A research report submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg, in partial fulfilment of the requirements for the degree of Master of Arts (International Relations), 2017 / Through a close reading of the changes that have occurred within African agriculture using Food Regime Theory, this study will attempt to further understand the impact that has been felt by small-scale farmers who are a dominant feature of African agriculture. This paper will seek to understand the influence that the increased corporatization of agriculture through globalization has had on the small-scale farmer in Africa. As agriculture has become more and more corporatized and commodi:ied, it becomes important to consider the changes that have occurred for those actors within the industry and how these changes will impact them. This paper is attempting to do that through a close reading of the changes that have taken place within an integral part of the agricultural process: the seed. / GR2018

Financial flows, macroeconomic policy and the agricultural sector in Sub-Saharan Africa

This thesis focuses on the effects of development assistance (ODA), private foreign commercial capital (PFX), domestic savings (SAV), the openness of the economy and producer prices on agricultural output, and on export and domestic shares of agricultural output in sub-Saharan Africa (SSA). This study uses panel data spanning 27 countries and the period 1970 to 1993. / The production function is a Cobb-Douglas type. Static export and domestic share equations are derived from a specification of the agricultural gross domestic product function. Transformed auto-regressive distributed-lag versions of the static share models are used to investigate long-run dynamics, persistence and implementation lags in the share response model. / Agricultural output is affected as follows. ODA, PFX and SAV have small positive or negative impact depending on agricultural region or economic policy environment. The impact of openness of the economy is negative in all agricultural regions, however, there is evidence of positive effect of openness within improved policy environment. None of these effects are statistically significant. / Export share is affected as follows. ODA, PFX and SAV have small positive impact in some agricultural regions and policy environments, both in the short-run and in the long-run. PFX is not significant anywhere. ODA is significant only when countries are grouped by policy environment in the short-run. SAV is significant in the short-run only in some regions, and significant in the long-run only in others. Openness has positive impact in the short-run. This is significant in many regions. Its long-run impact is mostly positive but not significant anywhere. The impact of producer price is mostly positive but not significant. / Efforts to encourage economic activities in rural communities such as improvements in domestic terms of trade in favor of agriculture, together with the provision of infrastructure are likely to stimulate output. Strategies to diversify and process agricultural exports in the face of falling agricultural commodity prices should be pursued.

Investigation of the effects of 2000 & 2007 flooding on food security in two East African countries

Flooding has been identified as the predominant, environmental generator of food emergencies. Climate change and climate variability have been blamed for these extreme weather events, which are envisioned to affect the future food security and nutritional status of populations across the African continent. It is thus expected that these weather phenomena will continue to increase in frequency and intensity as climate change progresses. Already, climate change has had a dramatic effect on the natural world with increased desertification, warming oceans, rising temperatures and changing weather patterns. In turn, this has affected agriculture and fishing, which subsequently determines the availability of food. On the contrary, weather alone, is not the sole contributing factor to problems that are associated with food security/insecurity. Elements embedded within a political, social, economical, and/or other, context also serve to contribute to how a population or individual experiences food security. It is therefore imperative that these aspects from the social or developmental arena are considered in conjunction with aspects from the natural or environmental sciences. Such a holistic approach to subjects relating to climate change and development will eventually lead to the realisation of sustainable development, which in turn serves to protect human security in the long-term. The research was primarily directed at examining how flooding affects food security and what can be done to avoid, or cope with, a potential food crisis. The above-mentioned social and developmental features shaped the scope of this research, giving rise to an investigation which transcended the confines of flooding as an independent cause and consequence of food insecurity. With East Africa as a focal point, Mozambique and Zambia emerged as the most affected countries with millions of people affected by these devastating waters in 2000 and 2007, respectively. Due to the past nature of the events, it was most appropriate to utilise statistics from sources such as existing databases, reports and articles. Some of the topics that were included in the investigation examined the causes and consequences of the flooding and the management of these disasters. These topics were scrutinised using both qualitative and quantitative dimensions of research, so that an interesting and viable study could be undertaken. ii The research found that frequent and severe flood disasters increase a population‟s vulnerability to food insecurity, as a wide variety of assets, structures and infrastructures are destroyed. However, with careful management, planning and adaptation, many of these unwanted consequences can be avoided or swiftly overcome. Both Mozambique and Zambia were found to be countries that were determined to overcome the barriers associated with climate change and its subsequent extreme weather events. This positively indicated that they were committed to the development process and the wellbeing of their populations. Apart from introducing the topic surrounding the influence of flooding on food security in East Africa, one of the main goals of this research was to gather recommendations and suggestions for avoiding or managing issues that could hamper food security. This ultimately forms an important source of reference for governmental and non-governmental institutions dealing with flooding and food security. Even though Mozambique and Zambia were chosen as the cases for investigation, many of the recommendations can be adapted and applied to countries world-wide.

