Demographic change and sustainable communities : the role of local factors In explaining population change

Population retention and growth is a concern for cities, towns, and rural municipalities across Canada, and population change is one of the best available indicators of economic prosperity and community success. As such, it is important to understand the factors driving the location decisions of Canadians, and to use this information to help communities develop strategies to ensure their longevity and to comprehend the various features influencing future prosperity. The results of this study clearly show that local community characteristics do indeed influence local population growth. Important factors include economic indicators, the presence of different types of amenities, and the proximity of the community to urban areas. <p> Previous research has been completed on the topic of community population change and amenities in other countries, but Canada has not been examined until now. This study utilizes census data at the municipality level to examine these issues. The analysis consists of an econometric model with population change as the dependent variable, and a number of local factors as the explanatory variables. In general, the results of this study complied with theoretical predictions. Communities with favourable amenities and economic factors were found to have higher population growth. Also, different age groups were found to value different bundles of amenities and economic opportunities. <p> Amenities were found to be important factors affecting population growth. Communities with higher average housing prices and lower average incomes had higher population growth. Although this is seemingly a contradictory result, it implies that amenities have been capitalized into incomes and housing prices over time and thus more than income appears to be determining the pattern of housing values across Canada; an outcome predicted by the theoretical framework of the study. Medical amenities were found to be more important for older segments of the population, though all ages valued being near large acute care hospitals. Communities with high rates of violent crime tended to have lower population growth rates. Natural amenities such as mountains and pleasant weather, and the presence of water did not consistently result in higher community population growth. <p> Economic factors such as industry diversification, high local employment rates, and growing employment prospects were very important in influencing population growth, especially among younger segments of the population. However, economic and financial opportunities do not appear to affect migration decisions of the elderly, who are influenced more by medical amenities. Except for youth, local employment opportunities were not as important as having opportunities in surrounding communities. The presence of agriculture and resource extraction sectors tended to result in lower population growth. Finally, proximity to larger urban centres and population size appeared to be beneficial for communities. <p> Overall, the results of this study provide insight for community leaders, policy makers, and others interested in the dynamics of community population change, and will help governments efficiently allocate resources to communities and form strategies to deal with declining community populations.

Whistler: A case study of the effects of amenity migration on the Resort Municipality of Whistler and surrounding environs

This thesis examines the nature of amenity migration, its effects and related planning strategies and practices through a case study of the Resort Municipality of Whistler (RMOW) and surrounding environs. The goal of this study is to provide a descriptive overview of amenity migration in relation to the RMOW and region, primarily from the perspectives of selected key stakeholders as well as documentation from several RMOW and regional sources. For some time, the RMOW has been known as a world class destination resort and a progressive leader in various aspects of planning and sustainability. Interviews with sixteen key stakeholders revealed a range of familiarity with the concept of amenity migration and considerable knowledge about economic, social and environmental consequences. The concept of amenity migration was not used in RMOW and regional planning strategies and practices, raising some question about its conceptualization. A major effect of amenity migration was the lack of affordable housing, with subsequent local and regional effects. Significant planning measures perceived as effective included the Whistler Housing Authority, Vision 2020 and a regional growth strategy, currently under development. The study identifies the importance of a regional framework for strategic planning and the need for more research, in particular, to enable mountain communities to track their amenity migrants. Two key issues emerged: whether a “resort community” is viable; and the role of planners in relation to serving the diverse interests of stakeholders in these locales. The thesis concludes with implications regarding the continued use of the concept of amenity migration and the importance of the concept for planners, policy development and planning practice related to the phenomenon.

