The Separation of Powers in Australia: Issues For the StatesAlvey, John Ralph January 2005 (has links)
A study of the separation of powers (legislative, executive, and judicial) in Australia at the Commonwealth and the State level including three Australian States, Queensland, Victoria and New South Wales. The separation of powers (SOP) theory from Locke and Blackstone is used for the SOP theory in Australia. In practice, the English rather than the American system of government and SOP is the model used for the Australian Commonwealth Government and SOP. The Commonwealth SOP is used as a guide for the States SOP. Queensland, Victoria and New South Wales are case studies used to compare and contrast with the Commonwealth. The concept of the SOP in Australia is articulated by the High Court and is derived from the Blackstonian SOP theory rather than the Federalist SOP theory. The implementation of the SOP theory into practice is problematic. The SOP theory is used as a conceptual framework to understand current events. The advantages and disadvantages or problems of the Commonwealth model are presented as a guide for the States. The same structure is used for the study of the three States in the form of the advantages and disadvantages or problems of the SOP at the State level. The entrenchment of the SOP at the State level will help to partly overcome the problems highlighted in the case study chapters. The federal SOP situation is better than at the State level but the entrenchment of Bills of Rights at the Commonwealth and State levels would help to counter the trend in reduction of civil rights. The SOP is important in protecting citizens from the abuse of government power. The lack of separation of powers, especially separation of judicial power at State level, has meant the increasing abuse of powers by the executive and the executive dominating the other two branches of government.

A consecutive number of studies on the adoption trend of logistics technology since 1988 revealed that logistics organizations are not in the frontier when it comes to adopting new technology and this delayed adoption creates an information gap. In the advent of supply chain management and the strategic position of logistics, the need for accurate and timely information to accompany the logistics executives became more important than ever before. Given the integrative nature of logistics technology, failure to implement the technology successfully could result in writing off major investments in developing and implementing the technology or even in abandoning the strategic initiatives underpinned by these innovations. Consequently, the need to employ effective strategies and models to cope with these uncertainties is rather crucial. This thesis addresses the aspect of uncertainty in implementation success by process and factor research models. Process research approach focuses on the sequence of events in the technology transfer process that occurs over time. It explains the story that explains the degree of association between these sequences and implementation success. Through content analysis, this research gathers, extracts, and categorizes process data of actual stories of logistics technology adoption and implementations in organizations that are published in literature. The extracted event sequences are then analyzed using optimal matching from natural science and grouped using cluster analysis. Four patterns were revealed that organizations follow to transfer logistics technology namely, formal minimalist, mutual adaptation, development concerned, and organizational roles dispenser. Factors that contribute to successful implementation in each pattern were defined as the crucial and necessary events that characterized and differentiated each pattern from others. The factor approach identifies the potential predictors of successful technology implementation and tests empirical association between predictors and outcomes. This research develops a logistics technology success model. In developing the model, various streams of research were investigated including logistics, information systems, and organizational psychology. The model is tested using a questionnaire survey study. The data were collected from Australian companies which have recently adopted and implemented logistics technology. The results of a partial least squares structured equation modeling provide strong support for the model constructs and valuable insights to logistics/supply chain managers. The last study reports a convergent triangulation study using multiple case study of three Australian companies which have implemented logistics technology. A within and a cross case analysis of the three cases provide cross validation for the results of the other two studies. The results provided high predictive validity for the two models. Furthermore, the case study approach was so beneficial in explaining and contextualizing the linkages of the factor-based model and in confirming the importance of the crucial events in the process-based model. The thesis concludes with a research and managerial implications chapter which is devoted for logistics/supply chain managers and researchers.

