Performance Effectiveness Appraisal, Performance Effectiveness Review as well as Coaching and training are crucial elements of the performance management process included in a set of managerial competencies required by managers in a deep level gold mine in South Africa. This dissertation provides a contemporary review of performance management and gold mining in a South African deep level gold mine context. It provides a theoretical framework for the processes of Performance Effectiveness Appraisal, Performance Effectiveness Review and Coaching and training as integral parts of effective performance management. It investigates if shared meaning exists between the views of the organisation’s managers and the views of the organisation as set apart in a System for People handbook to be used by managers in the organisation. Managerial competencies are discussed and compared with literature found. Following this, the responses from the participants are discussed. The responses are compared with literature reviews done and the view of the organisation. Performance management challenges that face the organisation in the future are investigated and proposals are made to the organisation management team and future research proposals are suggested, before concluding. / Thesis (M.B.A.)--North-West University, Potchefstroom Campus, 2012.

Information systems evaluation in the public sector

Investment appraisal techniques (TAT) range from quantitative (financially based) techniques to qualitative (non-financially based) techniques, and represent tools that may be applied during IT/IS evaluation to assess the impact (value, worth or usefulness) of information systems on the organisation. The normative literature review demonstrates that decision makers need to better evaluate their systems as the role of IT/IS systems in organisations and global expenditure on IT/IS continue to rise. In the service oriented public sector, the normative literature indicates that whilst decision makers may continue to depend on financially based TAT to evaluate IT/IS project that cut cost, they may be doing the populace a disservice by not focussing on non-financial benefits of IT/IS (such as improved customer service). This dissertation investigates the application of TAT in the public sector. To do so, a conceptual model is developed to represent the effect of barriers to the application of IAT. The conceptual model is underpinned by three proposition, which indicate that the organisational investment process, time available for evaluation, and fund accessibility can impede the application of TAT. To test the propositions, a suitable research strategy is selected and developed that essentially adopts a multi-case study for the purpose of testing the proposition, and trialling the applicability of the conceptual model in the public sector. In doing so, the multi-case study investigation is used to produce a frame of references that may be employed by decision makers to recognise barriers to the application of TAT. The frame of reference represents the dissertation's contribution to the body of knowledge. The empirical evidence demonstrated that barriers, as suggested by the propositions, do surface in all case studies, thus confirming them as permanent elements in the frame of reference. The empirical evidence also demonstrated that the application of traditional IT/IS life-cycle models was not possible where inherited IT/IS systems were considered, as inherited systems did not have a definitive start/stop point.

Nature's memory: an appraisal strategy for Ontario Provincial Park records – Algonquin Park as a case study

Archival records are essential for understanding changes in the environment. However, these records are largely ignored by archivists, who overwhelmingly focus on records of human history. Algonquin Provincial Park in east-central Ontario was established in 1893 and is the oldest park in the Ontario Ministry of Natural Resources, Provincial Parks system. In addition to the many official functions and activities that occur in Algonquin Provincial Park, it is host to extensive environmental monitoring, assessment and research. However, no adequate system is in place to ensure that the records of archival value are identified, appraised, and preserved. An appraisal methodology is required to assist archivists to identify environmental records of long-term value. Using Algonquin Provincial Park as a case study, through primary source analysis of its structures and functions and comparisons with other park systems, various archival appraisal theories and methodologies are tested in order to determine the best method for appraising environmental records in general and the records of parks. It is determined that macroappraisal is the best method for appraising only the records created by the official functions and activities of Algonquin Provincial Park. However, the park depends on and interacts with many external affiliated organizations, including the Algonquin Forestry Authority, The Friends of Algonquin Park, Algonquins of Golden Lake First Nation, leaseholders, researchers, protest groups, anglers, businesses and contractors. The creation of environmental monitoring, assessment and research records is increasingly accomplished external to official government functions and activities. Many of these external groups create environmental records of archival value, yet, no formal strategy to preserve irreplaceable records is implemented in Algonquin Park. Elements from archival appraisal methodologies such as macroappraisal, the documentation strategy and the Minnesota Method are helpful for determining the relative archival value, and therefore level of documentation, of these external individuals, groups and organizations. This combination of methodologies is the most effective for ensuring the preservation of important environmental information and subsequently the environment. Various preservation partnership strategies are also suggested for these records identified as having archival value.

A Survey of Tennessee Extension Agents’ Perceptions of the Tennessee Extension Agent Performance Appraisal System

