the IDP impacts on service delivery” were outlined. The study also endeavoured to satisfy the second objective by suggesting possible solutions as to how the IDPs could be strengthened to address service delivery constraints and challenges.
The research also looked at the historical background of Integrated Development Planning. In doing so, the research looked at the development planning evolution in South Africa. Policy and Legislative Framework governing the formulation and implementation of the IDP in South Africa were also considered. The study strove to outline the problems and other dynamics associated with linkage of the IDP to the budgeting process. Public participation and the role of provincial and national government departments in the IDP were also looked into.
Three methods of data collection were identified for use in this study, namely: unstructured interviews, participant observation and documentation. The population for the study comprised the stakeholders for IDP. This was divided into government officials and members of community. Purposive sampling was conducted to each group of the population. The researcher presented data in an explanatory way. The main problem identified on the role and effectiveness of the IDP is its lack of alignment with the budget of the municipality. Recommendations were made at the end of the study.

Impact of service delivery on sustainable local development (LED) in Greater Tubatse Municipality, Limpopo ProvinceThobejane, Jerry Ngwetjane January 2011 (has links)
Thesis (M.Dev.) --University of Limpopo, 2011 / The poverty and unemployment that face the Greater Tubatse Municipality (GTM) despite being endowed with mineral resources prompted me to undertake a study to unearth possible challenges. This sub-region of the Greater Sekhukhune District Municipality, which is one of the five municipalities, looks better off as compared to other local municipalities within the district. Suffice it to say that it is one of the most poverty stricken, even worse than the Fetakgomo Local Municipality in the west. This local municipality is rich in mineral deposits and is a booming industrial hub of the Limpopo Province. Given the potential the municipality has, it is regrettable to realise that the residents of the municipality are the most poorest and unemployed. Like each and every municipality, GTM has a fully-fledged economic (LED) and land development department under which Local Economic Development falls. This brings confusion as to whether the municipality is facing human or financial constraints in terms of fulfilling its LED role.
That brings us to the aim of the study, namely, the intention to investigate the impact service delivery, coupled with infrastructure development, could produce on sustainable LED. Thus, the present researcher decided to consider a qualitative approach/methodology towards this problem as a way to investigate the underlying circumstances that could hinder the realization and flourishing of LED within the municipality. The reason being to collect first-hand information in terms of what is transpiring in the municipality.
On one hand there is a lack of the above-mentioned resources, on the other hand, leadership within the municipality should be reviewed. As a recommendation, the GTM should focus on areas that could bring incentives and confidence to the investors by providing sustainable infrastructure, a crime free environment and thus position the municipality as a tourism destination, these are some of the aspects that could grow an LED. The aspect of skills within the municipality, particularly in the area of LED, should be beefed up as part of the recruitment strategy. LED is
concerned with the creation of an environment that will engage stakeholders in implementing strategies and programmes.

Firstly, it investigated the existence of the Local Economic Development (LED) strategy, and secondly, the sustainability of such a strategy at the Thembisile municipality in Mpumalanga province. The rationale behind this study was to provide the municipality with possible mechanisms to improve the development and implementation of the LED policy.
The concept of Local Economic Development has been studied and debated widely in South Africa. The importance of introducing policies that assist to stimulate economic activities at the local sphere of government has been acknowledged by a number of scholars. The LED policy in South Africa was developed as a way of creating a platform for municipalities to play a role in economy of the municipality and the country. This study focused on how the LED policy has been developed and implemented at the Thembisile municipality.
In order to achieve this, various strategies were used to collect data. Firstly, policy documents such as the Mpumalanga Provincial Growth and Development Strategy and the Thembisile Municipality’s LED strategy were studied. Secondly, questionnaires were administered to participants. Interviews were also conducted with members of the LED Committee at the municipality and entrepreneurs. The study mainly used the Evaluation Research methods to analyze the various critical aspects of policy implementation.
The results of the study show that there are possible improvements both in the development and implementation of the LED strategy at Thembisile municipality. It is also critical that the element of sustainability enterprises established should be prioritized. Finally, the study provides recommendations for improvement for the municipality.

