Assessing the impact of asset-based community development in Philippi

Thesis (MTech (Business))--Cape Peninsula University of Technology, 2009 / The dissertation examines the levels of service delivery in Philippi through Asset Based Community Development (ABCD) and it suggests this model as a model that can be used to confront the challenges of underdevelopment, the mobilisation and sustaining of local economic development. The research investigates theoretical and practical approaches to address the developmental problems embedded in dependency theory utilised by government and non governmental organisations (NGOs) in the Philippi community. The research clarifies the important role of developmental stakeholders in depoliticising development processes and its endeavours to address issues of development ownership in Philippi. It suggests the employment of the Asset Based Community Development (ABCD) approach which will focus on building Philippi from the inside out, utilising the available human capital, people’s expertise, formal and informal talents. The research employed both qualitative and quantitative research methodologies. These methodologies rely on literature search, questionnaires, interviews, and observation as methods of data collection. At the end of the study, workable recommendations will be made informed by the research findings.

La croissance récente des télécommunications nécessite la conception de circuits miniaturisés fonctionnant au-delà du gigahertz. Les activités de recherche sont énormément consacrées à l’étude de circuits intégrés associés à des structures planaires. Les circuits planaires qui ont récemment subi d’importants développements technologiques, sont très attractifs pour leurs faibles coûts de réalisation, leur faible poids et dimensions. Les filtres connus en hyperfréquence peuvent être réalisés à partir de lignes imprimées planaires. Beaucoup de ces composants passifs ne présentent aucune agilité en fréquence. Le problème d’agilité en fréquence est résolu en utilisant des composants actifs ajustables ou des composants passifs dont on peut modifier les propriétés en appliquant un champ électrique (ferroélectrique) ou un champ magnétique (ferrite. . .). Le principal objectif de cette thèse est de proposer et de caractériser une ligne coplanaire main gauche aveclaquelle on peut obtenir un fonctionnement agile en fréquence et relativement de faibles pertes.C'est une étude sur de nouveaux matériaux "main gauche" ou métamatériaux réalisés à partir de lignes coplanaires sur substrat ferrite. L'utilisation de ces substrats permet une certaine agilité en fréquence. L’étude débute par la modélisation d’un segment de ligne non réciproque, puis l'étude de la structure complète (capacité — ligne non réciproque — inductance). La détermination des paramètres ABCD de la cellule élémentaire (L-C), permet de retrouver les paramètres S de cette cellule. On en déduira les constantes de propagation dans les deux sens et on vérifiera que la celluleest un matériau planaire « main gauche » non réciproque / The recent growth in telecommunications requires the design of miniaturized circuits operating beyond the gigahertz. Research activities are enormously dedicated to the study of integrated circuits associated with planar structures. Planar circuits, that have recently undergone major technological developments, are very attractive for their moderate cost of realization, low weight and dimensions. Filters known in microwave can be made from printed planar lines. Many of these passive components have no frequency agility. The problem of frequency agility is solved using adjustable active components or passive components which we can modify the properties by applying an electric field (ferroelectric) or a magnetic field (ferrite ...). The main objective of this thesis is to propose and characterize a coplanar line left hand with which we can obtain an agile frequency operation and relatively low losses. It is a study on new materials "left hand" or metamaterials made from coplanar lines on ferrite substrate. The use of these substrates allows some frequency agility. The study begins by modeling a non-reciprocal line segment, then study the complete structure (capacity - non- reciprocal line - inductance). The determination of the ABCD parameters of the unit cell (LC), allows us to find the S parameters of this cell. We will deduct the constants of propagation in both directions and we will verify that the cell is a non-reciprocal "left hand" planar material

