Catalyst for Change in the Borderlands: U.S. Army Logistics during the U.S.-Mexican War and the Postwar Period, 1846-1860

This dissertation seeks to answer two primary questions stemming from the war between the United States and Mexico: 1) What methods did the United States Army Quartermaster Department employ during the war to achieve their goals of supporting armies in the field? 2) In executing these methods, what lasting impact did the presence of the Quartermaster Department leave on the Lower Río Grande borderland, specifically South Texas during the interwar period from 1848-1860? In order to obtain a complete understanding of what the Department did during the war, a discussion of the creation, evolution, and methodology of the Quartermaster Department lays the foundation for effective analysis of the department's wartime methods and post-war influence. It is equally essential to understand the history of South Texas prior to the Mexican War under the successive control of Spain, Mexico and the United States and how that shaped the wartime situation. The wartime discussion of Department operations is divided into three chapters, reflecting each of the main theaters and illustrating the respective methods and influence within each area. The final two chapters address the impact of the war on South Texas and how the presence of the Quartermaster Department on the Río Grande served as a catalyst for economic, social, and political changes in this borderland region. Combining primary source analysis of wartime logistics with a synthesis of divergent military and social histories of the Lower Río Grande borderland demonstrates the influence of the Department on South Texas during the mid-nineteenth century. The presence of the Quartermaster Department created an economic environment that favored Anglo-American entrepreneurs, allowing them to grow in wealth and begin to supplant the traditional Tejano/Mexican-American power structure in South Texas. Despite remaining an ethnic minority, Anglos used this situational advantage to dominate the region politically. This outcome shaped South Texas for decades to follow.

The Dreams of Metanoia: The Advent Foreigner: A Creative Thesis Based on a True Narrative of the Forgotten American War of Racist Imperialism

This creative project’s ambition is to craft an original novel called The Dreams of Metanoia: The Advent Foreigner. The Dreams of Metanoia is initially influenced by The Immortal Life of Henrietta Lacks, a true narrative by Rebecca Skloot. Henrietta and her family were subjected to Jim Crow scientific racism. Henrietta, a black woman with cervical cancer, had her cells removed and cultivated by John Hopkins doctors without any consent. The doctors discovered that Henrietta’s cells continued to divide relentlessly outside her body. They then sold them to other researchers without their knowledge. However, the gap in literature occurs within a mysterious hallucination that happened within the nonfiction narrative. Henrietta’s cousin, Hector Henry, had a hallucination that may be connected to the obscure Philippine-American War and Filipino Folklore. The Philippine-American War was a somber conflict of racism and white American imperialism from 1899-1902. It is a war shrouded from most American textbooks; it was a war that tested American soldier’s ethical morality and allegiance to a 20th century Jim Crow United States. It is a war where enemies found a common strife within their woes. Because of how unknown these narratives are in today’s racial and politically divided world, it is essential to review and learn from these tragedies that united races as humans rather than individual racial identities. This research aims to repurpose these narratives to craft an original story relevant to modern America’s racial strife. Thus, The Dreams of Metanoia: The Advent Foreigner is an original piece that seeks to find the intersectionality in the meaning of being human.

FIGHTING A "CRUEL AND SAVAGE FOE": COUNTERINSURGENCY AND HUMAN RIGHTS ABUSES FROM THE INDIAN WARS TO THE PHILIPPINE-AMERICAN WAR (1899-1902)

Many scholars have written about the counterinsurgency phase of the Philippine- American War (1899-1902). Military historians often downplayed the impact of human rights abuses, while emphasizing the success of the U.S. Army’s counterinsurgency instead. In contrast, social historians frequently focused on human rights abuses at the expense of understanding the U.S. Army’s counterinsurgency efforts. Unlike the majority of earlier works, this thesis unifies military, social, and legal history to primarily answer these questions: what significant factors led U.S. soldiers to commit human rights abuses during the war, and at what cost did the U.S. pacify the Filipino rebellion? The war was successfully waged at the tactical, operational, and strategic level, but wavered at the grand strategic level.1 This study argues that racism, ambiguous rules and regulations, and a breakdown of discipline contributed to U.S. soldiers committing human rights abuses against Filipinos during the counterinsurgency. Primary sources from the perspectives of American policy makers, military leaders, and common soldiers—in addition to documents on U.S. Army regulations and its past traditions—reveal a comprehensive story of what happened during this conflict. The U.S. Army’s abuse were not a historical anomaly, but a growing trend extending from nineteenth century conflicts against other races. "The Painful Task of Thinking Belongs To Me:" Rethinking Royal Navy Signal Reform during the American War of Independence