The study focuses on and explores the Southern African Development Community’s activities to determine whether the intended objectives have been accomplished as stated in its purpose statement. The study argues that the achievement of the Southern Africa Development Community’s purpose statement is important with regard to the implementation of developmental initiatives. This is because the SADC objectives are measured in the operationalisation and implementation of policies and the operationalisation of key activities. The Southern African region is rich in natural resources but lacks the political will and capacity for the institutionalisation of key processes to, among others, alleviate poverty and HIV/AIDS and address human security matters.
This study revealed that SADC did not achieve all its intended objectives. Several challenges, such as the full convertibility of regional currencies among member states still need to be addressed. One of the major challenges impacting negatively on the implementation and completion of SADC’s projects are the capacity, skills and expertise to drive key business processes. This study has found that in spite of complexities and challenges to implement SADC’s policies and programmes as stated in its purpose statement, there is a need to align the member states’ priorities with SADC’s objectives to maximise impact and overall successful execution thereof. Coupled with this challenge is another crucial challenge relating to the SADC structure, mechanisms and methodologies that are used for achieving SADC’s objectives. The study revealed that the structures, mechanisms and methodologies are inadequate to successfully implement and evaluate SADC’s projects.
Consequently, this study proposes some reforms in SADC’s Regional Indicative Strategic Plan that should be considered and integrated into the national plans, budgets and priorities of all SADC member states. Critically, it is important to ensure the alignment and buy-in of member states with regard to the development and implementation of SADC’s projects and programmes in the Southern African region. Firstly, the study proposes that partnerships with research institutions should be explored to strengthen the limited capacity of SADC’s Secretariat. Benchmarking and best practices with other international government organisations such as the African Union and the United Nations will provide a platform to improve the current activities of SADC to be more focused towards the desired outcomes. development plans. These plans are not only required by law as a component of
integrated development plans, but also emanate from the pressing needs of many
communities for development, job creation, and greater welfare and prosperity.
A review of the historical and theoretical background reveals changing approaches and
different theories to defend the actions taken. A critique of typical strategies and
processes reveals that no one strategy or process can be universally applied, but that
these should be adapted to the community's unique circumstances. Shortcomings and
appropriate applications are indicated.
The management plan presents a process to enable local authorities in partnership with

plan can, but need not, be a component of an integrated development plan and is thus

Foreign direct investment and economic growth in SADC countries: A panel data analysisMugowo, Onias 18 September 2017 (has links)
MCOM / Department of Economics / The study aimed to empirically examine the impact of foreign direct investment on economic
growth in the Southern African Development Community countries for the period 1980-2015.
The relation between foreign direct investment and economic growth has been a subject of
extensive discussion in the economic literature. The debate revolves around the growth
implications of foreign direct investment. The extraordinary increase in global FDI flows in the
last three decades triggered an interest to investigate the growth implications of such huge
amounts of cross-border capital movements. Owing to this surge in foreign direct investment
flows and the effort countries are putting forth to attract it, it would seem straightforward to
argue that foreign direct investment would convey net positive effects on economic growth of
a host country. From a theoretical standpoint foreign direct investment has been shown to
boost economic growth through technology transfer and diffusion. In light of the expected
benefits of foreign direct investment, many empirical studies have been conducted on this
subject matter. While the explosion of foreign direct investment flows is distinctive, the
evidence accumulated on the growth effects remains mixed. Using fixed effect panel data
analysis, on the overall, the findings of the study show a negative effect of FDI on economic
growth in the SADC countries for the period 1980 to 2015. The findings are not in tandem with
theoretical predictions from growth theorists and some empirical studies carried out on the
same topic. The findings of the study imply that FDI does not seem to have an independent
effect on economic growth for the panel of countries in the SADC region. This maybe because
FDI flows to Africa and into the SADC countries, in particular, are channelled mainly to the
extractive sector with little to no linkages with the other sectors of the host country economy.
The findings of the study also show that the growth-enhancing potential of FDI is higher in
middle-income countries than low-income countries in the SADC region.

Financial liberalisation, through increasing investment as well as the average productivity of capital, should stimulate economic growth, or so the theory goes. Bank lending unfortunately suffers adverse selection and moral hazard effects, to which the establishment and expansion of stock markets has been offered as a remedy. However, research from developing country stock markets have shown that in many cases these markets did not complement the effects of credit market liberalisation but in rather important aspects subverted them. Countries that implemented credit market liberalisation and raised real interest rates only increased the price of debt capital rather than all capital. This caused a share price boom in many of them. When the price of equity capital fell it seriously undermined and indeed allowed large private corporations to skip altogether the main channel of high interest rates through which the theoretical McKinnon-Shaw effects were to operate.
This study asks the research question of what effect the expansion of the South African stock exchange has had for its economic development. It makes use of a general empirical model to explain the relationship between financial development and real output. The model comprises indicators for growth, banking system development, stock market volatility; and, stock market development through a conglomerate index that accounts for market size, liquidity and integration with world capital markets. Quarterly data from 1989 to 2001 is analysed based on the null hypothesis that, as far as financial architecture is concerned, the development of the JSE Securities Exchange has stimulated the country's economic growth.
This study found a negative and statistically significant relation between stock market development and economic growth. It suggests that while the JSE Securities Exchange is a relatively large stock market it is the presence of thin trading that prevents the proposed benefits of market development from accruing to the economy. Thus the hypothesis is rejected. However, since the only stable cointegrating vector is between growth and banking sector development, it recommends that by expanding their universal banking functions, the present banking structure, though oligopolistic, may be better suited to act as a catalyst for growth. / Business Management / D.
