A critical understanding of good governance and leadership concepts written in the context of the New Partnership for Africa’s Development (NEPAD) and the challenges to contextual discourse on Africa’s development paradigms1

Good governance is a value-laden concept that is characteristically nebulous; it can mean different things to different people, depending on the context in which it is used. The same applies to leadership. Concepts, as Pauw (1999a, 465) puts it, are ‘tools of thinking’ and contexts are ‘the environments or frameworks in which they [concepts] operate’. Lucidity in the meanings of concepts is fundamentally important for shaping debate and enriching discourses. To maintain their power, concepts must be used in their proper contexts. This necessitates an understanding of the art of contextual discourse. Good governance is used in NEPAD as a principle and emphasised as a sine qua non for sustainable development in Africa. On the other hand, NEPAD premises Africa’s re-birth or Renaissance on good governance and leadership, with a vision and commitment to repositioning the continent in global power balances. In this article good governance and leadership are considered as concepts. NEPAD is a textual context within which the two key concepts are used and should, consequently, be engaged. The article attempts a critical review of African scholarship engagement with good governance and leadership within the NEPAD context to determine the extent to which contextual discourse is practised. It further grapples with the immediate historical background to scholarship on Africa’s development between the 1960s and early 1990s. The exercise reveals that much of the accumulated body of African scholarship and scholarship on Africa’s development reviewed does not sufficiently contextualise discourse on good governance and leadership within NEPAD, and its key assessment and monitoring device, the African Peer Review Mechanism (APRM), and offers an alternative framework.

A number of solutions will be explored to promote a positive sense of Africanism in different aspects of life. These will include morality, discipline, economy, culture, religion, languages, education and other related aspects. Moral regeneration is crucial in ensuring stability in our country; this could be the main reason why it has been embraced with such enthusiasm. It includes taking responsibility for all South Africans, young and old, rural or urban, rich or poor, male or female, black or white, etc. Some South Africans believe that an African Renaissance may be achievable through reverting to old traditional ways of life. It is through these ways that moral values may be inculcated successfully. 1hese views may, however, be challenged. It is also true that other avenues relevant to present days' situations and circumstances may be applicable and used successfully. Whilst keeping in mind that times change, it is imperative to bear in mind that traditional moral values stand beyond space and time. There are common values that are fundamental to all. Those are the values that will be investigated with a view to achieve the vision of the African Renaissance.

South Africa’s Foreign Policy: Conflict Prevention in Africa

Student Number : 0517117G - MA research report - School of International Relations - Faculty of Humanities / This study has analysed the experience and legitimacy of South Africa’s Foreign Policy in resolving African conflicts, using comparative study of Burundi and Lesotho. The main findings of the study are as follows: First, since 1994 South Africa’s foreign policy has evolved and directed at ensuring peace and stability in African continent. During Mandela era, the policy was dominated by human rights. When Mbeki took over in 1999 the policy was reconfigured and moved towards peace and economic prosperity in African continent to achieve African Renaissance. Second it has been argued that the interventions in Lesotho and Burundi were legitimate and successful despite the controversies in particular Lesotho. Last, the experience and lessons learnt in Lesotho helped to shape South Africa’s foreign policy when mediating in Burundi conflict which had led to a notable success.

Locating the African Renaissance in development discourse : a critical study.

The concern of this study is "locating the African Renaissance in development discourse: a critical study" and aims to investigate how the South African President Thabo Mbeki has conceptualized the African Renaissance. Through this the author has discovered the meaning of Mbeki's African Renaissance discourse with regard to its context in African development and how it is located in historical conceptions of development in Africa. Through this what innovation to development in Africa is presented by the discourse of the African Renaissance has been identified. Therefore this study is based primarily on an extensive literature research on conception of development and the African Renaissance. In comparison with other discourses on development, the study finds that Mbeki's African Renaissance discourse has been inspired by Pan-Africanist discourses such as self-reliance and African regeneration combined with dominant political and economic discourses such as globalization, good governance, structural adjustment and democracy. The study finds that the great contribution of Mbeki's African Renaissance is to call again on the Africans to realize their self-rediscovery and to restore the African's self esteem without which Africans will never become equipped for African development. However Mbeki stops short of attempting to suggest practical strategies to do so. The African cultural heritage : deculturation, transformation and development.