Study of Efficiency, Output Loss and Soil Erosion in Fiji's Ginger IndustryWaisiki Naqarase Gonemaituba Unknown Date (has links)
The ginger industry is one of the key industries identified by the Fiji government in its diversification strategy to accommodate the remnants of the withdrawal of the European Union’s sugar preferences. There is considerable pressure on small industries such as ginger in search of ways in which they can be made to operate efficiently and sustain the economy. Expansion of commercial agriculture into marginal land which is unsustainable adds enormous pressure on land causing soil erosion. Coupled with this is the quality issue which is a serious problem of ginger production and has reduced its competitiveness over the years. This study focuses on two types of losses in ginger production to provide an integrated approach to policy making and computing production losses. One is the observable output loss at the farm site that is not sold due to sub-standard quality related to disease and the other is the unobserved output loss due to inefficient production. The research attempts to answer the question of whether the Fiji ginger farmers are producing efficiently, and at what levels. The relative importance of each input in ginger production is examined. The study undertakes to determine the effects of key variables on farm efficiency. Also examined is the overall farm profiles based on the efficiency rankings of the ginger producers. Furthermore, this research attempts to determine factors that influence soil erosion, and those that influence the observed ginger loss. Using cross-sectional data from a ginger farm survey conducted in June 2007, this research estimates a stochastic production frontier which incorporates soil erosion as an input in the framework. Very few studies have looked at the impact of soil erosion in this context; hence, this study fills the gap by incorporating land quality in the analysis. Farms were found to produce at 69% of their maximum potential output and soil erosion resulted in 6.8% loss in ginger output. This also implies that using the same resources, technology and farming techniques efficiently can lead to a 31% increase in output. While unobserved loss to farm income is a 27% (F$4.6m) increase over the observable loss at farm site, the revenue loss to the whole industry is at least 30% (F$5.07m). Profit was a key determinant of both losses, but staying on farm, slope of land, manure use and hot water treatment affected the observed but not unobserved loss. Although farmer education had no effect on both losses, it was important for undertaking soil conservation. Fiji is in a good position to increase production as education, age and experience of farmers were not significant determinants of efficiency. Thus, displaced farmers from sugar cane farming (given serious concerns of the viability of that industry) can be encouraged to move with ease into ginger as an alternative livelihood. Lastly, the study highlights some practical implication which calls for an integrated package of policies related to use of best farming techniques, land tenure and, agricultural extension and support services for sustainable agricultural growth.

Small and Medium Enterprise (SME) retail businesses in many countries, including Thailand, are facing challenges of high competition, as modern retail formats have grown rapidly in many Asian countries such as Singapore, Taiwan, China and Thailand (Howard, 2009). Thus, SME retail Businesses are facing an "innovate or die" situation, as non-adapting retail firms have always been and will continue to be driven out of the business (Evans, 2011). A new critical capability of retail business is the ability to configure and reconfigure its processes into a coherent blueprint - known in other words as a Business Model (Sorescu et al., 2011). The research question becomes "How can SME retail Business in Thailand successfully compete through Business Model Innovation?" Business Model Innovation requires system wide changes, since modifying one component always has network effects on other components (Tikkanen et al., 2005). There is no fixed method or successful formula that all companies will adopt; therefore disciplined experimentation and adaptation is recommended (Berman, 2011; Chesbrough, 2010; McGrath, 2010; Mitchell et al., 2003; Teece, 2010). However, most past studies on innovation are about large companies (Tim, 2004) and not many articles cover empirical studies on Business Model Innovation. In particular, few studies address the dynamic view (Demil and Lecocq, 2010; Svejenova et al., 2010; Sosna et al., 2010).This research focuses on the implementation of Business Model Innovation within SME retail business. The research uses a methodology called Action Research, and was conducted within the researcher's organization, which is a SME retail business in Thailand. This overcomes the practical challenges of studying SME business, which is related to limited opportunity to conduct empirical research. The study was conducted over the 4 year period from October 2010 to August 2014 by implementing Business Model Innovation in order to exploit opportunities in rural areas. Business Model concepts were employed as sources of innovation and units of analysis. Action Research consists of multiple cycles of changes and adaptation. It was found that Business Model concepts can be represented at different levels of abstraction from reality. At a high level of abstraction, the Business Model Canvas helps to understand the overview of the firm's business logic in a broad way, and provide ideas about what can be adapted. At the operational level, the Retailing Business Model provides a structural approach to the conceptualisation, planning and implementation of activities that support high level changes. In all, Business Model Innovation can be conceptualised as an ongoing learning process similar to the iterative cycles of Action research. These cycles consist of constructing actions, planning, taking actions and evaluating actions. The Business Model concepts at different levels of abstraction can be used for understanding and planning, as well as to capture learning experiences, both on the high level and on the operational level. Therefore, Business Model Innovation is a dynamic process where changes and learning happen continuously. Such a process enables SME retail businesses to improve their understanding of their Business Model and thus improve their chances of success?