In the region, five cities, of the seven existing houses there community radios, as in Diadema (radios “Navegantes” and “Nova Diadema”); in Mauá (radios “Mauá” and “Z”); in Ribeirão Pires (radio “Pérola da Serra”); in Rio Grande da Serra (radio “Esplanada”) and in São Bernardo do Campo (the radios “Lírio dos Vales”, “Nova Riacho”, “Paraty”, “Princesa” and “Represa”). The other two cities of that region, Santo André and São Caetano do Sul, community stations are not authorized to register and there is none functioning. The aim of this study is to reveal the shape of the mentioned broadcasters; the contribution they provide to the promotion of citizenship and social inclusion; their structural operational issues for survival and actions to overcome these issues. The methodology used consists of bibliographic research, desk research, interviews, visits to the radios and programming study. It was studied the history of the region; the concepts of citizenship; participation; community broadcasting and the trajectory of the broadcasters. As a result, there was a query on official institutions for knowledge of community radios operating with permission in Grande ABCD Paulista. Later, followed the search several observation visits. The interviews had semi-structured features with the broadcasters and other subjects for this job, experts on this theme. It was concluded that there are numerous difficulties that the eleven community stations from Grande ABCD Paulista face to be able to keep operating radio stations. Maintenance of troubles occurs primarily by the force of legislation responsible for such community radio segment, which prevents you from getting commercial support and sponsorship. / Esta pesquisa, intitulada “Promoção da cidadania pelas rádios comunitárias do ABCD Paulista, sob desafios e enfrentamentos políticos”, estuda 11 rádios comunitárias autorizadas pelo Ministério das Comunicações para funcionamento no Grande ABCD Paulista. Na região, cinco cidades das sete ali existentes abrigam rádios comunitárias, como Diadema (rádios “Navegantes” e “Nova Diadema”); Mauá (rádios “Mauá” e “Z”); Ribeirão Pires (rádio “Pérola da Serra”); Rio Grande da Serra (rádio “Esplanada”) e São Bernardo do Campo (rádios “Lírio dos Vales”, “Nova Riacho”, “Paraty”, “Princesa” e “Represa”). As outras duas cidades daquele território, Santo André e São Caetano do Sul, não registram emissoras comunitárias autorizadas para funcionamento. A metodologia utilizada consiste em pesquisa bibliográfica, pesquisa documental, entrevistas, visitas às rádios e estudo de programação. Estudou-se o histórico da região; os conceitos de cidadania; participação; radiodifusão comunitária e a própria trajetória das emissoras. Na sequência, houve a consulta em instituições oficiais para o conhecimento das rádios comunitárias autorizadas para funcionamento no ABCD. Posteriormente, seguiu-se a pesquisa com várias visitas de observação. As entrevistas tiveram características semiestruturadas com os radialistas e demais depoentes para este trabalho, especialistas na presente temática. Concluiu-se que existem inúmeras dificuldades que as 11 emissoras comunitárias do ABCD Paulista enfrentam para conseguir manter as rádios funcionamento. A manutenção das dificuldades se dá principalmente pela força da legislação responsável por tal segmento radiofônico comunitário, que o impede de obter apoio comercial e patrocínios.

Conception et réalisation des standards de calibrage pour des dispositifs 3-ports à 120° / Designing and fabrication of calibration standards for 120 degrees 3-port devices

La caractérisation des composants hyperfréquences après leur fabrication, est généralement réalisée par la mesure de paramètres S à l’aide d’un analyseur vectoriel de réseau (VNA). La précision de mesure dépend étroitement de la qualité du calibrage de l’analyseur vectoriel, qui permet de corriger les erreurs inhérentes au système de mesure. Des composants particuliers, dits étalons ou standards, dont les paramètres sont complètement ou partiellement connus, sont mesurés lors de la procédure de calibrage afin de déterminer les erreurs systématiques du système. La réalisation d’un circulateur coplanaire (les trois ports sont à 120 degrés les uns des autres) travaillant autour de 40 GHz est l’un des axes de recherche du laboratoire depuis plusieurs années et la caractérisation des prototypes a toujours été un souci important. Le calibrage est réalisé avec un kit commercial, avec les pointes positionnées en face à face. La mesure des dispositifs CPW à accès orthogonaux ou obliques après un calibrage avec un ensemble de standards conventionnels (droits) peut engendrer des erreurs supplémentaires. L’objectif de notre travail est donc de concevoir un ensemble de standards à accès inclinés à 120 degrés permettant de calibrer l’analyseur vectoriel « 2-ports » en positionnant directement les pointes à 120 degrés. La méthode de calibrage TRL (THRU – REFLECT - LINE) a été choisie. Le travail à accomplir se résume comme suit : - faire une étude de simulation du nouveau kit de calibrage à concevoir ; - mettre en évidence l’effet des accès coudés sur les lignes de transmission des standards ; - proposer une méthode de calcul qui tient compte de ces effets lors de la procédure de calibrage ; - mesurer quelques échantillons réalisés afin de vérifier la validité de la procédure de calibrage proposée. Les résultats obtenus au cours de ce travail ont pu être validés expérimentalement et offrent de nouvelles perspectives pour la mesure des composants planaires à accès non conventionnels / Microwave components characterization after the fabrication steps is usually performed by measuring S parameters using a Vector Network Analyzer (VNA). The measurement accuracy is highly dependent on the quality of the VNA calibration, which corrects the inherent errors in the measurement system. Specific components, called standards and whose parameters are completely or partially known, are measured during the calibration procedure to determine systematic errors of the system. Fabricating a coplanar circulator (the three ports are at 120 degrees position) functioning around 40 GHz is one of the laboratory’s research areas for several years and characterization of prototypes has always been a major concern. Usually, the calibration is made with a commercial kit ; probes are in face-to-face position. Measurements of CPW devices with orthogonal or bended accesses (120 degrees in our case) after VNA calibration with conventional (straight) set of standards may generate additional errors. The aim of our work is to design a set of standards with 120_ bended accesses allowing the calibration of the “2-ports” network analyzer. Therefore, probes are directly set at 120_ position. TRL (THRU - REFLECT -LINE) calibration procedure is chosen for the standards design. The work to be done is as follows : - to make a simulation study of the new calibration kit to design ; - to determine the bended accesses effects on the standards transmission lines ; - to propose a calculation method that takes account of these effects during the calibration procedure ; - to measure some fabricated samples to verify the validity of the proposed calibration procedure. The results of this research work have been experimentally validated and offer new perspectives for measuring planar components with unconventional accesses