This study begins by highlighting the fact that after identifying the causes of defects in the socio-economic development of Africa and its populace African scholars argue for the re-centering of African cultural heritage as a strategy for (re)-construction and socioeconomic development. In fact, the alienation and marginalization of African cultural values and traditions by the designs of colonialism and apartheid have resulted in the distortion and disorientation of some of the most fundamental aspects of the culture of the colonized. Undeniably, this phenomenon contributed immensely to the situation of 'underdevelopment' in Africa Culturally, people were prevented from engaging the European culture(s) on their own terms. Economically - because the African cultural heritage was degraded to the level of the 'savage', the 'primitive', 'uncivilized' and even the level of the 'superstitious' or 'mystical' compared to the ' logical' found in the Western cultural thought and behaviour - African people(s) were mostly prevented from participating in the development of the continent. More importantly, given the present unfolding scenario of the African leaders' dream for an African century- manifested in the transformation of the Organization of African Union into the African Union (AU) (during the week of the 9 to 12 July 2001) and the vision and mission of New Partnership for Africa's Development (NEPAD) - juxtaposing this ideal to the pressures globalisation process exerts on the African continent, this study III seeks to identify essential elements of African Cultural Heritage that (if reclaimed and redefined) can contribute towards the transformation and development of (South) Africa and its people. The two critical questions here are: (a) Against the backdrop of Africa's economic disposition, what is the way forward for the continent to extricate itself from the quagmire of poverty, disease and instability? (b) Is Pan-Africanism the solution to the African crisis in the 2IIt century and the globalizing world? The African Renaissance discourse (as a new Pan-Africanism vision in the 2IIt century and a philosophical framework for (re)-construction and development) is central to this study, precisely because no nation that was uprooted from its soul can be able to recover wholly and progress without basing its socio-economic development plans on its own cultural identity and self-knowledge. The place of African Renaissance in the South African education

DOCTOR of EDUCATION in the Faculty of Education at the University of Zululand, 2004. / This research focused on describing "The Place of African Renaissance in the South African Education". The motivating factor is how African cultures can be restored through education. The research is intended to explore how the present education system can direct African education when faced with challenges that the African Renaissance would usher in. There is need to grapple with the problem of how the process of educational transformation as embodied in the current Philosophy of Education can transmit African values, cultures, norms and beliefs. The relevant literature reviewed the African Renaissance idea and its conceptualization. It debated two perspectives surrounding it; philosophies underlying the African Renaissance; Afrocentricity and the notion of this ideal; the dichotomy between African Renaissance call and the present education system. African Renaissance and education were studied with particular reference to African centered Psychology, African Philosophy and African centered curriculum. The qualitative ideographic research method was used in this research. Data was collected through interviews. Conversational analysis drew full transcript and recorded conversations that were carried out. Qualitative research was relevant in that the phenomenon under study was "seen throush the eyes" of the African people, thereby rejectins the deleterious formulations of theories and concepts in advance. Throush qualitative research, the perceptions, the feelinss and the attitude of the African people about the place of African Renaissance in the South African education were critically analysed. The findinss of the study significantly revealed that there is a place for African Renaissance in the South African education. The study further found that: African Renaissance could revive self-esteem amons Africans and renew African consciousness; African Renaissance was an ideal worth striving for; important education considerations should not ostracise African cultural backgrounds; the incorporation of African Renaissance at school level demands broad-minded educators with a particular character. The study furthermore revealed critical challenges facing the South African Education system, the African traditional culture of Ubuntu hold much promise and should receive significant consideration in education for the realisation of African Renaissance; there is an essential need for reconstruction of African consciousness among African learners; African educators are not better positioned to facilitate African Renaissance; and there is dire need for the reawakening of African languages. The most significant aspects of the recommendations address the incorporation of African Renaissance in the South African education. Both the indigenous African education and Outcomes Based Education (OBE) Curriculum frameworks are recommended in good stead for incorporation. The implementation thereof demands unbiasness and apolitical objectives. There is demand for making the present curriculum relevant to the needs of the African people in South Africa. African education needs to be globally competitive, and emancipatory without losing the notion of African identity.

An analysis of spatial development paradigm for enhancing regional integration within national and it’s supporting spatial systems in Africa / Donald Chiuba Okeke

