From the abstract: Fairy tales aside this study is an analysis of Port Elizabeth harbour development during its first half century from 1820-70. Despite the fact that Port Elizabeth quickly came to dominate Cape trade very little was actually done to improve its port facilities. Superficially the impression one gains from the available material is that everything was done by government not to develop a harbour at Algoa Bay. But the real question is: was harbour development really necessary at Port Elizabeth during the period under consideration? The answer must be no. The lack of facilities certainly did not hinder the massive expansion of wool exports that took place before 1870.

The development and failure of the Eastern Cape separatist movement with special reference to John Paterson

From Preface: In 1960 Pamela Ffolliott and E.L.H. Croft wrote a biograpby of John Paterson entitled One Titan at a Time. This concentrated mainly on his business activities and his civic role to the virtual exclusion of his political opinions and career even though contemporaries often regarded him as second only to John X. Merriman. The result of diligent enquiry for further biographical detail both in South Africa and in the United Kingdom has been disappointing. A close examination of such evidence as there is, suggests that his political abilities have been over-rated rather than under-rated. It is now nearly forty years since the study of separatism was first seriously undertaken. The period 1854-72 was studied by N.H. Taylor (M.A. Thesis, University of Cape Town, 1938) and D.B. Sole undertook a broader survey (M.A. Thesis, University of South Africa (R.U.C.), 1939). Neither study used the Godlonton papers. The Godlonton-White correspondence is at Rhodes House, Oxford and this mainly concerns business matters and news of prominent local people. The collection of Godlonton papers housed in the Historical Papers section of the Library of the University of the Witwatersrand proved more interesting. The use of these papers made it possible to make a new approach to the critical period of representative government and to explore in more detail lines suggested in part by J .L. McCracken in the more general study, The Cape Parliament 1854-1910 published in 1967. Yet because in many cases the leaders of the movement after 1854 carried into the new era ideas and attitudes formed in earlier years, it was necessary to consider also the origins of the separatist impulse. Separatism had many roots: as a term it had many meanings. Clearly the meaning attached to the word varied from time to time, from place to place and even from person to person. The goal varied too. Sometimes the Eastern Province wanted to move the centre of government from Cape Town; sometimes the cry was for a completely separate colony to be established in the East; sometimes the theme was federal devolution of powers, to a resident government. Indeed among the many reasons for the failure of the separatist movement was the inability of the Easterners to agree among themselves about what they were seeking. This exposed and emphasised their political ineptitude.

Women, welfare and the nurturing of Afrikaner nationalism : a social history of the Afrikaanse Christelike Vroue Vereniging, c.1870-1939

This thesis focuses on the Afrikaans Christian Women's Organisation (ACVV), placed within the context of Afrikaner nationalist activity, and traces the variety of ways in which white, Afrikaans, middle-class women sought to construct a racially exclusive 'Afrikaner' people. Stereotypical portrayals of Afrikaner women as passive followers of an ideology constructed by men are challenged. The gendered construction of nationalism is initially examined by tracing the transition from a religious, evangelical, late nineteenth century gender discourse to an increasingly explicit Afrikaner nationalist discourse in the early twentieth century. The ACVV participated in the construction of a popular Afrikaner nationalist culture that portrayed Afrikaans women as mothers of the people or volksmoeders. The first ACVV leaders were acutely aware of the 'New Women' who abandoned conventional notions of femininity - they tried to construct a public, political identity for Afrikaans women that met the challenges of the 'modern' world, yet remained true to Afrikaner 'tradition'. The ACVV sought to fashion Afrikaans whites into 'Afrikaners' through philanthropic activity. At first, this was especially true of rural branches, but from the early 1920s, Cape Town's ACVV also responded to the growing influx of 'poor whites' by focusing specifically on social welfare work. One particular concern was the danger that women working together with blacks posed for the volk. Research on the ACVV's philanthropy is complemented by a study of the lives of landless and impoverished whites in the Cape countryside and Cape Town. Archival material and 'life history' interviews are used to explore the working lives of white, Afrikaans-speaking women who moved from rural areas to Cape Town during the 1920s and 1930s. Complex and contradictory strands made up the private and political lives of female Afrikaner nationalists. During the 1920s, they sought to create a political role for themselves by constructing a 'maternalist', nationalist discourse that articulated the notion of separate spheres for men and women -but extended vrouesake (women's issues). In many ways these were conservative women - yet they adjusted, even challenged, conventional gender roles in Afrikaans communities. In the 1930s, the four provincial Afrikaans women's welfare organisations sought to shape state-subsidised social welfare programmes. The ACVV and its sister organisations had increasingly fraught dealings with Afrikaner nationalist men in the state and church. who did not share the women's vision of female leadership in social welfare policy.

