The Role of the Negro Office Holders in the Reconstruction of the Southwest

"Perhaps no phase of American history has been more written about than the Reconstruction period, but few historians seriously consider the role of the Negroes during this period. It is the purpose of this thesis to show the part played by the Negroes during the Reconstruction of the states of Arkansas, Texas, and Louisiana and the factors which led to their ascendancy to political leadership. Most historians give a one-sided view of this period of Reconstruction, playing down the role of the Negroes with the assumption that they were members of an inferior race and incapable of contributing anything constructive to American history. An examination of the facts, however, discloses that the Negroes did contribute a great deal to American history during their brief role in politics. Many of the Negro office holders, usually considered ignorant and illiterate, were well trained and well educated and displayed considerable ability in their particular offices. Contributions of these Negro leaders have merely been obscured by bitterness in partisan politics, and more objective study of Reconstruction will inevitably alter the traditional picture of the Negro political leaders." -- leaf iv.

Are the racial disparities in school discipline the result of or a function of systemic racism mediated by educators' dispositions?

Indiana University-Purdue University Indianapolis (IUPUI) / With over 40 years of research on the well-documented issue of racial disparities in school discipline, scholars have begun to explore a plethora of plausible causalities for this phenomenon. Recent literature on the causal agents have centered on cultural differences and/or racial prejudices held by educators. Building from this emerging logic, this dissertation specifically focused on the disposition (e.g. enduring traits, character type, mentality, and temperament) of educators and its influence, if any, on discipline-related outcomes. Additionally, this exploratory study sought to build a conceptual map for future research to explore how educators' dispositions may act as conduits between systemic racism and the historic racial disparities in discipline-related outcomes. Through an intensive, multiyear embedded case study of four middle schools with both high and low rates of racial disproportionality in school discipline and with the creation and use of the Four Domains, this dissertation explored whether discipline-related outcomes are the result of systemic racism mediated by educators' dispositions. Findings from the analysis suggested the existence of shared characteristics among the dispositions of those categorized as high and low referring. Specific to those findings, trends within low referring teachers suggested that low referring teachers maintain high and consistent expectations of student behavior, but allowed for flexibility in how their discipline response was mediated out among their students. Despite a deferred approach within discipline response, low referring teachers were consistent and did not show favoritism. On the contrary, high referring teachers were inconsistent with their responses and demonstrated biases in actions and beliefs. Accordingly, it was found that high referring teachers held racially deficit beliefs about Black students and their families. Additionally, high referring teachers were more represented by the Four Domains in comparison to lower referring teachers. As a result, findings from the Four Domains support the existence of a causal link among systemic racism, higher referring teachers, and racial disparities in school discipline. In particular, it was found that classroom teachers engage in and hold racially deficit views of Blacks and these same teachers disproportionately refer Black students for out-of-school suspension.

Slaves and Slaveholders in the Choctaw Nation: 1830-1866

Racial slavery was a critical element in the cultural development of the Choctaws and was a derivative of the peculiar institution in southern states. The idea of genial and hospitable slave owners can no more be conclusively demonstrated for the Choctaws than for the antebellum South. The participation of Choctaws in the Civil War and formal alliance with the Confederacy was dominantly influenced by the slaveholding and a connection with southern identity, but was also influenced by financial concerns and an inability to remain neutral than a protection of the peculiar institution. Had the Civil War not taken place, the rate of Choctaw slave ownership possibly would have reached the level of southern states and the Choctaws would be considered part of the South.

RACIAL DISPARITIES IN SELF REPORTED HEALTH AND HEALTH CARE UTILIZATION. DOES PRIMARY CARE MATTER?

Indiana University-Purdue University Indianapolis (IUPUI) / A significant body of literature has accumulated in the last decade that provides evidence of the growing health care disparities among racial and ethnic groups in the United States. The literature suggests that Black adults share a disproportionate burden in death, disability, and disease. In 2002, the Institute of Medicine report, Unequal Treatment, showed that racial-ethnic disparities in health cannot be entirely attributed to problems of health care access, clinical performance, or patients’ personal characteristics. Many studies have shown that institutional and individual level discrimination that Blacks face in the health care system impacts their health status. This study used secondary data analysis to examine how primary care experience impacts self-reported health status and health care utilization among Black adults. Data were from the Medical Expenditure Panel Survey (MEPS) implemented by the Agency for Healthcare Research and Quality (AHRQ). Specifically, MEPS Panel 10 (2005-2006) and Panel 11 (2006-2007) data were used in the analyses. The final sample comprised of N=15,295 respondents ages 18 and over. Logistic regression analyses were carried out using Stata Statistical Software, version 11. The study results reflect the disparities among Blacks and Whites on self-reported health and health care utilization. Blacks were 15% less likely to report good health status compared to Whites and had 0.11 less expected office-based doctor visits. Respondents who had better primary care experience had 0.05 times higher expected office-based doctor visits than respondents who did not have good primary care experience. Health care Social Workers should advocate for structural changes in health policy that will take into account the historical marginalization and contemporary inequities that continue to encompass the lives of many Black Americans.