There is a wide variety of drivers for business process modelling initiatives, reaching from organisational redesign to the development of information systems. Consequently, a common business process is often captured in multiple models that overlap in content due to serving different purposes. Business process management aims at exible adaptation to changing business needs. Hence, changes of business processes occur frequently and have to be incorporated in the respective process models. Once a process model is changed, related process models have to be updated accordingly, despite the fact that those process models may only be loosely coupled. In this article, we introduce an approach that supports change propagation between related process models. Given a change in one process model, we leverage the behavioural
abstraction of behavioural profiles for corresponding activities in order to determine a change region in another model. Our approach is able to cope with changes in pairs of models that are not related by hierarchical refinement and show behavioural inconsistencies. We evaluate the applicability of our approach with two real-world process model collections. To this end, we either deduce change operations from different model revisions or rely on synthetic change operations.

In the theoretical part of the thesis there will be described the Heckscher-Ohlin model and theorems connected with this model which represents theoretical extension of the model itself.
In the analytical part there will be created an econometric model based on which will be examine the validity of the Heckscher-Ohlin theorem for economic relations between the European Union and its trading partners.

The thesis deals with a creation of a model that imitates a flood wave and determining the flooded area after the rupture of the earth dam situated on the water flow Bílá Desná in The Liberec Region. It is not only a fictitious demonstration, but the actual application of a real flow wave caused by the destruction of the hydraulic dam from 1916 till the present state of the territory. The used input data were obtained from the ČÚZK and the terrain measurements. These data were processed in several programs, namely: HEC-GeoRAS and HEC-RAS. From the results of the model was determined the flooded area during peak flow and a model that portrays the development of the flood wave on the designed flow section. The results of this study enable to sketch the event which could occur if the rupture of the hydraulic dam did not occur in the 1916, but nowadays.

A Physical and Numerical Model Investigation of a River Flow Diversion and Assessment of Large Woody Debris TypesPerry, Brian 17 December 2018 (has links)
The extreme flooding event that occurred in 2013 in Alberta, Canada was at time the most costly natural hazard event in the nation’s history with damages exceeding $5 billion. Due to this event, an increased effort for flood mitigation strategies began and resulted in the proposal of the Springbank Off-Stream Storage Reservoir to divert and detain Elbow River flow upstream of the City of Calgary. In order to validate the design of the flow diversion structures, a large (1:16) scale physical model was constructed. The model tested among other things, the impact of large woody debris (LWD) on the flow diversion structures. The LWD modelling included a comparison of LWD manufactured from smooth cylindrical dowels versus natural tree limbs of the same dimensions. The results from the physical model led to a series of design changes for the diversion structures that likely would not have been identified without physical modelling. The LWD material comparison demonstrated significantly different behaviours between LWD types. Specifically, LWD manufactured from natural tree limbs was significantly more likely to accumulate in debris dams on the diversion structures. The impact of root wad was also investigated and proved to play a major role in the damming characteristics and blocking probability of debris. Following the physical model investigations, a numerical simulation was completed in order to examine further the hydrodynamic results obtained from the Springbank project. Using TELEMAC MASCARET’s open source free surface flow program TELEMAC 2D, a two dimensional simulation was completed using data from the physical model. Flowrates and velocities from both models were compared and discrepancies between the two are identified. Reasoning for these differences as well as future works for the numerical model are presented.