This thesis examines the context and causes of signal reform in the British Royal Navy during the American War of Independence. It argues that changes in the ethos of the officer corps before and during the American War of Independence led to a complex period of signal reform. The original system was tied to the General Printed Sailing and Fighting Instructions, more often referred to as the Fighting Instructions. For around a century (ca. 1690 to ca. 1790), the Royal Navy utilized the Fighting Instructions as its main system of communication. During the American War for Independence, however, some sea officers began to question the system and devise new methods of signaling. This change was brought on by changes within the officer corps. Among the changes were trends of centralization and the influence of Enlightenment ideals. Both of these shifts helped to inspire the signal reformers, while also creating the environment to sustain signal reforms. This thesis examines the signal reforms of the three principal signal reformers of the war: Richard Howe, Richard Kempenfelt, and George Rodney. / Master of Arts / This thesis examines the context and causes of signal reform in the British Royal Navy during the American War of Independence. War flags into peace flags: the return of captured Mexican battle flags during the Truman administration

Master of Arts / Department of History / Charles W. Sanders / On September 13, 1950, in a culmination of three years of efforts by organizations and individuals inside and outside the Harry S. Truman administration, 69 captured battle flags from the Mexican-American War were formally returned to the Mexican government at a ceremony in Mexico City. The events surrounding the return of flags to Mexico occurred in two distinct phases. The first was a small, secretive, and largely symbolic return of three flags conceived and carried out by high-ranking U.S. government officials in June 1947. The second large-scale, public return of the remaining flags in the custody of the War Department was initiated by the American Legion and enacted by the United States Congress. Despite their differences, both returns were heavily influenced by contemporary events, primarily the presidential election of 1948 and the escalation of the Cold War. Also, although the second return was much more extensive than the President originally intended, it was only through his full support that either return was accomplished. In the decades since 1950, historians have either ignored the return of Mexican battle flags or focused instead on Truman’s wreath laying at the monument to the niños héroes in Mexico City in March 1947. This study, for the first time, provides an in-depth description of the efforts to return captured Mexican battle flags and explains why these war trophies were returned while others have remained in the United States. The goal of this investigation is to present the efforts of the Truman administration for what they truly were: an unprecedented act of international friendship. Although the actions of the U.S. government and private organizations were partially influenced by self-interest and Cold War fears, their primary motivation was a sincere desire to erase the painful memories surrounding the Mexican-American War of 1846-1848 in an effort to improve future relations between the two countries. Many historians point to the Truman administration as the end of the Good Neighbor Policy toward Latin America. This study, however, argues that the return of captured Mexican battle flags represents the true pinnacle of the United States’ Good Neighbor Policy toward its southern neighbor.

In Our Image: The Attempted Reshaping of the Cuban Education System by the United States Government, 1898-1912

Abstract During the fourteen years between 1898 and 1912, the influences imparted upon the School System of Cuba were substantial. In the period immediately following the conflict with Spain, known in the U.S. as the Spanish American War, a concerted effort was underway to annex the island of Cuba. This study was undertaken to discover what courses were introduced into the K-12 curricula following the U.S. intervention, who introduced those changes, and what, if any influence those changes brought to the culture of the island. This investigation and analysis was necessary to reinvigorate the discussion regarding the history of the Cuban education system in view of the attempted cultural change brought about by the U.S. intervention. While many actions were underway by various factions both within the U.S. government and without to ensure that the annexation would be successful, one concerted effort was undertaken through the reconstruction of Cuba's schools. Changes that were made include: coursework, textbooks, structure of schools, selection process for teachers and professors at the University of Havana, holiday schedule, and the school-day and school-year. While the language of instruction remained Spanish, the method of delivery and training of Cuban school teachers was adapted through an extended summer Normal School program in association with Harvard University and a fulltime program at the New Paltz Normal School in New York. From the results collected regarding the coursework, individuals involved, and the changes imparted upon the culture of Cuba, it appears that a concerted effort was underway to impose a U.S.-styled school system on Cuba with the intended result of annexation of the island of Cuba by acclamation of the Cuban people.