This study aimed to describe extension agent perceptions of the Tennessee Extension Agent Performance Appraisal System. A survey instrument was developed to address the research questions. The instrument had two sections: Satisfaction with the Current Appraisal System (14 items) and Satisfaction with Appraiser Performance (7 items). The instrument was reviewed by an expert panel and pilot tested with a group of 39 extension agents. The instrument was deployed online to the study population. The population studied consisted of all extension agents employed by the University of Tennessee and Tennessee State University in January, 2010 (N=312). The total completed responses were 218 for a completed response rate of 69%. In this study, seven in ten respondents (78.8%) felt that the current appraisal system should be improved. The desired improvements included: (a) The extension agents’ desire to have direct, annual appraisal interviews with the regional director; (b) The extension agents’ desire for a performance appraisal rubric that more accurately reflects their actual job duties; (c) The extension agents’ desire to make the performance appraisal system less time-consuming and efficient; and (d) The need for more instruction in performance appraisal for county directors. Overall, extension agents were satisfied with the roles and behaviors of their appraisers (county directors), and county directors were equally satisfied with the roles and behaviors of their appraisers (regional directors). The majority of extension agents and county directors viewed their appraiser’s performance in conducting the appraisal with positive judgment, fairness, and trust by their subordinates. The major recommendations emerging from this study are the provision of professional development for all appraisers to ensure accurate and effective performance appraisal, and exploration of strategies to require less effort on the part of the extension agent to prepare the appraisal materials.

在政府部門各類型公文檔案中,會計類檔案是屬於較特殊的一種檔案,且其分類歸檔的時間與內容格式等皆與一般公文檔案有所不同,因此為了讓會計類檔案的管理工作更趨完善,應與一般的公文檔案管理工作有所區隔。 本論文主要是探討會計類檔案的鑑定與清理,採深度訪談及個案研究法,藉由訪談中央及地方會計及檔案管理部門的人員瞭解機關會計類檔案目前的管理現況,尤以鑑定與清理工作為主;並藉由兩機關的個案研究瞭解目前機關內部對於會計類檔案的管理,從定義、管理法規、鑑定及清理工作詳盡地探討。 就上述研究結果,提出五點建議:(一)明確定義會計類檔案的範圍,以便統一規劃會計類檔案的管理;(二)消除機關內部對會計類檔案管理法源依據的疑慮,減少會計人員及檔案管理人員在管理上的困難;(三)簡化會計類檔案清理銷毀作業的程序,增進檔案管理績效,減輕檔案庫房的壓力;(四)輔導政府機關進行檔案鑑定,當檔案鑑定發生疑慮時,協助機關檔案管理與業務單位人員解決;(五)增加政府機關檔案管理專業人員,擴編檔案管理人員的員額;(六)協助辦理檔案管理人員在職訓練,並可針對各業務單位的性質,辦理專門性的檔案管理作業訓練。 / In many kind of records of government, accounting archives are specific than others, and its classification and filing of the time is the different from general government records. Therefore, to allow the management of accounting archives files to perfect, should be generally somewhat different from the file management of common document file. This paper aims to investigate archival appraisal and disposition of governmental accounting archives in Taiwan. Through in-depth interview and case study to interview the central and local accounting and archive management staff to understand the authority of accounting archives management status, especially on appraisal and disposition. And through case study to understand how these two agencies’ accounting archives management. Above in conclusions, there are five suggestions: 1) Clear and definite of the scope of the accounting archives to unify accounting archives management; 2) Elimination of the internal organs of accounting archives management legal basis for the concern to reduce the difference of accounting officer and records management officer; 3) Simplify the procedure of disposition and destruction on accounting archives to reduce the archival repository pressure; 4) To prove governmental officer to proceed accounting archives appraisal and assist them to solve problem; 5) To increase the professional archive management officers; 6) To process archiva1 management on-the-job training, and to be aimed at handling specialized archives management training.

Mobilising action through management email texts: the negotiation of evaluative stance through choices in discourse and grammar

This thesis is concerned with explicating the role of language in mobilising action through management emails. Situated within the context of organisational change in a globalised manufacturing business, the project is framed by behavioural observations from management scholars Palmer and Hardy (2000) of mobilisation strategies that utilise linguistic resources since they: (a) involve a sense of obligation or inclination in directives; (b) show how co-operation will produce mutual benefits; (c) construct desired actions as legitimate, beneficial or inevitable; and (d) use past or anticipated meanings, for or against certain actions. Systemic Functional Linguistics is the underlying framework employed to provide a theoretically principled account of the intuitively derived observations from Palmer and Hardy (2000) which are applied to a sample of twenty-seven email texts, through corpus- and text-based analysis. A major finding is that the representation of action is enacted interpersonally through the verbal group. This view complements experientially dominated accounts of the verbal group which focus on the tense system. Further, action is found to be motivated through the negotiation of evaluative stance. By relating the grammar of the verbal group as well as other resources to the discourse semantics of Appraisal, modulation (of obligation or inclination) is found to be enabled by both negative as well as positive judgements of capacity. Specifically, judgements of capacity are re-interpreted as invocations of high obligation as managers seek to mobilise (further) positive performance. The analysis demonstrates that elements in the verbal group (complex) and Appraisal co-opt action through enabling positioning of the writer, in terms of assessing and grading categorical meanings, manipulating interpersonal time, or foregrounding solidarity. A significant contribution to the thesis is an extension of the system of GRADUATION: FOCUS (Hood, 2004a) through the demonstration of how resources of the verbal group negotiate expectations of appearances and achievements. This study has also extended the resources of GRADUATION: FORCE by applying it to the management context. The practical contribution of the study is that these insights may more explicitly inform management training and enable managers to participate more effectively within their community of practice.
