It is focused on the identification of complexity elements embedded in the implementation of public policies, to which the goals and targets of a target-oriented system relate, and especially on the implementation of this system as a management tool itself, from the case study of the then ongoing 'Programa de Metas da Cidade de São Paulo 2013-2016'. All information was obtained from municipal managers, in Government Departments responsible for strategic support activities to the implementation of the system, and sectoral Government Departments whose scope also included crosscutting actions, through interviews conducted from a starting question, and then followed by the free talk of the respondents. Through discourse analysis, an assortment of information was conducted, concerning to: 1) the impacts on management, articulation, and governance of the use of performance measurement and result-oriented management; 2) the flow and publicity of information on performance, produced within the monitoring process of this given target-oriented system, and also concerning the use given to this information; 3) the recording and register of experiences and learning related to the Programa de Metas, and its potential to result as a legacy for the public administrative structure of the City of São Paulo. Assuming that the stories managers tell, in this field of Applied Social Sciences, are as valid as Science or the theoretical constructs on the subject, all information gathered from the point of view of the interviewed public officials was segmented and problematized under the light of the literature on performance measurement. The main objective of this research is to contribute to the creation of parameters for qualitative analysis of the information generated in the implementation of a target-oriented system in Public Management at the local level. It is, from then on, expected that these parameters may help managers and researchers on the monitoring and evaluation of performance of a given government, by favoring the translation of merely arithmetic data on percentage of fulfillment of specific commitments, into eloquent elements more enabled to express the evolution of a mandate. Keywords: result-oriented system, Programa de Metas, management for results, performance measurement, government planning, public policy evaluation, monitoring, implementation, transparency, information legacy. / Desenvolvido no escopo do Curso de Mestrado Acadêmico em Administração Pública e Governo da Eaesp-FGV, trata-se este de um estudo exploratório sobre mensuração de performance no setor público, com foco na identificação de elementos de complexidade incidentes na implementação das políticas públicas relacionadas às metas componentes do sistema, e notadamente na implementação do sistema de metas em si como uma ferramenta de gestão, a partir do estudo do caso do 'Programa de Metas da Cidade de São Paulo 2013-2016', enquanto ainda em curso. Foram captadas informações junto a gestores públicos municipais em Secretarias responsáveis por atividades-meio estratégicas na implementação do sistema de metas, e Secretarias setoriais cujo escopo incluíam também ações transversais, em entrevistas realizadas por meio de pergunta inicial e fala livre dos entrevistados. Pela análise do discurso dos entrevistados, foram selecionadas informações relacionadas a: 1) os efeitos de se medir performance e orientar a gestão com foco em resultados para a gestão, a articulação e a governança; 2) o fluxo e publicidade da informação sobre desempenho produzida no processo de monitoramento do sistema de metas e ao uso que lhe é dado; 3) a permanência e registro das experiências e aprendizado relacionados à gestão do Programa de Metas e seu potencial de constituição de legado para a máquina pública paulistana. Partindo da premissa de que as histórias que os gestores contam, para esse campo das Ciências Sociais Aplicadas, são tão válidas quando as descobertas sob o método científico e a produção teórica no tema, toda a informação captada a partir da visão dos gestores públicos entrevistados, foi segmentada e problematizada à luz da literatura sobre mensuração de performance. O objetivo principal desta pesquisa é contribuir para a criação de parâmetros para análise qualitativa das informações geradas na implementação de um Sistema de Metas na Gestão Pública local. A partir disso, espera-se que tais parâmetros possam auxiliar gestores e pesquisadores no acompanhamento e avaliação de desempenho de um governo, ao facilitar a tradução dos dados meramente aritméticos sobre porcentagem de cumprimento de compromissos específicos em elementos qualitativos mais expressivos da evolução de um mandato.

Governmental accountability gets into the debate and societal accountability comes up in the speeches of social movements that call attention for the diversity among its members and for the changes it has been causing in the current institutional status. The Nossa São Paulo movement has become a reference in this field for its strong articulation capacity - aggregating more than six hundred organizations at the second largest city of the world – and for the organizational and political model its been disseminating, with dozens of similar initiatives spreading through the country and Latin America. The main objective of this research is to understand societal accountability and more broadly, governmental accountability in the framing process developed by Nossa São Paulo. An exploratory case study was carried on, including literature review, document analysis, observation in events and in depth interviews; focusing in the genesis and mobilization of Nossa São Paulo movement and in its articulation around legislation related to governmental accountability. Therefore, this work presents the way led by Nossa São Paulo, observing the emergence of social oversight as a frame composed by the union between movements historically bonded by the motto of social justice and other groups related to the urban development and social and environmental responsibility, articulated by the demand for sustainability. On the background, lie the discussion about the right to the city, the classic dilemmas on representation and the new paths on the field of democratic models. / No contexto pós redemocratização, Estado e sociedade civil estão em transformação: discute-se novos modelos de gestão pública, mais descentralizados e gerenciais; enquanto proliferam as organizações sem fins lucrativos abrindo novos espaços também para a participação dos empresários nas decisões sobre os rumos do país. A accountability governamental entra na pauta e o controle social surge nas falas de movimentos sociais que chamam atenção pela diversidade de seus membros e pelas mudanças que vem provocando na institucionalidade vigente. Uma referencia destes movimentos é o Nossa São Paulo, articulador de mais de seiscentas organizações na segunda maior cidade do mundo e modelo organizacional e político para dezenas de iniciativas similares que se disseminam pelo país e pela America Latina. O objetivo desta pesquisa é compreender o lugar do controle social, e mais amplamente, da accountability governamental no processo de framing desenvolvido pelo Movimento Nossa São Paulo. Para tanto, realizou-se um estudo de caso exploratório, incluindo revisão da literatura, análise de documentos, observação em eventos e entrevistas em profundidade, focando nos momentos de gênese e mobilização do Movimento Nossa São Paulo e na articulação para a aprovação de legislação relacionada à accountability governamental. Este trabalho apresenta, assim, o percurso dos grupos que formam o Nossa São Paulo observando o surgimento do controle social como quadro interpretativo composto pela união entre movimentos historicamente vinculados pelo mote da justiça social e outros grupos ligados ao desenvolvimento urbano e à responsabilidade socioambiental, articulados no pleito pela sustentabilidade. Como pano de fundo, estão as discussões sobre o direito à cidade, os dilemas clássicos da representação e os novos caminhos no campo dos modelos democráticos.