Para isso é necessário o reconhecimento de suas características. As características analisadas fundamentam-se em identificadores como: Assimetria da lesão (A); Irregularidade das Bordas (B); Cor (C) e Diâmetro (D). Neste trabalho utiliza-se como ferramenta o Processamento de Imagens digitais para o pré-diagnóstico do câncer de pele. / Skin cancer is one of the most frequent tumors . When early diagnosticated this kind of cancer reachs high percentage of cure. But the identification of its characteristics is necessary. The characteristics to be analised are: Asymmetry (A); Irregularity border (B); Color (C) and diameter (D). The present work uses as tool for first diagnostic of skin cancer the digital images processing.

O modelo proposto foi dividido em quatro etapas que compreende o pré-processamento das imagens, a segmentação do objeto desejado, a extração de características e a classificação das lesões. Na etapa de pré-processamento, aplica-se o modelo de cor RGB, a quantização de cores e o filtro de difusão anisotrópica. Na segmentação, a imagem suavizada é submetida à operação de fechamento da morfologia matemática, estimativa de peso nos arcos do grafo e à transformada imagem-floresta com apenas duas sementes. A extração de características foi baseada na aplicação da regra ABCD. Na assimetria foi aplicado o conceito de razão de perpendiculares sobre a maior diagonal obtida e, para a borda, o produto vetorial e o ponto de inflexão foram implementados para fornecer o porcentual de curvatura do contorno. Para a cor, valores de média, variância, desvio padrão, homogeneidade e contraste foram calculados. Para a estrutura diferencial foi desenvolvido a dimensão fractal e a energia. Na última etapa, classificação, a floresta de caminhos ótimos foi utilizada. Os resultados da classificação são apresentados por malignidade, quando todos os tipos de lesões estão juntos, e por categorias, quando os tipos de lesão são agrupados dois a dois. Para obter o modelo proposto foram efetuados diversos testes com modelos de cor diferentes, forma de aplicação da quantização, diferenciação no cálculo da quantidade de iterações do filtro de difusão anisotrópica e possibilidade de não aplicar a morfologia matemática. / In this paper a new methodology for the analysis and classification of skin lesions is presented. The suggested model is divided into four steps which comprise the pre processing of images, segmentation of the desired object, feature extraction and lesions classification. In the pre processing step, it is applied the RGB color model, color quantization and anisotropic diffusion filter. In segmentation, the smoothed image is submitted to the closing operation of mathematical morphology, arc-weight estimation in the graph and the image-foresting transform with only two seeds. The feature extraction is based on the application of ABCD rule. In asymmetry was applied the perpendicular ratio concept on the greater diagonal obtained and, to the border, the vector product and the inflection point were implemented to provide the contour curvature percentage. For color, average values, variance, standard deviation, homogeneity and contrast were calculated. For differential structure was developed fractal dimension and energy. In the last stage, classification, optimum-path forest was used. The classification results are presented by malignancy, when all types of lesions are together, and by categories, when the types of lesions are grouped two by two. For the model were performed several tests with different color models, the form of application the quantization, differentiation in the calculation of the quantity of filter iterations of anisotropic diffusion and the possibility of not applying the mathematical morphology.

Strategic Sustainable Development for transparent, accountable and participatory governments

During the last century, the world has faced unprecedented challenges relating to the degradation of the socio-ecological system. In light of this, governments play an important role to help tackle these issues. This thesis identifies the Open Government Partnership (OGP) organisation, as an initiative that can support governments in addressing these challenges. In particular, the potential to address these issues relates to OGP’s vision of strengthening governance by increasing transparency, accountability and participation. Therefore, the Framework for Strategic Sustainable Development (FSSD) was used to analyse the results from the semi-structured interviews, literature review and document analysis, in order to identify the strengths and limitations of OGP’s planning approach. Based on these results, recommendations call for the utilisation of the ABCD strategic planning process to assist OGP member governments and stakeholders to develop a concrete definition of sustainability, and a strategic planning approach that can support society in moving towards sustainability.