The role of the state in the establishment of a culture of learning and teaching in South Africa (1910-2004)

Formal state-controlled education has been a central element for social development in South Africa since the formation of the Union of South Africa in 1910. The establishment and promotion of a culture of learning and teaching is regarded as a pre-condition for high educational standards. This thesis is a study of the role of the state in the establishment of a culture of learning and teaching in South Africa from 1910 to 2004. To understand the role that the state played in promoting, or inhibiting, a culture of learning and teaching, a historical review was taken of the state's role in formal schooling in the period of the Union (1910-1947), the era of apartheid (1948-1989), the transitional period (1990-1994) and in the era of the democratic South Africa. As an ideal, the state has a responsibility to ensure the establishment of a culture of learning and teaching. The historical review revealed, however, that the state used its policies to promote political rather than educational ideologies - and in the process, there was a complete breakdown in a culture of learning and teaching. The establishment and promotion of a culture of learning and teaching towards the maintenance of high academic standards in South African state schools was the motivating force behind this study. Therefore, this study concludes with guidelines and recommendations grounded in the historical review that will hopefully promote a culture of learning and teaching in South African schools in future. / Educational Studies / D.Ed. The educational impact of teachers' organisations (1925-1992) on the Indian community in South Africa

The investigation contributes to a broader understanding of the hegemonic role of teacher organisations and their relation to the dominant structures in society. It also contributes to educational theory since it extends the traditional assertion of an individual teacher who acts as an agent of capitalism and who serves to foster the interests of the State, to teachers who operate through an organisation which becomes more powerful in articulating this hegemony. The historic evidence shows that for much of the period under investigation these teacher organisations have either endorsed, or else have failed to challenge in significant ways, the use of education by the State to ramify the ideology and practice of apartheid. In addition these organisations have had no power to compel action from political and educational authorities. Decades of compliance with State policy, or unwillingness to forcefully articulate the obvious injustices of that policy, have inevitably led to a position whereby established teacher bodies became inward looking. Ultimately, these teacher bodies could not offer a fundamental critique of the apartheid education system and therefore could not empower their members to transform society as they worked within a structural-functional and liberal framework. However, the research also shows that teachers as a collective group became capable of resisting dominant ideologies, especially during the post-1984 period. Progressive teacher organisations, fuelled by the labour movement and African nationalism convicted many conservative teacher bodies to eschew ethnicity and agitate for a unified, democratic non-racial, non-sexist State with a single Ministry of Education. This period saw an escalation in the struggles of resistance by teacher organisations against a newly established Tri-cameral parliamentary system. These empowered members effectively resisted the increasing bureaucratisation and political interference in education through which the State sought to control teachers. The study offers a new way of perceiving teacher organisations as they become involved in long term struggles of transformation which incorporates the reconstruction of a post-apartheid society. / Educational Studies / D. Struggle for the centre : South Africsn Pentacostal missiology in context

This study examines that which forms the 'centre' of Pentecostal Missiology and makes it particularly relevant to the South African context. In order to arrive at my conclusions I have concentrated on the history and present situation in postapartheid South Africa of the three oldest classical Pentecostal movements, the Apostolic Faith Mission, the Full Gospel Church of God and the Assemblies of God. Chapter one describes the rise of the Pentecostal movement and its arrival in South Africa shortly after the Second Anglo-Boer War (1899-1902). That Pentecostalism took root among the poor in this country is a matter of historical record. The dimensions of poverty in South Africa are probed in order to evaluate Pentecostalism' s success with that class of people. Chapter two examines the Pentecostal model of mission and its essentially holistic nature in order to understand why it so effectively helped the poor to escape the enslaving cycle of poverty. However, Pentecostalism around the world and in South Africa appears to be in crisis. Chapter three discusses the reasons for the crisis and outlines the nature and evidence of it - the 'centre' of Pentecostalism seems to be fragmenting, and with it the relevance of the Pentecostal Church to the South African situation. The book of Exodus provides a metaphor that naturally holds together dimensions of the model of mission essential to Pentecostalism. Chapter four describes the metaphor, how it applies to Pentecostal missiology and why the struggle for the 'centre' is a struggle vital to the mission of the Pentecostal Church. The thesis concludes with a reminder that Pentecostals have a history of 'success' among the poor and that perhaps it is within this stratum of society that Pentecostals should focus their efforts. With a renewed model of mission the Pentecostal Church can still be relevant to the situation of poverty in post-apartheid South Africa.