The global aim of this research is to postulate a spatial development paradigm for regional integration in developing countries - more specifically, the research prospects to conceptualize form-based spatial planning theory for Africa. This was considered necessary on two grounds: first, the need for spatial regional integration as panacea for economic growth, and second the resilience of formal planning in the context of a neo-liberal paradigm shift in planning for economic growth. The research in essence strives to reconsider formal planning in an attempt to articulate an appropriate planning paradigm for the delivery of spatial regional integration within spatial systems in developing economies. In view of the foregoing the resilience of form-based planning paradigm informs the research. Hence the research sets out with the null hypothesis that form-based planning attributes are not significantly resilient in the perception of planning initiatives in the African context. The research methodology involved a relevant literature survey vis-à-vis theoretical and analytical frameworks as well as desktop case studies of selected country profiles and planning initiatives and then an empirical case study of integrated development planning (IDP) initiatives in South Africa. Following six sets of analysis, the research established compliance with a neo-liberal planning paradigm in Africa; however, it disproved the null hypothesis. The neo-liberal planning initiatives were found to be unable to deliver integrated development. Thus a change in development ideology to neo-mercantilism is recommended as a strategic move to redirect attention from private profitability to nation-building vis-à-vis spatial integration. Neo-mercantilism is therefore deployed as thinking instrument for a neo-mercantile planning paradigm postulated to deliver spatial regional integration in developing economies. The neo-mercantile planning paradigm which seeks spatio-physical bases of integration adopts integrated planning operationalized with spatial integration plans (SIPs) and thematic integration plans (TIPs) instruments. These instruments are designed to establish spatial integration networks. The networking of the spatial systems requires the grading of infrastructure and the classification of cities. While administrative criteria are used to determine the former, the latter is proposed to be conducted with a “Time-efficient” coefficient, an innovative unit with which “Time-efficient effect” of cities as centres of commerce can be measured. This coefficient contributes to the growth of regional development theories from a spatio-physical perspective. Furthermore, the research contributes a neo-mercantile spatial model for urban region development. The modality of applying the new paradigm in Africa is modelled to integrate the status quo given requisite visionary mind-set and abundant political will. The model adopts the sequence of securing a neo-mercantile planning paradigm, followed by the identification of priority problems, the articulation of a vision statement and then objectives set to achieve spatial regional integration. Present actions were assessed and new action cards proposed, based on priorities for action drawn from priority problems in Africa. The proposed action cards were regrouped into a typology of actions to aid implementation strategies. The strategies made provision for institutional requirements and implementation processes, manpower requirements, financial mechanisms, legal reforms and monitoring measures. Naming, identity and the African renaisance [sic] in a South African context.

Naming is a very important tool used among various African cultures to convey certain messages, either to an individual, family members or a community. Naming of various objects is linked with the socio-political factors of countries where anthroponyms and toponyms are found. It is for this reason that onomastics (the study of names) can never be isolated from studying the dynamics of various societies, the behaviour and the psychology of different individuals. While names can unite communities, they can also serve as a dividing tool in various communities. It is from names that one can learn the various cultures that have been present in a particular place, and have an understanding and the appreciation of the history of a place. Onomastics is multidisciplinary in nature. It can be approached from different perspectives. These include linguistic, historical, sociological, philosophical, economical and other perspectives. Chapter two focuses on the linguistic and semantic aspects of names. It explores onomastic definitions and the comparison between the meaning of Euro-western and African names. In Chapter two an argument is presented on the morphological structure of Zulu and/or Xhosa names for boys and girls. In this Chapter the orthography of place names is also discussed. The importance of standardising names for purposes of having one name for one entity and asserting the country's history and heritage cannot be overemphasised. As indicated above that onomastics can also be approached from a historic approach, Chapter 3 looks at the changing political scenario in South Africa that has had an impact on the culture of indigenous people, their identity and the existence of Euro-western names among them. The arrival of white people in South Africa contaminated the indigenous culture and the African belief systems. The traditional belief system of the indigenous people is discussed in Chapter three together with the advent of Christianity. Chapter four looks at the sociological approach in onomastics. Names of any nature exist in a society. These names reflect the social dynamics of the societies where they are found. The society plays a major role in influencing the choice of names given to individuals and entities. These names have different functions in societies. The different functions that names have in various communities are also discussed. In Chapter four the significance of anthroponyms and toponyms is discussed. Various types of names are also looked at. Political changes witnessed in the country play a major role in transforming the country whether economically, culturally or socially. The impact of political changes and the attitudes of South Africans towards name changes are discussed in Chapter five. President Thabo Mbeki's call for an African renaissance came at the time when South Africa attained its independence. The adoption of African names was on the increase during this period. Chapter six looks at the link between changing naming patterns and the African renaissance. As an African renaissance calls for the rebirth of African culture and ways of living, xenophobic attitudes among Africans are examined. It is argued that Africa's rebirth is dependant on various issues including the respect and value that Africans give each other. Onomastics, as mentioned above can be studied using different approaches, however the limitedness of this study prevents discussion on all approaches. Onomastics is a relatively new field in South Africa, however its multidisciplinary nature and the abundance of data, invites more studies to be conducted.