Thesis (MBA (Business Management))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: The Comprehensive Africa Agriculture Development Programme (CAADP) represents the New Partnership for Africa’s Developments’ (NEPAD) framework for revitalising Africa’s agriculture. Improving agricultural performance is at the heart of improved economic development and growth. NEPAD believes that agriculture will provide the engine for growth in Africa. The CAADP framework was developed by the NEPAD Steering Committee in collaboration with the Food and Agricultural Organisation (FAO) of the United Nations. It also includes the contributions of other institutions such as the International Fund for Agricultural Development (FAD), the World Food Programme (WFP), the World Bank, and the Forum for Agricultural Research in Africa (FARA). The CAADP focused on investments in four pillars that can make the earliest difference to Africa’s agricultural crisis. These mutually reinforcing pillars were expected to bring about improvements in terms of Africa’s agriculture, food security, and trade balance. This will ultimately enable Africa to reach its Millennium Development Goal of reducing hunger and poverty by half by 2015 (WDR). For the purpose of this particular study, the first investment pillar, which is water and land management, will be scrutinised extensively, as this is critical to achieving the so much talked about food security. The study will utilise both secondary and primary documents of NEPAD. More specifically the implemented water and irrigation projects in the East and West Africa countries will be reviewed to determine success in African agricultural development under NEPAD. It will identify specifically water management projects already implemented and those already initiated, and find out whether the CAADP is set to deliver the Millennium Development Goal. / AFRIKAANSE OPSOMMING: Die ‘Omvattende Landbou Ontwikkelingsprogram’ (CAADP) is die raamwerk van NEPAD se pogings om Afrika se landbousektor te hergenereer. Verbeterde landbou is die kern van verbeterde ekonomiese groei en ontwikkeling in Afrika. Trouens, NEPAD glo dat landbou die dryfkrag van Afrika se ekonomiese groei sal wees. Die CAADP-raamwerk is ontwikkel deur NEPAD se leierskap, in noue samewerking met die Verenigde Nasies se Voedsel en Landbouorganisasie (FAO). South Africa is no exception and despite self-sufficiency in food, the food equation is not balanced. An extreme gap exists between the production and consumption of food. Consequently, the problem researched in this study is the lack of food security in a world context with surplus food and how this is reflected in South Africa. Against this background a study was undertaken of the causes of food insecurity and the theories and explanations of famine. The focus of this research study is threefold. Firstly it focuses on a conceptual enquiry intohunger, poverty, food security and famine in Africa. Secondly there is an enquiry into the causes of the lack of food security in Africa. Thirdly it focuses on South Africa and an enquiry is done into the incidence of hunger, malnutrition and poverty, and into the national context of food security with the aim of identifying relevant problems in food security. It was found that food security is determined by the availability of food (supply) and the capability of people to obtain it (demand). It appears that the development process, government policy, ecological environment and technology, science and research directly affect the food security of people, and that South Africa does not differ from other African countries in this regard. Although South Africa has achieved food self-sufficiency, millions of people experience hunger because of poverty and the lack of entitlements.