Exurbia as Physical and Social Space: Landscape Drivers and Ecological Impacts of Amenity Migration in the New West

The American West, once characterized by open spaces, low population densities, and the dominance of primary sector activities, is experiencing high rates of population growth related to amenity migration. Those same natural amenities that attract migration are often degraded by housing growth and associated development; however the extent of impacts and the specific features of the environment that attract amenity migration are poorly understood. This change in land use was investigated by first examining the impacts of exurbanization on three ecosystem indicators (fire hazard, water availability, and distance effects of houses and roads) and secondly by considering the socio-cultural and aesthetic drivers of amenity migration in the Sonoita Plain, Arizona, USA. When the impacts of houses and roads on ecosystem function were considered, 98% of exurban areas were "highly" or "very highly" impacted, compared to 100% for suburban areas and 35% for rural areas. These results were striking because exurban areas have impacts on ecosystem function comparable to those of suburban areas, despite the fact that they support significantly lower population densities. The importance of privacy in the spatial distribution of exurban development was examined through GIS viewshed analysis. Desire for privacy was manifested in the home locations selected by exurbanites, with the large majority of homes located where the inhabitants see few, if any, neighbors. Scenic beauty is a common pull factor for amenity and this study examined three visual quality metrics (naturalness, visual scale and complexity) in relation to the location of exurban houses. Exurban households see significantly more vegetation, more rugged terrain, and a larger viewshed than would be expected if they were randomly distributed. There is evidence that visual complexity throughout the viewshed may be more important than seeing the very highest peaks. These results call into question the use of county-level scales of analysis for the study of landscape preferences, which may miss key landscape aesthetic drivers of preference. Amenity drivers have important implications for the distribution of development and can inform growth strategies designed to minimize negative ecological impacts and protect visual quality of the environment.

Sports arenas in Sweden : A study investigating the impact of sports arenas on net migration and amenity premiums.

This paper examines the impact of the building or renovation of a sports arena on net migration and amenity premiums. Swedish municipal data is collected for 289 municipalities over the period 1999 to 2016. The econometric analysis makes use of fixed effects (FE) and feasible generalised linear squares (FGLS) estimation techniques. This study builds on the growing literature of the intangible benefits of sports arenas and is one of the few Swedish studies of its kind. The results show that a sports arena built in year t, realises a 3.458% increase in net migration in year t + 5, for those sports arenas being used by football and ice hockey teams in the highest and second highest leagues.

Integrating the planning of green spaces and sustainable drainage systems

In recent times urban flooding has become more frequent and more complex due to the effects of increasing urban areas and climate change. In some established urban areas the existing drainage infrastructure is unable to cope with the volume of surface runoff and flooding events are more frequent, therefore new approaches to create more space for water within developments are required. This research was conceived in that context. It aims to investigate the potential for integrating green space planning with water planning and to develop a framework for the same in order to reduce the risk of flooding. An extensive literature review was carried out in the areas of urban planning, water planning, planning legislations, and issues related to integrating green space and water planning. The review identified the need for an inclusive framework which could integrate aspects of green space and storm water planning more holistically to achieve greater spatial planning efficiency. To satisfy this need, a conceptual framework was developed which took into consideration the opinions of various stakeholders. The conceptual framework included green spaced planning for SUDS, recreational and storm water indicators and a mechanism for integrated evaluation of SUDS for recreation and storm water management. The conceptual framework provided a joint approach where both engineers and planners will need to work together for the development of integrated storm water and green space plans. The framework showed processes for both disciplines and also indicates how spatial planning and water planning interfaced so that there was clarity of roles. In order to evaluate integrated plans, an ‘integrated evaluation tool’ was developed which uses indicators from both the areas of green space planning and water planning. The evaluation tool also contained a scoring system which can be used to select storm water management options with more recreational potential. The tool provides a mechanism to balance the requirements of recreation and storm water management so that more holistic solutions can be developed by teams of engineers and planners. The conceptual framework and the integrated evaluation tool were applied to two case study catchments. Results from the case studies showed the relationship of spatial planning and flooding. It further tested whether recreational aspects could be integrated into storm water planning. A number of drainage options were tested to show the application of the evaluation tool under various scenarios. This results of the research showed that the conceptual framework was appropriate in both case study areas even though the areas had different patterns of development. It is therefore proposed that the approach has potential for wider application in other geographical areas. Results from the two areas also showed that the integrated approach established in this research could enhance the recreational aspects associated with urban storm water management. The framework presented in this thesis will potentially be of use to a wide range of stakeholders such policy makers, local authorities, water companies, consultants and researchers. It could also be useful in informing the evolution of planning policies and technical guidance associated with water and green space planning.
